HomeMy WebLinkAboutMinutes 10/20/97 BOARD OF COUNTY COMMISSIONERS EAGLE, COLORADO RECORD OF PROCEEDINGS FORM 50 HOECKEL'S 387869 PUBLIC HEARING OCTOBER 20, 1997 Present: Johnnette Phillips James Johnson, Jr. George "Bud" Gates Jim Hartmann Sara J, Fisher Chairman Commissioner Commissioner County Administrator Clerk to the Board This being a scheduled Public Hearing the following items were presented to the Board of County Commissioners for their consideration: Consent Calendar Chairman Phillips stated the first item on the agenda was the consent calendar as follows: A) Approval of bill paying for week of October 20, 1997, subject to review by County Administrator B) Approval of payroll for October 23, 1997, subject to review by County Administrator C) Change Order No, 3 for the Contract between Eagle County and Elam Construction, Inc, For the Eagle- V ail/West Vail Paving Contract D) Agreement between Eagle County and B & B Excavating, Inc, For construction ofa water holding pond access road, drainage culverts and drainage channels at the Eagle County Landfill E) Change Order No, 1 to the Agreement between Eagle County and Morotola, Inc" for additional equipment for the microwave system F) Contract between Eagle County and the Colorado Department of Public Health and Environment to provide prenatal services G) Revised Contract between Eagle County and the Colorado Department of Public Health and Environment to provide child health services for the fiscal year beginning July I, 1997 H) Memorandum of Understanding between Eagle County and the Colorado Department of Human Services for administration ofthe adolescents living independently via education and employment child welfare services program by the Eagle County Department of Social Services I) Amendment or opt out to the Eagle County Group Plan to comply with Health Insurance Portability and Accountability Act of 1996, Commissioner Gates asked for discussion on item E. Jim Hartmann, County Administrator, explained this is a change order that resulted from an appropriation request made by the Sheriff for the telecommunications system, Commissioner Gates asked if this is over and above the original amount. Mr. Hartmann stated this is within the budget. Bob Loeffler, Deputy County Attorney, stated he met with A.J, Johnson, Eagle County Sheriff, on Friday about the contract and the appropriate documents, He stated the documentation is slightly different and he wasn't able to distribute the new information, He stated the correct document includes the acceptance test form, He stated the statement of work is slightly different. Chairman Phillips asked if the amount is the same, Mr. Loeffler stated yes it is and what they are buying is the same, The documents submitted were all that was III error. Commissioner Gates asked if they should pull it from the agenda, Mr, Loeffler stated it could be tabled to next week. He stated they do have the correct documents regarding what is being purchased and what is being spent. Commissioner Gates suggested they table item E to next week. Commissioner Johnson asked about item I and asked it be tabled to next week. Staff recommended approval. Mr. Marcum was present for the hearing, Commissioner Gates moved to approve the transfer of ownership of a 3.2% off premise beer license for Terrance S, Marcum, dba/Shop & Hop #3, Commissioner Johnson seconded the motion, The vote was declared unanimous, Golden Eagle Inn Earlene Roach presented a renewal of a hotel and restaurant license for Golden Eagle Inn, Inc, She stated this application is in order and all fees have been paid, The Sheriff s Office reports there were no complaints or disturbances during the past year, Staff recommended approval. Don Bird, applicant, was present for the hearing. Commissioner Johnson suggested we have come a long way from where we used to be, He asked Mr. Bird for comments, He had none, Commissioner Johnson moved to approve the renewal of a hotel and restaurant license for Golden Eagle Inn, Inc, Commissioner Gates seconded the motion, The vote was declared unanimous, Wolcott Market & Liquors Earlene Roach presented renewals of a retail liquor license and a 3.2% off premise all beer license for Wolcott Market, Inc, She stated both applications are in order and all fees have been paid, The Sheriff s Office reports no complaints or disturbances during the past year. Staff recommended approval of both applications, Jan Jouflas, applicant, was present for the hearing, Commissioner Gates moved to approve the renewal of a 3.2% off premise beer license for Wolcott Market, Inc. Commissioner Johnson seconded the motion, The vote was declared unanimous, Commissioner Gates moved to approve the renewal of a retail liquor store license for Wolcott Market, Inc, Commissioner Johnson seconded the motion. The vote was declared unanimous, Stop & Save Earlene Roach presented a renewal of a 3.2% off premise beer license for 8M Petroleum Properties, Inc" dba/Stop & Save, She stated this application is in order and all fees have been paid, The Sheriff s Office reports no complaints or disturbances during the past year, Staff recommended approval. Kent Frieling, applicant, was present for the hearing, He stated he had no comments on this file, Commissioner Gates asked about the large number of liquor licenses in the Edwards area, Mr. Frieling stated this is only 3.2 and just a small portion of their sales, He stated they see increased sales on Sundays, Commissioner Johnson moved to approve the renewal of a 3.2% off premise beer license for SM Petroleum Properties, Inc" dba/Stop and Save. Commissioner Gates seconded the motion, The vote was declared unanimous, Eagle's Nest Restaurant Earlene Roach presented a modification of premises for Vail Food Services, Inc" dba!Eagle's Nest Restaurant. She explained the modification to the Board stating the applicant is proposing to delete one optional premise site and add another. This application is in order and all fees have been paid, Staff recommended approval. Tamara Underwood, Vail Food Services, Inc" was present for the hearing along with Charles Berendes, the new manager of Eagle's Nest.
