This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
2014 Certification of Mill Levies and Revenue
John Lewis explained that all the Districts sent in their approved mill levies and it was the county's
responsibility to check the calculations to insure the amounts were accurate. The information needed to be turned
into the state and they produced an annual property tax publication. The board merely needed to accept the
certification.
Joan Hanlon explained the process and presented an assessed valuation comparison spreadsheet from 2013
to 2014. The 2014 total gross value of 77 reporting districts excluding the Tax Increment Financing(TIF) was
$25,115,260,120,which was a decrease in value of$1,150.779, a 4.41 percent decrease. 17 Districts did show an
increase in valuation. The greatest increase was in the Town of Vail. Eagle Valley Library District had the greatest
decrease in valuation. 29 Districts increased their total mill levy. 11 Districts reduced their total mill levy. The
2014 gross revenue was $163,943,538 and the gross revenue in 2013 was $171,566,941.
Mr. Lewis defined TIF,Tax Increment Financing. It was a planning mechanism where by municipalities
were allowed to indicate that a certain property was blighted and therefore they needed to make a deal with a
developer to get something built and split the increase in property taxes with the developer. They did a study 3
years ago on the cost to serve citizens and based on their analysis,the cost was not being met for the increase in
population.
Commissioner Ryan explained that the definition of blight was very broad.
Chairman Fisher spoke about the large number of services provided by the county that were over looked by
the municipalities. She hoped that that the discussion would continue within the community and hoped for a better
solution.
Ms.Hanlon indicated that the information would be available online for the general public.
Commissioner Chandler-Henry wondered how much of the taxes collected by the county stayed in the
county.
Mr. Lewis stated that all the money was collected by the Treasures Office and 12-14%of the money stayed
with Eagle County Government.
Mr.Montag reiterated that no official action was required by the board.
Commissioner Fisher accepted the 2014 Certification of Mill Levies and Revenue by Eagle County on
behalf of the Board of County Commissioners, as presented by the Finance Department.
