BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 93 - &./
RE- ADOPTING RULES AND REGULATIONS FOR GROUND TRANSPORTATION
AT THE EAGLE COUNTY REGIONAL AIRPORT
WHEREAS, C.R.S. 30 -11 -107 (1)(j), and C.R.S. 41 -4 -106, grant
the power and jurisdiction to the Eagle County Board of
Commissioners (hereinafter "the County ") to regulate the receipt,
deposit, and removal and the embarkation of passengers or property
to or from the Eagle County Regional Airport; and to exact and
require charges, fees, and tolls; and to lease or assign for
operation such space or area, appurtenances, appliances or other
conveniences necessary or useful in connection therewith; and to
provide rules and regulations governing the use of such airport and
facilities and the use of other property and means of
transportation within or over the Airport; and
WHEREAS, the Board previously adopted on or about November 23,
1992, (Resolution No. 92-175) setting forth rules and regulations
governing the operation of ground transportation within the Eagle
County Regional Airport; and
WHEREAS, the Eagle County Regional Airport continues to
attract a volume of traffic that requires supervision, regulation
and control to insure the best interests of the County, its
citizens, and the beneficiaries of the Airport facilities; and
WHEREAS, the Board desires to further amend and clarify the
Rules and Regulations to provide for the orderly and equitable
operation of ground transportation at the Airport; and
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, Resolution 92 -175 is hereby incorporated by this
reference and remains in full force and effect except as amended or
modified herein.
THAT; all permit fees and permit charges enacted in Resolution
92 -175 remain in full force and effect.
THAT, all commercial ground transportation carriers departing
airport property with paying or gratis passengers are required to
prominently display a current, valid Eagle County Ground
Transportation Permit.
THAT, All vehicles that do not display a valid Ground
Transportation Permit will be deemed to be an non - permitted vehicle
and will be levied a daily fee as outlined in Resolution 92 -175.
Daily Fees paid to Eagle County shall not be credited toward
payment of any subsequent permit purchases. In addition, a
delinquency charge of two percent (2%) per month shall be added to
all outstanding Daily Fees which are delinquent for more that
thirty (30) days from the date of the invoice.
THAT, The Daily Fee is not available to any commercial vehicle
which departs the Eagle County Airport with fares ten (10) times
during a ground transportation calendar year of December 12 through
November 30th, as said vehicle shall be required to purchase a
Ground Transportation Permit, prior receiving access to the airport
on their eleventh (11th) trip.
THAT, all charges for Ground Transportation Permits shall be
levied on a fixed tier system, not on the quantitative aggregate of
permits purchased during a ground transportation calendar year. In
addition to Permit Fee, each Ground Transportation Company shall
pay a $200.00 filing fee to Eagle County as outlined in Resolution
92 -175.
THAT, the fixed tier system for permit charges is re-
established and clarified as follows:
EACH BUS shall pay $300.00 per vehicle regardless of the
number of permits obtained. A Bus is defined as having a seating
capacity of 21 persons or more, including the driver.
The FIRST TEN PERMITS (1 -10) obtained by any ground
transportation provider for a VAN /LIMOUSINE shall be $250.00 per
vehicle. A Van /Limousine is defined as having a seating capacity of
9 to 20 persons, including the driver.
The ELEVENTH THROUGH TWENTY -FIFTH (11 -25) PERMITS obtained by
any ground transportation provider for a VAN /LIMOUSINE shall be
$150.00 per vehicle.
The TWENTY -SIXTH AND EACH SUBSEQUENT (26 -) PERMIT obtained by
any ground transportation provider for a VAN /LIMOUSINE shall be
$100.00 per vehicle.
The FIRST TEN PERMITS (1 -10) obtained by any ground
transportation provider for a TAXICAB /LIMOUSINE shall be $100.00
per vehicle. A TAXICAB /LIMOUSINE is defined as having a seating
capacity of 8 or less persons, including the driver.

The ELEVENTH AND EACH SUBSEQUENT (11 -) PERMIT obtained by any
ground transportation provider for a TAXICAB/ LIMOUSINE shall be
$50.00 per vehicle.
ALL COURTESY VANS shall be required to pay the $200.00 Eagle
County filing fee as required by Resolution 92 -175. The Permit Fee
for Courtesy Vans shall be waived. A COURTESY VAN is defined as a
vehicle providing ground transportation for guests or customers as
a courtesy only and not for hire or payment.
THAT, any Ground Transportation Provider having a specific
leased parking area within the Eagle County Airport grounds, must
first utilize those parking spaces within their specific area
before utilizing any spaces outside of the Provider's leased area.
Employee vehicles must be parked in the long term or employee
parking lot and not within the terminal parking area or the ground
transportation designated area. Any employee who parks their
vehicle within the terminal parking area or the ground
transportation area shall be towed at the owner's expense.
THAT, ground transportation vehicles shall not be parked in
the fire or emergency lanes located within directly outside the
baggage /ground transportation area of the terminal. Unattended
vehicles will be towed at the expense of the Ground Transportation
Provider.
THAT, the Eagle County Board of Commissioners finds and
determines that this Resolution is necessary for the health, safety
and welfare of the citizens of Eagle County.
MOVED, READ AND ADOPTED by the Board of County Commissioners
of the County of Eagle, State of Colorado, at its regular meeting
held the day of November, 1993.
