HomeMy WebLinkAboutR82-025 Eagle County Placement Alternatives CommissionRESOLUTION BOARD OF COUNTY COMMISSIONERS COUNTY OF EAGLE, STATE OF COLORADO RESOLUTION No. 82-,;6 RESOLUTION ESTABLISHING THE EAGLE COUNTY PLACEMENT ALTERNATIVES COMMISSION WHEREAS, pursuant to § 19 -3 -120 et sue., C.R.S. 1973, as amended, the Board of County Commissioners of the County of Eagle, Colorado, hereinafter referred to as the "Board ", may appoint a placement alternatives commission for the following purposes: to provide planning services in the development of an annual plan which shall identify the extent of services or programs which are intended to prevent or minimize placement out of the home of children who have been adjudicated delinquent, dependent or neglected, or needing oversight or who are subject to placement out of the home; to assure that such plan is fiscally responsible and cost effective; to periodically review the plan for continued effectiveness and to propose amendments as necessary; and to evaluate and assess the effectiveness of the plan at the end of each respective plan year; and WHEREAS, the Board desires to establish the Eagle County Placement Alternatives Commission subject to the terms and conditions set forth hereinbelow. NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO: THAT, the Board hereby establishes the Eagle County Placement Alternatives Commission, hereinafter referred to as the "ECPAC ", to serve as an advisory commission to the Board in the development and implementation of an annual plan pursuant to § 19 -3 -120 et seq., C.R.S. 1973, as amended. THAT, the ECPAC sl--" seventeen regular members to be composed, where possible, of a physician or a licensed health professional, an attorney, representatives of a local law enforcement agency, representatives recommended by the court and probation department, representatives from the county department of social services, a local mental health clinic, and the public health department, a representative of a local school district specializing in special education, a representative of a local community center board, representa- tives of a local residential child care facility and a private not for profit agency providing nonresidential services for children and families, a representative special- izing in occupational training or employment programs, a foster parent, and one or more representatives of the lay community. THAT, all regular members of the ECPAC shall be appointed by the Board, shall serve at the pleasure of the Board, and shall serve for a period of one year unless earlier termination is requested by the Board at its sole discretion. THAT, meetings of the ECPAC shall be held monthly and shall be opened to the public. Reasonable notice of the time, date and place of such meetings shall be made available to the public at least ten (10) days prior to the respective meeting. THAT, the Director of Eagle County Department of Social Services or her designated representative shall be designated as coordinator of the ECPAC and shall regularly report to the Board of the progress and recommendations of the ECPAC. THAT, prior to the expenditure of any monies by ECPAC, the ECPAC shall obtain express written approval from the Board, and the Director of the Eagle County Department of Social Services in the event that such expenditure is to -2- be reimbursed from saia Department's budget. THAT, this Resolution is for the public health, safety and welfare of the citizens of Eagle County, and more particularly, for the protection of the best interests of the children within Eagle County. MOVED, READ AND UNANIMOUSLY ADOPTED by the Board of County Commissioners of the County of Eagle, Colorado, at its regular meeting held the day of 1982.
