RESOLUTION
OF
THE BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 80 - 6 S'
SUPPLEMENTAL APPROPRIATION OF UNANTICIPATED REVENUES
WHEREAS, the Board of County Commissioners, County of Eagle, State of Colorado,
has identified various unanticipated revenue sources in fiscal year 1980; and
WHEREAS, the Board of County Commissioners desires to spend certain of these
unanticipated monies in fiscal year 1980 with a resultant savings in fiscal
year 1981 expenditures; and
WHEREAS, certain departmental budgets will be overspent in 1980 because of
unanticipated expenses and need supplemental appropriations to cover these
expenses; and
WHEREAS, the aforementioned unanticipated revenues are presently available in
the Eagle County General Fund.
NOW, THEREFORE, be it resolved by the Board of County Commissioners, County of
Eagle, State of Colorado.
THAT, the following appropriations be made from the following specifically
identified unanticipated revenues,
CATAGORY I - UNANTICIPATED FEDERAL AND STATE GRANTS
The Following appropriations are on the basis of full reimbursement
by the identified agency.

CATEGORY II -
As a result of new, tighter accounting procedures the following
appropriations need to be made. In the past these expenditures had been
made through program receipts without running them through the General
Fund, this year all expenditures were accounted for through the General
Fund, however, the money had not been budgeted or appropriated.

$ 1,800 to Pest & Weed Control

UNANTICIPATED REVENUE
$ 1,800 from Area Ranchers
19,000 from Fair Receipts
The following budget appropriations will be made from the $150,000 of unantici-
pated interest and investment revenues received in 1980. This unanticipated
revenue was due primarily to the higher than expected interest rates experienced
in money markets in fiscal year 1980.
CATEGORY III -
The following appropriations are required as a result of inadvertent
omissions in the 1980 Budget. Advertising and Legal Notices for the
Planning Department and other administrative offices were not budgeted
because of oversight and have been deducted from the Administrative
Assistant's budget. Through October this amount has been $3,167. The
County Surveyor budget is underfunded because the 1980 health and life
insurance payments were estimated and actual cost was greater.

CATEGORY IV -
Additional personnel was required by the County Attorney's office to
handle an increased caseload caused by unanticipated transfer of Social
Services cases from a private lawpractice to the County Attorney as
well as an overall increase of County related litigation. As required
by Colorado Statute and strongly recommended by our auditor, Eagle
County has to do a physical inventory of capital assets by the end of
1980. This required hiring two full -time temporary inventory clerks
to accomplish this task.
BUDGET APPROPRIATION
$2,500 to County Attorney
$3,260 to Accounting
CATEGORY V -
The following budget appropriations are the result of unanticipated but
necessary expenditures during 1980. The Assessor's office experienced
computer service charges in excess of $15,000 that were the direct
result of necessary program changes as well as considerable unforseen
down time with the County's newly acquired computer. The District
Attorney had an unanticipated rental expense for needed space. Buildings
and Grounds experienced extraordinarily high repair and maintenance
expenses due to the fact that we are trying to maintain some extremely
old and outdated plumbing, heating and electrical systems. The County
Fairgrounds required additional expenditures because the County was
able to contract with the U. S. Army Corps of Engineers for free
labor and machinery for upgrading and remodeling of the County Fair-
grounds if the County would supply the materials. The County re-
ceived over $200,000 worth of time and machinery costs from the Corps
of Engineers in return for a relatively small investment.

CATAGORY VI -
The following budget appropriations will provide funds for expenses
that will actually result in cost savings for fiscal year 1981. The
Sheriff's Department and Building Inspection Department will be able
to pay off notes on vehicles resulting in interest savings over the
next two years. Acquisition of a copier through the Miscellaneous
Budget will also result in interest savings over the next two years
since it was originally proposed to be acquired on a lease /purchase
basis. The appropriations for Other Administrative will cover County
commitments to a salinity study to assist in the ongoing water struggle,
a five year financial plan study of Eagle County Government, and
assistance payments to Colorado Counties, Inc. and the Eagle Valley
Television Association. Data Processing will be able to acquire a
printer and thereby avoid another lease /purchase agreement and resultant
finance charges. Data Processing will also use some of the appropriation
to offset unforseen expenses caused by excessive downtime experienced
during initial operational phases after acquisition of our computer
hardware earlier this year.

THAT, the Administrative Assistant is hereby requested and directed to transmit
a copy pf this Resolution to all affected County Departments and offices and to
the officer of the County whose duty it is to draw warrants or orders for the
payment of money;
THAT, the Administrative Assistant is hereby requested and directed to file a
certified copy of this Resolution with the Division of Local Governments in
the Department of Local Affairs.
THAT, the Board finds, determines and declares that this Resolution is nec-
essary for the public health, safety and welfare of the citizens of the County
of Eagle, State of Colorado.
