COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 80 - 16
COMPLIANCE WITH THE EAGLE COUNTY PURCHASING POLICY
WHEREAS, the Board of County Commissioners, County of Eagle, State of Colorado,
hereinafter referred to as the "Board ", ratified and formally adopted the
Eagle County Purchasing Policy designed to promote and encourage proper management
and efficiency in the County government; to provide a modern, comprehensive,
centralized program encompassing accepted principals and practices; to encourage
maximum competition on a basis of fair and equal opportunity to those qualified
and interested in selling to the County; and to develop an objective procurement
program which will insure a quality to the seller and value to the taxpayer; and
WHEREAS, to effectively accomplish and acheive the purposes set forth hereinabove,
all departments, spending agencies and offices of the County of Eagle must utilize
the procedures within said Eagle County Purchasing Policy; and
WHEREAS, the Board is vested with the ultimate responsibility and authority for
the conduct of the fiscal affairs of the County; and
WHEREAS, pursuant to Section 30 -11 -101 (1) (d) C.R.S. 1973, as amended, the County,
by and through it's Board of County Commissioners, has the power to make all
contracts and do all other acts in relation to the property and concerns necessary
to the exercise of it's corporate or administrative powers; and
WHEREAS, pursuant to Section 30 -11 -107 (b), (e), and (n) C.R.S. 1973, as amended,
the Board has the following powers; to examine and settle all accounts of the
receipts and expenses of the County, to examine and settle and allow all accounts
chargeable against the County, and when so settled, to issue County orders there-
fore as provided by law; to represent the County and have the care of the County
property and the management of the business and concerns of the County in all
cases where no other provisions are made by law; and to create the office of
County Manager, or Administrative Assistant to the Board of County Commissioners,
or County Budget Officer, or any other such office as may, in it's judgement, be
required for the efficient management of the business and concerns of the County;
and
WHEREAS, pursuant to Section 30 -11 -121 C.R.S. 1973, as amended, the Board is
responsible for the maintenance of the general accounting records of the County.
It is the duty of the County Treasurer, County Clerk and Recorder, County Sheriff,
and County Assessor to furnish, as directed by the Board of County Commissioners,
copies of any and all accounting, administrative, financial, recorded, or assess-
ment records to a person appointed by the Board of County Commissioners for the
wµy purpose of utilizing computer or other record keeping facilities.
NOW, THEREFORE, be it resolved by the Board of County Commissioners., County of
Eagle, State of Colorado;
THAT, in order to faithfully and effectively perform and /or carry out the duties
of the Board of County Commissioners as prescribed by law with respect to the
management of the business and concerns of the County relative to the fiscal
affairs of the County, the Board had previously adopted a centralized purchasing
policy known as the "Eagle County Purchasing Policy ";
THAT, in conjunction with the adoption of the Eagle County Purchasing Policy and
for said efficient management of the business and concerns of the County, the
Board had established the position of Purchasing Director to cooperate and assist
all departments, spending agencies, and offices in the utilization of said
Purchasing Policy;
THAT, in order for said Purchasing Policy to be effective, the Board had determined
and hereby restates that all Elected Officials, Department Heads, Employees,.
Boards or any other person or spending unit or agency of the County of Eagle shall
comply with all provisions within the Eagle County Purchasing Policy except as
otherwise provided for in said Purchasing Policy;
THAT, the Board hereby finds, determines and declares that this Resolution is
necessary for the health, safety, and welfare of the citizens of the County of
Eagle.
MOVED, READ AND UNANIMOUSLY adopted at a regular meeting of the Board of County
Commissioners, County of Eagle, State of Colorado, held this c> U_7L day of
February, 1980,
