BOARD OF COUNTY COMI\HSSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 2005 - In
CONCERNING APPOINTMENTS TO THE
FIFTH JUDICIAL DISTRICT
JUVENILE SERVICES PLANNING COMMITTEE
WHEREAS, pursuant to C.R.S. S 19-2-211, as amended, a Local Juvenile Services
Planning Committee has been created for the Fifth Judicial District; and
WHEREAS, it is in the best interests of the citizens of Clear Creek, Eagle, Lake and
Summit Counties that there be participation in the Juvenile Services Planning Committee for the
Fifth Judicial District; and
WHEREAS, an Intergovernmental Agreement between the aforementioned counties was
executed by the Board of Commissioners for Eagle County on September, 27, 1993 (hereinafter
"Intergovernmental Agreement"), which in part stated:
"The members shall be the Chief Judge of the Fifth Judicial District, or his designated
representative; the District Attorney, or his designated representative; a representative of the
Public Defender's Office; and four (4) members recommended by each of the Boards of County
Commissioners within the Judicial District. One representative of each County shall be the
Director of the County Department of Social Services or his/her representative. To the extent
practicable, the remaining three (3) representatives of each County shall be selected from a
representative of those groups listed in Section 19-2-1602.7 C.R.S. (1993), amended and relocated
to Section 19-2-211, C.R.S. (2003) as well as the community as a whole."
WHEREAS, pursuant to section 19-2-211, c.R.S., as amended, the committee, if
practicable, shall include but not be limited to a representative from the county department of
social services, a local school district, a local law enforcement agency, a local probation
department, the division of youth corrections, private citizens, the district attomey's office, and
the public defender's office and a community mental health representative and a representative
of the concems of municipalities; and
WHEREAS, pursuant to paragraph 2 of the Intergovernmental Agreement, members of
the Fifth Judicial District Juvenile Services Planning Committee shall serve for two (2) year
terms; and
WHEREAS, the Board of County Commissioners for Eagle County recommends
appointment ofthe following individuals to the Fifth Judicial District Juvenile Services Planning
Committee:

Director of Eagle County Department of Health and Human Services Representative:
Kathleen Forinash
Marian McDonough (Altemate)
Local Law Enforcement Agency Representative:
Joe Russell, Vail Police Department
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, Kathleen Forinash, Director of the Eagle County Department of Health and
Human Services, is hereby recommended for appointment to the Fifth Judicial District Juvenile
Services Planning Committee, said term to expire February 2007.
THAT, Marian McDonough, is hereby recommended for appointment to the Fifth
Judicial District Juvenile Services Planning Committee as an Altemate for the Department of
Health and Human Services Representative, said term to expire February 2007.
THAT, Joe Russell, representative of the Vail Police Department, is hereby
recommended for appointment to the Fifth Judicial District Juvenile Services Planning
Committee as the Local Law Enforcement Agency Representative, said term to expire February
2007.
THAT, the Board of County Commissioners for the County of Eagle, State of Colorado,
finds, determines and declares that this Resolution is necessary for the public health, safety and
welfare of the citizens of the County of Eagle, State of Colorado.
MOVED, READ AND ADOPTED by the Board of County C~mmissioners of the
County of Eagle, State of Colorado, at its regular meeting held the 14,J- day of February
2005.
