This being a scheduled Public Hearing the following items were presented
to the Board of County Commissioners for their consideration:
ZS-340-93, Town of Avon
Paul Clarkson, Planner, presented file number ZS-340-03, Town of Avon
Temporary Transit Facility. He stated this facility is located at the Avon
Stolport.
Steve Anspah, Town of Avon, explained this permit will allow the Town
use the Stolport as a terrporary transit facility. He stated the Town will be
looking for a ~ermanent facility and informed the Board this permit would be
for a two to fJ. ve year period. He explained the application to the Board.
Commissioner Jolmson asked if this location was being considered as a
permanent site also.
Mr. Anspah answered not at this time, but the Corrmunity Development
Department at the Town of Avon is looking at possible uses for this property.
Larry Brooks, Director of Munici~al Services, Town of Avon, stated the
Stolport property has been looked at J.n general but the permanent site will
most likely be more to the East of City Market and more hidden.
corrmissioner Phillips asked what the property was zoned.
Mr. Clarkson stated the property is zoned resource.
Jim Fritze, County Attorney, stated there was a prior Special Use Permit
on this property for the Stolport.
Mr. Anspah stated the buses will be for Avon Beaver Creek Transit only
and Avon's Public Works equipment will also be stored on the site.
Mr. Clarkson stated Staff recommended approval with the following
conditions:
01) Conformance with Section 2.07.07 (1) (a-e & g) of the Eagle
County Land Use Regulations, Industrial and Commercial Performance Standards,
shall be required.
02) This permit shall automatically expire with the termination of
the lease or in five years whichever occurs first.
03) The bridge at McGrady Acres Subdivision shall not be used as
secondary access without the permission of the County Engineer.
04) All material representations made in the application shall be
considered conditions of approval.
corrmissioner Phillips moved the Board approve file number ZS-340-93,
Town of Avon Temporary Transit Facility, incorporating Staff findings A
through G and Staff conditions 1 through 4 as recommended the Eagle and
Colorado Valley Planning Corrmission.
Corrmissioner Jolmson seconded the motion. The vote was declared
unanimous.
LUR-009-93, Eagle County Land Use Regulations
Keith Montag, Corrmunity Development Director, presented file number LUR-
009-93, Eagle County Land Use Regulations. He stated this amendment was for
the methodology currently used for School Fees In Lieu of. He explained.the
changes to the Board. Mr. Montag stated on November 15, 1993 the Board
approved temporary amendments to this section of the Land Use Regulations.

Staff recorrmended approval. The Eagle and Colorado Plarming Commission
and the Roaring Fork Valley PI arming Corrmission also recorrmended approval of
the changes.
Jim Fritze stated the Board must establish the fees armually.
commissioner Jolmson suggested the Board look at the fees again about
mid-summer.
Jim Fritze presented Resolution 94-03, adopting those changes as
presented.
Corrmissioner Jolmson moved to approve Resolution 94-03, file number LUR-
009-93, changes to the Eagle County Land Use Regulations. Staff findings
shall be incorporated in the approval.
corrmissioner Phillips seconded the motion. The vote was declared
nnanimous .
Plat & Resolution Signing
Patty Haeseli, Plarming Technician, presented Resolution 94-04,
amendment to the Easle Connty Building Resolution.
Keith Montag dlscussed the changes with the Board, stating all changes
have been previously aPI?roved.
Corrmissioner Philllps moved to approve Resolution 94-04, amendment to
the Eagle County Building Resolution, LUR-008-93 modifying fees for building
I?errnits, terrporary certificates of occupancy and other changes as identified
ln the resolution.
Corrmissioner Johnson seconded the motion. The vote was declared
nnanimous .
Ms. Haeseli presented final plat SM-893-93, resubdivision of Parcel D,
Matchpoint Townhomes, Homestead. She stated this plat represents the last
four townhomes in this subdivision to be plotted.
Corrmissioner Johnson moved to approve and authorize the Chairman to sign
final plat, file number SM-893-93, resubdivision of Parcel D, Matchpoint
Townhomes, Homestead.
Corrmissioner Phillips seconded the motion. The vote was declared
nnanimous .
Patty Haeseli presented final plat, final plat SM-872-93, fifteenth
amendment to the 5th filing, Beaver Creek, Chateau Tennis Court Parcel.
corrmissioner Phillips moved to approve final plat file number SM-872-93,
Fifteenth Amendment to the 5th filing, Beaver Creek, Chateau Tennis Court
Parcel.
Commissioner Johnson seconded the motion. The vote was declared
nnanimous .
PD-293-93-AF3, Cordillera
Patty Haeseli I?resented final I?lat file number PD-293-93-AF3, Amended
Final Plat for Cordlllera, Lot 8, Flling 8, Tract B
Corrmissioner Johnson questioned the plat being signed without hearing
the application.
Keith Montag informed the Board Staff had submitted findings for the
Board's review.
Ms. Haeseli read the findings for the Board.
Lance Badger, representing Cordillera, was present for the hearing and
explained the reason for the amendment was to take better advantage of the
site.
Commissioner Phillips moved to approve file number PD-293-93-AF3,
Amended Final Plat for Cordillera, Lot 8, Filing 8, Tract B. Staff findings
shall be included in the motion.
commissioner Johnson seconded the motion. The vote was declared
nnanimous .
Western Eagle County Ambulance District
Jim Fritze brought up the matter of the lease for Western Eagle Connty
Ambulance District, to use property at the Eagle Connty Airport. He stated
this was a one year lease. He informed the Board Ms. Berenato has not had
the opportnnity to make all requested changes.

corrmissioner Johnson moved to table the lease agreement between Eagle
County and Western Eagle County Ambulance District to Monday, January 10,
1994.
Corrmissioner Phillips seconded the motion. The vote was declared
unanimous.
There being no further business to be brought before the Board the
meeting was adjourned until January 10, 1994.
