Fisher Chairman Commissioner Commissioner County Administrator Clerk to the Board This being a scheduled Public Hearing the following items were presented to the Board of County Commissioners for their consideration: Swearing In Ceremony Chairman Johnson thanked Bud Gates for his service to Eagle County both as Commissioner and as a volunteer.Mr. Gates received a standing ovation. He thanked everyone for thanking him so warmly. He expressed his gratitude and his pride for having been a part of Eagle County Chairman Johnson introduced Judge Richard H. Hart who was present for the swearing in ceremony. Judge Hart stepped forward and swore Tom C. Stone into office as Eagle County Commissioner. Judge Hart swore in Jody Caruthers as Eagle County Assessor. Judge Hart swore in A.J. Johnson as Eagle County Sheriff. Judge Hart swore in Sara J. Fisher as Eagle County Clerk and Recorder. Judge Hart swore in James S. Kunkle as Eagle County Surveyor. Judge Hart swore in Donna Barnes as Eagle County Coroner. Tom Stone thanked everyone for being present today to support their elected officials. He stated that democracy at work is truly great. Chairman Johnson spoke to the term limits placed on the elected officials other than Jody Caruthers as with the way the law reads now. Jim Fritze, County Attorney, noted that the Treasure's term begins differently than the others and that oath is administered on January 4, 1999. Chairman Johnson asked Jim Fritze to read the resolution of appointments. He read it into the record. , Commissioner Phillips moved to approve the resolution 9~-010 concining appointments. Commissioner Stone seconded the motion. The vote was d~~_(;t~imous. Commissioner Phillips presented Commissioner Johnson with a lovely eagle statute. He thanked Johnnette and Bud. Commissioner Johnson introduced Halee, his daughter, as well. Chairman Phillips spoke to the issue of title and asked to be known as Chairman Johnnette Phillips. She introduced the next item being a resolution concerning designation of official newspaper. Jim Fritze stated he understands that administration received two proposals and now it is a decision for the Board to make of designation. Commissioner Phillips asked for a motion to designate the official newspaper being the Eagle Valley Enterprise. Commissioner Stone moved to approve the designation of the Eagle Valley Enterprise as the official newspaper of Eagle County. 1 01-12-1999 Commissioner Johnson seconded the motion for discussion. In discussion, Commissioner Johnson stated the first year that he was here the designation was to attempt to get the widest coverage possible. This year they received a bid that was similar in price and that the Vail Valley TimesN ail Daily has a wider distributorship. He believes that more citizens will have the opportunity to receive public notices. Commissioner Stone stated he appreciates the bid from the Vail Valley Times and thanked Cliff Thompson for his bid. His decision is based on the legal use of either paper. He feels the Enterprise has done a great job. He is concerned about the distribution but feels that the Enterprise has done a good and accurate job. Commissioner Johnson stated he has no concerns with the job the Enterprise has done and believes that it only based on distribution. Chairman Phillips called for the question of Resolution 98-011. Commissioner Stone and Phillips voting aye. Commissioner Johnson voting no. Chairman Phillips thanked everyone for being here and said happy trails to Bud in leu of good- bye. She stated she looks forward to this next year of 1999. Commissioner Gates stated when the latch is out, the door is open and all are welcome and he and Marge would love to have people come and visit. There being no further business to be brought before the Board the meeting was adjourned until January 19, 1999. ~~ 2 01-12-1999
