COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 2005 -
RESOLUTION CONCERNING
APPOINTMENTS
TO THE
BASAL T REGIONAL LIBRARY DISTRICT
BOARD OF TRUSTEES
WHEREAS, C.R.S. 24-90-108 empowers the Board of County Commissioners to make
appointments to the Board of Trustees of Library Districts; and
WHEREAS, Madeline Simonet, M.D. resigned from further service as Eagle County's
Trustee to the Basalt Regional Library District Board; and
WHEREAS, the Basalt Regional Library District Board of Trustees recommends the
appointment of Beryl W. Eylar to finish the term vacated by Madeline Simonet, M.D. in a letter
of recommendation incorporated herein as Exhibit "A"; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, Beryl W. Eylar, be and is hereby appointed as an Eagle County Representative to
the Basalt Regional Library District Board of Trustees with a term set to expire on March 1,
2010.
THAT, a copy of this Resolution be submitted to the Board of County Commissioners of
the County of Pitkin, State of Colorado for their concurrence.
THAT, the Board of County Commissioners finds, determines and declares that this
Resolution is necessary for the public health, safety and welfare of the citizens of the County of
Eagle, State of Colorado.
MOVED, READ AND ADOPTED by the Board of County Commissioners of the
County of Eagle, State of Colorado, this day of ~ ,2005.

Dear Commissioners;
Madeleine Simonet, representing Eagle County, has recently resigned from the Basalt
Regional Library Board in order to accept a position in Boston. The Library has
advertised for applicants to flll the vacant board seat. We have received applications
from two highly qualified individuals: Beryl W. Eylar and Anne Freedman. Their letters
of application are enclosed.
The Board has considered the merits of each applicant. By a vote of 6-0 the Board
recommends that the County Commissioners appoint Beryl W. EyIar to the vacant
position.
This recommendation is based on the following considerations. Beryl resides in a region
of the district that currently has no representation - Anne Freedman resides within a few
blocks of two of the current members. In terms of representing all areas of the district.
Beryl would be the better choice.
The Board expects to ask the district voters to approve a bond issue to build a new library
in the near :future, probably in November, 2006. Beryl has extensive experience
managing public building projects. This experience would be a valuable asset for the
Board.
Anne Freedman is currently a member of the Basalt Town Council. She will hold that
position until April, 2006. The Board anticipates negotiating with the Town of BiV$aIt to
obtain a building site for the new library. If Anne is appointed to the Board, she will not
be able to participate in the Board's deliberations on this important matter until after
April, 2006.

To whom it may concern:
I am applying for the open seat on the Basalt Reg10nal Library District Board .1 am a
resident of Basalt in the Eagle County portion of the town.
I joined the hbrary within days of"moving to Basalt and have been an enthusiastic user
and supporter ever since. During my first summer in Basalt, I served as a volunteer to help with
the Library's conversion to a computerized catalog. I also joined the First Wednesday reading
group and have continued to attend these meetings for the past eight yean. '.
r believe my background and experience have prepared me to be of service as a Library
Board member. As a Ph.D. in political science, r used libraries extensively in my own education
and later as edooator at the university level for over thirty years. As a professor, 1 also published
numerous articles and four books SO I know books as an author as welJ as a reader.
Among the subjects r taught were Public Administration and Personnel in the Public
Sector. I also served as President oftbe Chicago chapter of the International Personnel
Management Association. Here in the valley, I have attended the year long course of Leadership
Aspen (now known as Roaring Fork Leadership.)
I am also very fam11iv with the workings of government boards in Colorado. Currently;
lam in my eighth year of serving on the Basalt Town Council. As Basalt's representative to the
RF1' A Board, I am also serving as vice chair of that Board Because of term limits, I cannot run
for reelection and will be off the Council and RFfA at the end ofMarcb 2006. While I will be
busy until ~ there is no conflict between Basalt Council and RFTA meeting dates and 1hose
of the libraty. Since 1 am retired. I will be able to devote sufficient time to library affaiIs.
I would appreciate the opportunity to serve on the Library Board, particularly at this
juncture in its history. I am certain we will be able to build a new library in the next few years
and I would be thrilled to be one of the people who makes it happen.
