The morning being spent paying bills, the following items were presented
to the Board of County Commissioners in the afternoon for their
consideration:
Eagle Valley Library District
Judy Yoder, Eagle Valley Library District, read a letter written to the
Board of County Commissioners regarding their requests for the library in the
Eagle location.
Chairman Johnson responded he felt the county has already made great
concessions and has provided the Library District with a very liberal
program.
Discussion continued on parking issues.
Commissioner Gates asked about other parking options previously
discussed and the area facing Brush Creek Road.
Pam Boyd, Eagle Valley Library District, responded the neighbors had a
problem with having the parking in their neighborhood.
Commissioner Phillips suggested second street parking seems to not make
good sense as presented.
Kevin Lindahl, representing the Library District, stated the original
design did provide for that area to be utilized.
Willie Powell, Manager Town of Eagle, stated the Town has encroachment
concerns. He stated the application for redesign of Brush Creek Road has
been withdrawn.
Commissioner Phillips asked if the 15,200 square feet was unchangeable.
Judy Yoder responded the optimum square footage is about 16,000 but
related Pam Hopkins, architect, is looking at options.
Willie Powell spoke regarding additional parking concerns. He indicated
the Town understood this location was never to be parking for motor pool. He
spoke of the contractual agreement between the Town of Eagle and Eagle County
for on street parking with the expense being shared. He stated if another
entity were to be added into that agreement, it would reduce the expense for
all.
Jack Lewis, County Manager, stated the lease would be a fifty year lease
with the option of another fifty years.
Judy Yoder asked if the terms of the lease would be the same as the
previous lease.
Chairman Johnson stated the terms would be based on the decisions of the
Board and Library District. He asked if the property in Gypsum would be a
freely given space to the Library District.
Jeff Scholl, Gypsum Town Manager, responded the land would be deeded to
the Library District in full.
Chairman Johnson asked if the Board had any concerns regarding #2 of the
letter and moving the construction date to the next year.
Judy Yoder reminded the Board the decisions being made here are the
decisions of the Library District. She asked if the Board planned to meet
any of the considerations proposed in the letter.
In summary, Chairman Johnson stated on #1, the Board would agree to a
fifty year lease with a fifty year option, on #2 there is not a problem with
the construction plan, and on #3 there is no concession on the parking nor is
that a possibility.
Child Support Award
Kathleen Fornash, Health and Human Services, introduced KathrYn Strumm,
Colorado Department of Human Services, who came to Eagle County to recognize
the outstanding perfo:rmance of the Eagle County Staff, and to thank the Eagle
County Board of Commissioners and the County Manager for their efforts.
Ms. Strumm provided statistics to the Board regardin~ the efforts of the
Eagle County Staff. Those being recognized were Arliss Slms, Kathy Lyons,
and Kay Vincient. A plaque was presented to Eagle County and to the staff
for their hard work.
Consent Calendar
Chairman Johnson state the next item on the agenda was the Consent
Calendar as follows:
1. Bill Paying, subject to review by County Manager
2 . Agreement Between Eagle County and the Salvation Army.

commissioner Gates asked about the agreement with the Salvation Army.
Kathleen Fornash indicated this was the annual service grant previously
approved by the Board.
Commissioner Phillips moved to approve the Consent Calendar consisting
of items 1 and 2.
Commissioner Gates seconded the motion. The vote was declared
unanlmous .
SIA, Cordillera subdivision
John Althoff, Engineering Technician, presented the Subdivision
Improvements A~reement for Cordillera Subdivision, Filing 14 and indicated
they are refillng the SIA to Sandy Treat. He stated this has been reviewed
by the attorney's office.
Jim Fritze, County Attorney, questioned if this was the file on which a
check was to be received.
Mark Avery, representin$ Cordillera, explained they are signing the SIA
to the developer, Summit Habltat's, Inc. and they are agreeing to follow the
guidelines set out by the previous SIA. He related the County is in
possession of a cashier's check which is to be substituted by a Letter of
Credit which should have been received by the County Attorney's office.
Jim Fritze stated all documentation is in order.
Commissioner Phillips moved to approve the first amendment to the
subdivision improvements agreement for Cordillera Subdivision, Filing 14.
Commissioner Gates seconded the motion. The vote was declared
unanimous.
Substitution of Collateral, Cordillera Subdivision
John Althoff presented a substitution of collateral for Cordillera
Subdivision, Filing 14. He stated all documentation was in order.
Commissioner Gates asked if th~Letter of Credit had been received.

Commissioner Gates moved to approve the substitution of collateral,
consent to assignment and assumption of certain obligations, Cordillera
Subdivision, Filing 14.
Commissioner Phillips seconded the motion. The vote was declared
unanimous.
Addendmn 6, Stmmit Vista, Sopris View Apartments
Patti Haefeli, Planning Technician, presented Addendum Number 6 to the
Subdivision Improvements Agreement for Summit Vista, resubdivided Sopris View
Apartment. He stated this is the last phase in this development.
Commissioner Gates moved to approve addendum number 6 to the subdivision
improvements agreement for Summit Vista, re-subdivided as Sopris View
Apartments.
Commissioner Phillips seconded the motion. The vote was declared
unanimous.
Contract, Colorado West Mental Health
Chris A:rmstead, Director of Human Resources, presented a contract
bet~een Eagle County and Colorado West Mental Health Center for the Employee
Asslstance Program.
Commissioner Phillips moved to approve the contract between Eagle County
and Colorado West Mental Health Center for Employee Assistance.
Commissioner Gates seconded the motion. The vote was declared
unanimous.
Contract, Shaw Construction
Mike Bradley, Director of Buildings and Grounds, presented a contract
between Eagle County and Shaw Construction for construction of the Justice
Center Annex Building. He stated the cost of construction will be
$960,320.00. He requested the Board sign the contract.
Commissioner Gates moved to ap~rove the contract between Eagle County
and Shaw Construction for constructlon of the Justice Center annex building.
Commissioner Phillips seconded the motion. commissioners Gates and
Phillips voting yes and Commissioner Johnson voting no.
PD-313-94-A, El Jebel Texaco PUD
Ellie Caryl, Planning Technician, presented file number PD-313-94-A,
amendment to El Jebel Texaco PUD. She stated needed corrections have been
made and everything is in order.
Jim Fritze stated the County Attorney's Office is recommending approval
pending signature by the applicant.
Commissioner Phillips moved to approve the PUD Guide, PD-313-94-A,
Amendment to El Jebel Texaco PUD contingent upon the applicant's signature.
Commissioner Gates seconded the motion. Commissioners Gates and
Phillips voting yes and Corrmissioner Johnson voting no.
There being no further business to be brought before the Board the
meeting was adjourned until May 2, 1995.
