This being a Special Meeting the following items were presented to the Board of County Commissioners for
their consideration.
Chairman Phillips opened the meeting as the Local Liquor Licensing Authority.
Dusty Boot Saloon
Earlene Roach, Liquor Inspector, presented a new application for a hotel and restaurant license for
Boulder/Beaver LLC, dba/Dusty Boot Saloon, Also included in this application is a managers registration for Steve
Progar, She stated the first order of business is to establish the neighborhood and the needs ofthat neighborhood.
Staff recommended the neighborhood be the Beaver Creek PUD,
Commissioner Johnson moved to establish the neighborhood for the Dusty Boot Saloon as the Beaver Creek
PUD,
Chairman Phillips seconded the motion, Of the two voting Commissioners the vote was declared
unammous,
Ms. Roach presented a petition submitted by the applicant as evidence of need,
Tamara Underwood representing Boulder Beaver, LLC, spoke to the survey completed by Oedipus, She
believes the report shows an overwhelming desire with 94,7% in favor.
Commissioner Johnson moved to establish the needs of the neighborhood as evidenced by the submitted
petition and testimony with the knowledge there was previously a hotel/restaurant license in this location.
Chairman Phillips seconded the motion, Of the two voting Commissioners the vote was declared
unammous,
Ms. Roach stated the applicatign is in order and all fees have been paid, The Sheriff s Office reports all
applicants to be of good moral character': This establishment is located in the old Beaver Trap Tavern location,
Staff recommended approval. Ms, Roach stated it has been posted and published for the ten days.
Commissioner Johnson asked who the individuals were in this limited liability company,
Ms, Underwood explained this is an LLC. She explained three of the members are from Beaver Creek Food
Services. The other three are memebers of the LLC who are the on-sight operational people, Ms, Underwood
explained further. The LLC represents Winter Consepts and Boulder Consepts, She stated it will be a bar with a
chop house restaurant, They are finishing out the design next door and it will house a small intimate restaurant
sharing the same kitchen, Additionally, the old night club space will be used for banquets, The manager, Steve
Hogar's history was reviewed. He is a CI graduate having managed places in Denver. He will be in TIPS training
and will take advantage of the on-going training.
Commissioner Johnson asked how long the LLC is in management for.
Ms, Underwood stated thirty years according to Statute,
Commissioner Johnson moved to approve a new hotel and restaurant license for Boulder/Beaver LLC,
dba/Dusty Boot Saloon,
Chairman Phillips seconded the motion for discussion,
Renee Black, Asst. County Attorney, stated Ms, Underwood's explanations answered her questions,
Chairman Phillips called for the question on the motion. Of the two voting Commissioners the vote was
declared unanimous.
