OF THE PLANNING COrtA ?ISSION COUNTY OF EAGLE, STATE OF COLORADO RESOLUTIONN NO. 82(;'! i /O SUB -AREA PLAN FOR EL JEBEL AND MISSOURI HEIGHTS I- IHEREAS, pursuant to Section 30 -28 -106, C.R.S. 1973, as amended, it is the duty of the Eagle County Planning Tmissiun; State of Colorado, to make and adopt: a Master Plan for the physical development of the unincorporated territory of the County of Eagle. The Master Plan, with the �:ccompanying maps, plats, charts, and descriptive and explanatory matter, shall show the Planning Commission's recommendations for the development of the territory covered by the plan and may include: the general location,'character, and extent of streets or roads, viaducts, bridges, parkways, playgrounds, forests, reservations, parks, airports, and other public ways, grounds, places, and spaces; the general location and extent of public utilities and terminals, whether publicly or privately owned, for water, light, power, sailitat.lon, transportation, communication, heat, and Other purposes; the acceptance, widening, removal, extension, relocation, narrowing, vacation, abandonment, or change of use of any of the foregoing public ways, grounds, places, spaces, buildings, properties, utilities, or terminals; methods for assuring access to sunlight for solar- energy devices; t -he general character, location, and extent of co:rs r,it_ centers, townsites, housing developments, whether public or ,private, and urban conservation or redevelopment area::: Lhe general location and extent of forests, WHEREAS, as a result of such public meetings, studies, and review of proposed sub -area master plans, the Eagle Count Y Planning Coissio C, has prepared L sub-area ::aster plan of the El Jebei and :i.s:.;ouri Eieights area , „ith the general purpose of guiding and accomplishing a coordinated, adjusted, and harmonious development of the territory covered therein, which, in accordance eaith present and future needs and resources, will best promote the health, safety, morals, order, convenience, Prosperity, Y or general welfare of the inhabitants, as well as efficiency and economy in the procesas of development, including such distribution of poPulation and of the uses of land for urbanization, trade, industry, habitation, recreation, agriculture, forestry, and other purposes as will tend to create conditions favorable to health, safety, energy conservation, tracIsportation, prosperity, civic activities, and recreational, educational, and cultural opportunities; will tend to reduce the wastes of physical, financial, or human resources which result from either excessive congestion or excessive scattering of population; and will tend toward an efficient and economic utilization, conservation, and Production of the supply of food and water and of drainage, sanitary, and other facilities and resources. NOW, THEREFORE, be it resolved by the Planning Commission of the County of Eagle, Colorado: 1. That the Sub -Area Master Plan for E1 Jebel and Missouri Heights as set forth in Exhibit "A” attached hereto and incorporated herein by this reference, be and the same is hereby adopted as a master plan, guide and advisory tool for the Physical development of the unincorporated territory of Eagle County which is made a part of and described therein. 3 agricultural areas, flood control areas, and open development areas for purposes of conservation, food and crater supply, sanitary and drainage facilities, flood control, or the Protection of t. ...;an de'✓elop;nent; Eind a land classification and utilization program; and WHEREAS, the Eagle County Planning Commission did on April 1, 1981, duly adopt a Plaster Plan for the physical development of the unincorporated territory of the County; and WHEREAS, the Eagle County Master Plan encourages the Planning Commission to adopt sub -area plans for the various mana,gez_,ent districts described therein; the purpose of which is to provide a more in -depth analysis of the physical, economic and social characteristics of the management district covered, and to serve as a guide and basis for Z urther detailed recommendations by the Planning Commission regarding the development of the territory included within the sub -area master plan; and WHEREAS, the Eagle County Planning Commission desires to adopt a sub -area master plan for the E1 Jebel and Missouri Heights area which ge- nerally encopasses the Roaring Fork Valley from the Garfield County Line to the Emma Curve and the Missouri Heights Mesa to the north; and WHEREAS, the development of the aforesaid sub -area master plan has involved numerous public meetings held in the Planning Commission's regular meeting place, and in the El Jebel and Missouri Heights area, and the review and consideration of various studies and proposed sub-area master plans presented to the Planning Commission by representatives of the County Department of Community Development and interested landowners and residents of the E1 Jebel and Missouri Heights area; and 2 That the Eagle County Planning Commission hereby determines and finds that this p,:,sojuc,()n a d the I- I P.
