PUBLIC HEARING AUGUST 17, 1993 Present: George "Bud" Gates James Johnson, Jr. Johnnette Phillips Jim Fritze Sara J. Fisher Chairman Commissioner Commissioner County Attorney Clerk to the Board This being a scheduled Public Hearing the following items were presented to the Board of County Conmissioners for their consideration: Board of Equalization Conmissioner Johnson moved to adj oum as the Board of County Commissioners and reconvene as the Board of Equalization. Corrmissioner Phillips seconded the motion. The vote was declared unanimous. Chairman Gates stated the first schedule number on the agenda was 011414, Potato Patch Club Condominium Athletic Facility. Jim Fritze, County Attorney, stated there is a stlpulation handed in by the Assessor's Office. He informed the Board the athletic facility is owned by a Colorado non-profit homeowners association and is leased by the Vail Athletic Club throu~h 1995. He stated the petition indicates non-exclusive use by the Associatlon. Mark Chapin, Chief Appraiser, stated the valuation was based solely on the cost approach. He stated this is a tennis and swirrming facility. Mr. Chapin stated this property was picked up this year and there is stlll a question on whether this is a taxable property. Commissioner Johnson questioned schedule number 032499, Fred Otto. He stated this property went to a zero valuation and questioned if it was open space. Mr. Chapin stated this parcel was now open space. Chairman Gates questioned schedule number 030771, Westin Hotel at Cascade Villa~e. Mr. Chapln stated the Assessor's Office recalculated the valuation using the income approach raising the value. After submission of documentation by the owners the valuation was lowered approximately two million from the 1992 valuation. Chairman Gates brought up schedule number 027893, 027894, 027895, 011858, Vail Associates. Jim Fritze stated this pro~erty was the Vail Golfcourse. Corrmissioner Johnson questloned schedule number 015398 and 015497, Poste Montane Parking stnlcture. Conmissioner Phillips stated Vail Village Inn was also lowered in value. Chairman Gates questioned schedule numbers 629146, Mortgage Investment Corporation and 629150, Michael Page. Cherlyn Baker, Eagle County Assessor, stated these scheduled were patented mlnin~ claims above Gilman on the hill. Also schedule number 006434 which was a tallings pond. Mark Chapin explained the difference in valuation on the schedule numbers to the Board. Discussion continued on the decisions by the Board of Equalization Hearing Officer. Commissioner Phillips moved the Board approve the findings and reconmendations of the hearing officer referee regarding the petitions for appeal as shown on Exhibit "A". commissioner Johnson seconded the motion. The vote was declared unanimous. Corrmissioner Phillips moved to direct the Assessor to equalize the properties as shown on Exhibit "A", as recorrrnended by the Board of Equalization Hearing Officer. Corrmissioner Jolmson seconded the motion. The vote was declared unanimous. corrmissioner Phillips moved to adjoum as the Board of Equalization and reconvene as the Board of County Comrrassioners. Comrrassioner Jolmson seconded the motion. The vote was declared unanimous. There being no further business to be brought before the Board the meeting was adjoumed until August 23, 1993.
