This being a scheduled Public Hearing the following items were presented
to the Board of County corrmissioners for their consideration:
Consent Calendar
Chairman Johnson opened the meeting with the first item on the agenda,
the consent calendar as follows:
01) Bill paying, subject to review by County Manager
02) Bid acceptance for one compactor/driver to fit a Cat 466
Backhoe
Duckels
Bridge
1995
03) Notice of award for 1995 Eagle County Chip Seal Project
04) Change order number one to contract between Ea$le County and
Construction, Inc. for construction of Polar Star Brldge
05) Agreement modification for Professional Services on Polar Star
06) County Veterans Service Officer's monthly report for February
07) Letter of Agreement for modification of contract between Eagle
County and State of Colorado for Woman, Infant and Children (WIC)
08) Contract between Eagle County and Derringer for entertainment
at the 1995 Rocky Mountain Oyster Feed to benefit Eagle County Fair & Rodeo.
Jim Fritze, County Attorney, stated item three should be subject to
review and approval by County Attorney.
Bill Smith, Road & Bridge, stated item number two will be done by a
purchase order.
Laurie Asmussen, Fair & Rodeo, informed the Board Derringer was donating
their time for the Roc~ Mountain Oyster Feed.
corrmissioner Philllps moved to approve the consent calendar as
presented, items 1,2,3,4,5,6,7 & 8. Item number three shall be subject to
review & approval by County Attorney.
Corrmissioner Gates seconded the motion. The vote was declared
unanimous.
Resolution 95-30
Jim Fritze, Eagle County Attorney, presented Resolution 95-30, declaring
April 23, 1995 through April 29, 1995 as National Victims Rights Week.
Chairman Johnson suggested tabling this matter to April 10, 1995 to
allow time to get others interested in this matter.
Commissioner Phillips suggested approving the Resolution today assuring
a press release go out around April 10, 1995.
Corrmissioner Gates moved to approve Resolution 95-30, declaring April
23, 1995 through April 29, 1995 as National Victims Rights Week.
Corrmissioner Phillips seconded the motion. The vote was declared
unanimous.
Agreement, Sealock & Associates
Kathleen Fornash, Social Services Director, presented an agreement
between Eagle County and Sealock & Associates for completion of Medicare
Costs Report. She explained the agreement to the Board.

Corrmissioner Phillips moved to approve the agreement between Eagle
County and Sealock & Associates.
Corrmissioner Gates seconded the motion. The vote was declared
unanimous.
Resolution 95-31
Jim Fritze ~resented Resolution 95-31, declaring the week of April 3,
1995 through Aprll 9, 1995 as National County Government Week.
Corrmissioner Gates moved to approve Resolution 95-31, declaring April 3,
1995 through April 9, 1995 as National County Government Week.
,Corrmissioner Phillips seconded the motion. The vote was declared
unanlmous.
Grant Application, Sheriff's Office
A.J. Johnson presented a grant application to the Division of criminal
Justice, Juvenile Justice and Delinquency Prevention Council. He explained
the grant to the Board.
corrmissioner Phillips moved to approve the grant application to the
Division of Criminal Justice, Juvenile Justice and Delinquency Prevention
Council.
corrmissioner Gates seconded the motion. The vote was declared
unanimous.
Taste of Vail
corrmissioner Phillips moved to adjourn as the Board of County
corrmissioners and reconvene as the Local Liquor Licensing Authority.
corrmissioner Gates seconded the motion. The vote was declared
unanimous.
Earlene Roach, County Liquor Ins~ector, presented an ap~lication for
Special Events Permit for Taste of Vall, Inc. She stated thlS event will
take place on Vail Mountain on April 7, 1995 from 8:00 a.m. to 4:00 p.m.
Staff has no concerns with this application.
Debra Earl, representing Taste of Vail, explained security measures and
costs of the function to the Board.
Corrmissioner Gates moved to approve a Special Events Permit for Taste of
Vail, Inc.
corrmissioner Phillips seconded the motion.
In discussion, Chairman Johnson requested a new application form be
filled out and submitted for signature.
Chairman Johnson called for the question. The vote was declared
unanimous.
Transportation Ccmmittee
Bruce Campbell and Jill Calavich, representing the Transportation
Corrmittee, appeared to update the Board on the transportation issue in the
County. She stated they rode the four runs of the current bus and stated
residents would like to see the bus run year round. Ms. Calavich stated they
have attended council meetings for the Town of Eagle and the Town of Gypsum.
She stated it is the corrmittee's desire not to compromise the Gypsum run for
any reason. She related the reason for continuing the Gypsum run is that
current riders are full time residents and have a need for consistency. She
stated funds are important. If fares go up it would be more economical to
drive up valley.
Bruce Campbell stated costs are $2.00 each way and employers are
subsidizing the other fifty cents.
Corrmissioner Phillips stated individuals are more likely to ride the bus
during bad whether.
Ms. Calavich stated she expects riding to increase if the bus continues
to run during the sumner months as they would like to be able to also send
their children up valley on the bus.
Mr. Ca~bell stated each bus run has it's own family so to speak.
Discusslon followed on sumner pre-paid bus passes.

Mr. Campbell stated the Eagle Town Board supported the tax to finance
the bus runs.
Chairman Johnson stated the County is still divided and the bus services
connects the upper and lower valleys.
Corrmissioner Gates stated these residents are traveling to jobs.
Ms. Calavich stated the Board must look at the housing situation. Most
residents are trying to buy other housing in Eagle and Gypsum. She stated
the Town of Gypsum is in favor of pitching in and hel~ing keep the bus system
in place. She stated there are currently five areas ln need and suggested
private companies also be contacted to pltch in.
Commissioner Phillips stated the second bus is the main bus and maybe a
van could be obtained to fill in the vacancy of the bus system for the summer
months.
Discussion continued on the bus system for Eagle County.
There being no further business to be brought before the Board the
meeting was adjourned until March 21, 1995.
