WHEREAS, Elliott Archilla for Rocky Mountain Christian
Association did file an application with the Eagle County De-
partment of Community Development on or about
within the Resource
Zone District; and
1, 1984 ,
WHEREAS, a public hearing was held by the Board of
County Commissioners of the County of Eagle, State of Colorado,
on June 27 , 1984 ; and
WHEREAS, based on the evidence, testimony, exhibits,
study of the Master Plan for the unincorporated areas of
Eagle County, comments of the Eagle County Department of
Community Development, comments of public officials and county
agencies, the recommendation of the Eagle Coutny Planning
Commission, and comments from all interested parties, the
Board of County Commissioners of the County of Eagle, State
of Colorado, finds as follows:
1. That proper publication and public notice was
provided as required by law for the hearing before the
Planning Commission and the Board of County Commissioners.
2. That the proposed special use conforms to the
requirements of Section 2.09 of the Eagle County Land Use
Regulations.
3. That the proposed land use will be compatible
with existing uses in the area.

4. That for the above - stated and other reasons,
the proposed zoning is in the best interest of the health,
safety, morals, convenience, order, prosperity and welfare
of the citizens of Eagle County.
NOW, THEREFORE, BE IT RESOLVED, by the Board of
County Commissioners of the County of Eagle, State of
Colorado:
That the application of Rocky Mountain Christian
Association File No. ZS- 203 -84 for approval of a special
use of Resident Camp within the Resource Zone District
in the following described unincorporated area of Eagle
County be approved:
LEGAL DESCRIPTION
The NE4 of SE-41 of Section 23 and the Nz of SW4
and the SE4 of SW4 of Section 24, in Township
5 South, Range 83 West of the Sixth Principal
Meridian, Colorado, According to the survey
under which patent issued therfore June 14, 1928.
(approximately 159 acres) and:
In the NE4 of SE-4- of Section 23, in Township 5
South, Range 83 West of the Sixth Principal
Meridian, Colorado, and the dwelling, garage,
and outbuildings. Described as: Commencing at a
point on the South boundary of said NE4 of SE4
of said Section 23, whence the Southeast corner
of said NE4 of SE-4- of said Section 23, bears
Easterly 500 ft. distant; thence Westerly, along
and conforming to the South boundary of said
NE4 of SE-41 of said Section 23, 208.71 ft.; thence
North 208.71 ft.; thence East 208.71 ft,; thence
South 208.71 feet to the point of beginning.
(approximately 1 acre)
That the following conditions shall be placed
upon this approval and that violation of any condition
shall be the basis for revocation of the permit:
1. Phase I is limited to 30 summer day campers
with access only by foot from the cattle guard and with
water and sanitation requirements to be approved by the
Eagle County Environmental Health Officer.
2. Before construction of any permanent camp
related facilities commences, the following issues need to
be approved by the Board of County Commissioners.

a) Off -site road improvements agreement with
the developer paying or providing a fair
share of the improvements from U.S. Highway 6
to the Forest Service Trail Bead, and the
developer having the responsibility for the
road from the Forest Service Trail Head, to
the camp property. (Accompanying the off -
site agreement shall be road construction
specifications and plans for the improvements
which are generally to be as follows):
1. The main Squaw Creek Road from U.S. Highway 6
to the cattle guard shall be 24 feet except
when exempted by the County Engineer for
topographic conditions.
2. The road from the cattle guard to the new
trail head shall be a 20 foot gravel road
except when exempted by the County Engineer
for topographic conditions.
3. The road from the trail head to the camp
property shall be a single lane gravel road
with intervisible turnouts to be approved
by the County Engineer.
b) The applicant obtain all required permits from
the Forest Service for the use of the Forest
Service Road and from the State Department of
Social Services.
3. The following conditions shall exist on an ongoing
a) Annual Review by the staff.
b) A maximum of 350 campers.
c) Bus parking in the winter time would be at the
Forest Service trail head with no buses allowed
south of the trail head during winter months.

4. Future County Maintenance of the road from the
cattle guard to the Forest Service trail head will be deter-
mined at such time that maintenance is reauested.
5. No camp visitors or camper can bring dogs
onto the camp property.
THAT the Board of County Commissioners directs the
Department of Community Development to provide a copy of this
Resolution to the applicant.
MOVED, READ, AND ADOPTED by the Board of County
Commissioners of the County of Eagle, State of Colorado, at
its meeting held the day of e.
