Resolution 2014-029 Designating April as Child Abuse Prevention Month. Holly Kasper and Kendra Schleff,Human Services Ms. Schleff, Child Welfare Manager, spoke about the month dedicated to making Eagle County a safer place for children. This was an opportunity to support community understanding about child abuse and the services offered by the county. In 2013,the county received 596 referrals about potential child abuse and neglect from the community and 218 concerns were investigated. In addition,the county provided case management services to 42 families. 218 pinwheels were planted around the Eagle and El Jebel campus to represent the child abuse investigations completed in 2013. She recognized the community partners for being a voice for at risk kids and families. She also recognized the child protection team members and the child welfare caseworkers. Commissioner Chandler-Henry added her thanks. She spoke about the number of calls received every day and understood that it was difficult and demanding work that required good judgment skills. BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION NO.2014- RESOLUTION DESIGNATING APRIL 2014 AS EAGLE COUNTY CHILD ABUSE PREVENTION MONTH WHEREAS,children are key to Eagle County's future success,prosperity, and quality of life; while children are our most valuable resource,they are also our most vulnerable; WHEREAS,children have a right to thrive, learn, and grow to their full potential; and WHEREAS, the prevention of child abuse and neglect strengthens Eagle County's families and communities and ensures the opportunity for children to develop in healthy,trusting families, schools,and neighborhoods and where that consequently,builds the foundation of society; and WHEREAS,the Eagle County is currently implementing initiatives for improving the safety and well-being of children and families across the County; and WHEREAS,as a community we must come together to create a more efficient and effective way for services to be delivered in Eagle County; and WHEREAS,we must come together as partners to keep children safe, ensure that the voices of our children are heard by all, and extend a helping hand to children and families in need; and 1 04/15/2014 WHEREAS,by providing a safe environment for our children, free of violence, abuse, and neglect, we can ensure that Eagle County's children have a safe,nurturing,and permanent family in which to grow and flourish as the next generation of leaders,helping to secure the future of this state and nation; WHEREAS,the Board of County Commissioners of the County of Eagle, State of Colorado(hereinafter "the Board")encourages all Eagle County citizens to"Help Kids Thrive"by making meaningful connections with children and families. NOW, THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT,April 2014 be proclaimed Child Abuse Prevention Month in Eagle County. THAT,the Board hereby finds, determines and declares that this Resolution is necessary for the public health, safety and welfare of the residents of the County of Eagle, State of Colorado. Commissioner Chandler-Henry moved to approve the resolution designating April 2014 as Eagle County Child Abuse Prevention Month. Commissioner Fisher seconded the motion. The vote was declared unanimous. Consent Agenda Chairman Ryan stated the first item before the Board was the Consent Agenda as follows: 2. Approval of Bill Paying for the Week of April 14, 2014(Subject to Review by the Finance Director) John Lewis,Finance 3. Approval of the Minutes of the Board of County Commissioner Meetings for March 25 and April 1, 2014 Teak Simonton, Clerk and Recorder 4. Fourth Amendment to Agreement between Eagle County and Meadow Mountain Plumbing&Heating Service, Inc. for On-call Services Ron Siebert,Facilities Management 5. Second Amendment to Agreement between Eagle County and Campbell-Hill Aviation Group,LLC for Air Service Development Greg Phillips,Airport 6. Intergovernmental Agreement between Eagle County and the Town of Gypsum for the Town of Gypsum/Eagle County Recycling Drop Off Center Jesse Masten, Solid Waste and Recycling 7. Plat for Minor Type B Subdivision to Subdivide Shadowrock Townhomes Building N into 5 Distinct Units for Individual Ownership(Eagle County File No. SMB-4679) Sean Hanagan,Planning 8. Resolution 2014-030 Approving the Special Use Permit for the Operation of the Casey Concrete Batch Plant(Eagle County File No. ZS-4615) Sean Hanagan,Planning Chairman Ryan asked her fellow commissioners if they had any desire to highlight any of the items on the consent agenda. 2 04/15/2014 Commissioner Chandler-Henry asked Greg Phillips to talk about the agreement between the county and Campbell-Hill. Mr. Phillips stated that the Campbell-Hill was an air service consultant hired March of last year to analyze the services and identify potential target markets. The first year they completed a domestic air service analysis and this was a request to extend the contract an additional year. Commissioner Fisher asked about item 6. Mr.Whitehead explained that the contract before the board was with the Town of Gypsum to split the cost of upgrading the recycle center at Bella's Market. They hope to install a compacter unit. Commissioner Fisher moved to approve the Consent Agenda for April 15, 2014, as presented. Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous. Citizen Input Chairman Ryan opened and closed citizen Input, as there was none. Commissioner Fisher spoke about the Earth Day events taking place on April 22. Work Sessions 9.
