AUTHORIZING EAGLE COUNTY TO APPLY AND SUBMIT A GRANT REQUEST TO THE STATE BOARD OF GREAT OUTDOORS COLORADO FOR RECEIVING A GRANT AWARD TO ASSIST IN THE ACQUISITION OF EATON RANCH WHEREAS, Eagle County, Colorado (hereinafter referred to as the "County") is a political subdivision of the State of Colorado; and WHEREAS, the State Board ofthe Great Outdoors Colorado Trust Fund (hereinafter referred to as "GOCO" or the "Board") is a political subdivision of the State of Colorado, created by Article XXVII of the Colorado Constitution, adopted at the November, 1992 General Election, which article appropriates a portion of the net proceeds of the Colorado Lottery to the Board and directs the Board to invest those proceeds in the State's parks, wildlife, open space and recreational resources; and WHEREAS, the Board created a statewide grant program, pursuant to which eligible entities could apply for grants to assist Local Government with the acquisition of land for open space to which the County has responded with a detailed application for the purchase in fee simple, 72 acres ofthe Eaton Ranch (the project has been named the "Eagle River Preserve") located in Edwards, Colorado (hereinafter referred to as the "Project Application"); and WHEREAS, the County will submit a Project Application to the Board which contemplates the purchase of the 72 acres (hereinafter referred to as the "Project"); and WHEREAS, the focus of this GOCO grant application is not the mined area, however, but is instead the undisturbed Eagle River frontage, which has been isolated and protected from mining operations, and several small irrigated pastures at the eastern end of the property. This portion of the total land area has been estimated at 16 acres; and WHEREAS, in keeping with the County's open space program, the site would support only passive recreational uses. A conceptual site plan for the entire property has been developed, and indicates expanded pastures, ponds, wetlands and trails, with a small parking lot for public access; and WHEREAS, the County is requesting a grant in the amount of Five Hundred Thousand Dollars ($500,000) in the County's Project Application; and WHEREAS, the grant shall be used by the County to assist in the acquisition of the Eaton Ranch for open space; and NOW THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT, the County hereby authorizes the Chairman of the Eagle County Board of County Commissioners to execute the Agreement and any and all documents, instruments, papers or other forms necessary to submit the Project Application to GOCO and receive any Grant that is awarded by GOCO. THAT, the County hereby authorizes the expenditure of funds as necessary to meet the terms and obligations of the Project Application.
