This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
1. Resolution 2013-082 Designating September 8-14, 2013 as National Suicide
Prevention Week

Ms. Baron presented the resolution. There would be a fundraiser walk and awareness campaign on.
Saturday, September 14, 2013 beginning at the Eagle Town Park.
The Eagle County Proclamation recognized suicide as a countywide public health problem, and suicide
prevention as a countywide responsibility, and designated September 8th through September 14th,2013 as
"National Suicide Prevention Week in Eagle County." This week overlapped World Suicide Prevention Day which
was recognized internationally and supported by the World Health Organization

RESOLUTION NO.2013-
Eagle County National Suicide Prevention Week Resolution
WHEREAS, suicide is the tenth leading cause of all deaths in the United States and the 3rd leading cause
of death among individuals between the ages of 15 to 24;
WHEREAS, in the United States, one person completes suicide every 14.2 minutes;
WHEREAS, it is estimated that 4.73 million people in the United States are survivors of suicide [those
who have lost a loved one to suicide];
WHEREAS, 50.8%of people who die by suicide use a firearm, and guns stored in the house are used for
suicide 40 more times often than for self-protection;
WHEREAS, an increase in the overall suicide rate in our country was seen in 2009,representing a change
in the recent pattern of stability or slight declines,the suicide rate for those 15-24 years old has more than doubled
since the mid-1950's; and the suicide rate remains highest for adults 75 years of age and older;
WHEREAS,the stigma associated with mental illness and suicidality works against suicide prevention by
discouraging persons at risk for suicide from seeking life-saving help& further traumatizes survivors of suicide;
WHEREAS, statewide suicide prevention efforts should be developed and encouraged to the maximum
extent possible;

WHEREAS, organizations such as the American Association of Suicidology, Speak Up Reach Out&
Heartbeat-Eagle County which are dedicated to reducing the frequency of suicide attempts and deaths, and the
pain of survivors affected by suicides of loved ones,through educational programs,research projects, intervention
services, and bereavement services urge that we:
1. Recognize suicide as a national, state&county public health problem&declare suicide prevention to be a
priority;
2. Acknowledge that no single suicide prevention program or effort will be appropriate for all populations or
communities;
3. Encourage initiatives based on the goals contained in the National Strategy for Suicide Prevention:
a. Promote awareness that suicide is a public health problem that is preventable.
b. Develop a broad-based support for suicide prevention.
c. Develop& implement strategies to reduce the stigma associated with being a
consumer of mental health, substance abuse,and suicide prevention services.
d. Develop&implement community-based suicide prevention programs.
e. Develop& implement community-based suicide bereavement programs.
f. Promote efforts to reduce access to lethal means&methods of self-harm.
g. Implement training for the recognition of at-risk behavior& for the delivery
of the most effective treatment.
h. Develop&promote effective clinical&professional practices.
i. Increase access to, and community linkages with,mental health& substance
abuse in the entertainment&news media.
j. Improve reporting&portrayals of suicidal behavior,mental illness,and
substance abuse in the entertainment&news media.
k. Promote& support research on suicide and suicide prevention.
1. Improve&expand surveillance systems for suicidal behavior.
WHEREAS, a great many suicides are preventable;
NOW,THEREFORE IT BE RESOLVED that,I, Commissioner Sara Fisher of Eagle County, do hereby
designate September 8th through September 14th, 2013 as "National Suicide Prevention Week" in the county of
Eagle, state of Colorado.
Commissioner Fisher moved to approve the resolution designating September 8-14, 2013
as National Suicide Prevention Week.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Commissioner Chandler-Henry moved to approve the Consent Agenda for September 10, 2013, as
presented.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Chairman Fisher opened and closed citizen Input, as there was none.
Commissioner Ryan moved to adjourn as the Eagle County Board of County Commissioners and re-
convene as the Eagle County Local Liquor Licensing Authority.
Commissioner Chandler-Henry seconded the motion. The vote was declared unanimous.

Renewal of a Hotel and Restaurant license in Edwards. There have been no complaints or disturbances

Commissioner Chandler-Henry moved that the Board approve the Liquor Consent Agenda for September
10,2013 as presented.
Commissioner Ryan seconded the motion. The vote was declared unanimous.

Commissioner Ryan moved to adjourn as the Eagle County Liquor Licensing Authority and re-convene as
the Board of County Commissioners.
