MERRY, REHS Director The purpose of this letter is to voice concerns about the septic system that you are installing for the Gill Residence (ISDS Permit # 2262-03 ). The concerns that we have are relative to the timing associated with soils evaluation, installation and inspection. According to our records, the application submitted to install the septic system on April 1, 2003 was based on adverse soil conditions. As such, an engineered mound was permitted for installation on April 1, 2003. Surprisingly to us; a revised conventional system design was submitted on January 21, 2004 outside the frame that we perform these services see [ Sec 4.01.06 of the Eagle County Land use Regulations]. This time- frame is codified because working with frozen soil during the winter months can result in significant changes in soil characteristics, which may affect the long- term functional ability of this system. Furthermore, the conventional septic system design submitted on January 22, 2004 has not yet been permitted as per your assertion to Eagle County Environmental personnel that you would install this system in the Spring. , It concerns this department that you have arranged for inspections, leading us to believe that you have installed this system during unfavorable weather conditions, outside our time frame and without a permit. As you are aware, the design engineer is responsible for certifying the system for which a permit to install will be forthcoming. Colorado. The purpose of our site visits was to inspect the installation of the septic system. They installed the system in overall compliance with the revised septic system, design, Drawing No. 03010SD-2.DWG, last dated January 19, 2004, as shown on the attached as -built sketch. They iwtalled a.1500-gallon, three compartments, a precast, concrete, septic tank.. Two building, sewer limes were connected to the septic tank. Cleanouts were installed onboth lines between, the house and the septic tank. The effluent line from the septic tank to the leaebfxeld was a 4-inch diameter, SDR35 and it had cleanouts at i00-foot intervals. Sixty, Standard Infiltrator Chambers were installed in nine trenches. The first two trenches had sit infiltrators each, the next three trenches had seven infiltrators each, the sixth trench had eight, the seventh had seven, and the last two trenches had sax infiltrators each. The infiltrators were corrected withserial distribution. In the first and last infUtrator of each trench, inspection ports were installed. Horizontal distance between the trenches was at least six feet. If you have any questions, please do not hesitate to call. EXECUTIVE SUMMARY The proposed residence should be supported with conventional type spread footings, designed for an allowable soil bearing pressure of 3000 psf. They should construct the footings of the entire foundation on the undisturbed, firm bedrock. See Foundation Recommendations. SCOPE OF STUDY This report presents the results of a subsurface Soil and Foundation Investigation for a proposed residence to be constructed on Parcel 7, Sorrel Hills, Eagle County, Colorado. The purpose of the subsurface soil and foundation investigation was to determine the engineering characteristics of the foundation soil and to provide recommendations for the foundation design, grading, and drainage. SITE DESCRIPTION The building site has moderate to steep topography. Vegetation on the lot consisted of grass, junipers and sagebrush. Drainage is to the north and west. The building site is vacant. PROPOSED CONSTRUCTION We have assumed that the proposed residence will consist of a two-story, wood frame construction, with a walkout basement, on a concrete foundation. Loads are anticipated to be light, typical of residential construction. If the finalized plans differ significantly from the above understanding, they should notify LKP Engineering, Inc. us to reevaluate the recommendations of this report. FIELD INVESTIGATION The field investigation conducted on January 22, 2003, consisted of logging and sampling two test pits. The test pits' locations are shown on Drawing No. 1. Excavation of the test pits was done prior to our site visit. We show the soil profiles of the test pits on the Subsurface Exploration Logs, Figure No's one and two. Soil samples for laboratory soil analysis and observation were taken at selected intervals. SUBSURFACE SOIL AND GROUNDWATER CONDITION The soil profiles encountered in the test pits were relatively uniform. Test Pit No. 1 had . one foot of topsoil over two feet of weathered bedrock over 4 feet of sandstone and shale bedrock. Refusal was encountered at 7 feet. Test Pit No. 2 had one foot of topsoil over 3 feet of weathered bedrock over 4 feet of shale bedrock. Ground water was not encountered in either test pit. FOUNDATION RECOMMENDATIONS The proposed residence should be supported with conventional type spread footings, designed for a maximum allowable soil bearing pressure of 3000 psf. The footings, for the entire foundation, should be placed on the undisturbed, firm bedrock. We recommend minimum width of 16 inches for the continuous footings and 2 feet for the isolated footing pads. Continuous foundation walls should be reinforced top and bottom to span an unsupported length of at least 10 feet. A minimum of 48 inches of backfill cover is recommended for frost protection of the footing subsoils. The undersigned engineer should observe the foundation excavation to verify that the soil conditions are uniform throughout the foundation excavation. LKP Engineering, Inc. EM 0 The foundation excavation should be free from excavation spoils, frost, organics and standing water. The on -site soil free from topsoil, organics, and rock fragments smaller than six inches, is suitable backfill material. Imported fill material, approved by the undersigned engineer, might be necessary for the foundation backfill. Voids left in the excavation, due to rock removal, should be filled with lean concrete: Footings should be constructed on a level surface. EXCAVATION DIFFICULTIES From the condition of the bedrock observed in the test pits, we assume that the excavation can be done with large excavation machinery. Excavation of narrow utility trenches might be more difficult. SLAB CONSTRUCTION The natural on -site soils, exclusive of topsoil, organics, are suitable to support lightly loaded slab -on -grade construction. The subgrade for the slab -on -grade construction,should be proof compacted to detect and remove soft spots. They should backfill overexcavated soft spots and other underslab fill with the on -site soil, free from topsoil and organics, or other suitable material, compacted to a minimum of 95 percent of the maximum standard Proctor density (ASTM D-698). Suitable material should be free from topsoil, organics and rock fragments greater than 3 inches. The concrete slab should be constructed over a 4-inch layer of clean gravel consisting of - 3/4 inch gravel with at least 50% retained on the No. 4 sieve and less than 3 percent passing the No. 200 sieve. They should reinforce the concrete slab -on -grade and score control joints according to the American Concrete Institute requirements and per the recommendations of the designer to reduce damage due to shrinkage. The concrete slab should be separated from the foundation walls and columns with expansion joints to allow for independent movement without causing damage. LKP Engineering, Inc. Q: RETAINING WALLS They should design foundation walls retaining earth and retaining structures that are laterally supported to resist an equivalent fluid density of 60 pcf for an "at -rest" condition. Laterally unrestrained structures retaining the on -site earth should be designed to resist an equivalent fluid density of 40 pcf for the "active" case. The above design recommendations assume drained backfill conditions and a horizontal backfill surface. Surcharge loading due to adjacent structures, weight of temporary stored construction materials and equipment, inclined backfill and hydrostatic pressure due to undrained backfill should be incorporated in the design. They should try to prevent the buildup of hydrostatic pressure behind the retaining wall. UNDERDRAIN SYSTEM Perched water condition is very common in foundations constructed on bedrock. To reduce the risk of surface water infiltrating the foundation subsoil (and the development of a perched water condition) installation of a foundation perimeter drain is recommended. The foundation perimeter drain should consist of a 4-inch diameter perforated pipe sloped to a suitable gravity outlet, or to a sump pump location. The drain should slope at 1/4 inch per foot if flexible or at 1/8 of an inch if rigid pipe is used. The bottom of the trench adjacent to the footing should be lined with a polyethylene moisture barrier glued to the foundation wall. The drain pipe should be placed over the moisture barrier and covered with a minimum of 6 inches of -3/4 inch free -draining granular material. Geotextile (Mirafi 140N or equivalent) should be used to cover the free -draining gravel to prevent siltation and clogging of the drain. The backfill above the drain should be granular material to within 2 feet of the ground surface to prevent a buildup of hydrostatic pressure. The top one foot of the backfill material should consist of a relatively impervious fill. The backfill should slope away from the building. LKP Engineering, Inc. rel SITE GRADING AND DRAINAGE A site plan was not available for review at this time. The following recommendations are general in nature. The site surrounding the building structure should slope away from the building in all directions. A minimum of 12 inches in the first 10 feet is recommended in unpaved areas, and three inches in the first 10 feet in paved areas. The top of the granular foundation backfill should be covered with a minimum of I foot of relatively impervious fill to reduce the potential of surface water infiltrating the foundation subsoils. Surface water naturally draining toward the proposed building site or permanent cuts, should be diverted around and away from it by means of drainage swales or other approved methods. The roof drains and downspouts should extend and discharge beyond the limits of the backfill. Exterior backfill should be compacted at or near the optimum moisture content to at least 95% of the maximum standard Proctor density under pavement, sidewalk and patio areas and to at least 90% of the maximum standard Proctor density under landscaped areas. Mechanical methods of compaction should be used. Do not puddle the foundation excavation. LAWN IRRIGATION It is not recommended to introduce excess water to the foundation soils by installing , sprinkler systems next to the building. The installation of the sprinkler heads should insure that the spray from the heads will not fall within 10 feet of foundation walls, porches or patio dabs. Lawn irrigation must be controlled. LIMITATION This report has been prepared according to locally accepted Professional Geotechnical Engineering standards for similar methods of testing and soil conditions at this time. There is no other warranty either expressed or implied. The findings and recommendations of this report are based on field exploration, LKP Engineering, Inc. laboratory testing of samples obtained at the specific locations shown on the Location Sketch, Drawing No.1 and on assumptions stated in the report. Soil conditions at other locations may vary, which may not become evident until the foundation excavation is completed. If soil or water conditions seem different from those described in this report we should be contacted immediately to reevaluate the recommendations of this report. Distribution Network Placement Carefully place the coarse aggregate on the bed. The coarse aggregate shall consist of 3/4 to 2-1/2 inch rock. Level the aggregate to a minimum depth of 6 inches. Assemble the distribution network over the aggregate. The distribution network shall consist of four 39—feet laterals, 1-1/4 inch diameter (two on each side of a 3—inch diameter center manifold). The inverts of the laterals shall be perforated with 1/4—inch holes spaced every 36 inches. For the pressure distribution network use schedule 40 pvc (ASTM D 2665) or ABS (ASTM 2661) pipe. The laterals shall be laid level. Place additional aggregate over the crown of the pipes of at least 2 inches depth. Place a suitable backfill barrier, such as filter fabric, over the aggregate. Covering of the Mound System Place a finer textured soil, such as clay or silt loam over the top of the bed, to a minimum thickness of 6 inches. Place 6 inches of good quality topsoil over the entire mound surface. Plant grasses and wild flowers that do not require watering and adaptable to the climate over the mound system.
