The purpose of our site visits was to observe the installation of the septic. system. T'b.ey installed the system in overall compliance with the septic system design, Dravving No_ 20238SD.DWG. dated April 19, 2002. They installed a 2000-gallon, two compartments, precast, a concrete, septic tank. and 1000-gallon electric lift station. In the lift station they installed a could Pump; Model 3885 WE05,'/2 HP. The claim for the pump was installed in the mechanical room ha the basement. According to Jack Baskins, the pump and the alarm vrere tested on October 19, 2003. On the septic tank -were three, one foot risers. Since ground water was encountered d-Luing the septic tank installation, the tank- was set on a bed of gravel and a sump pump vvas installed on the east side of the tank. The effluent line from the pump tank to the first infiltrator of the leachfield was 3-inch. diameter sc;h40 PVC. Shay. Standard Infiltrator Chambers were installed in eight trenches, as shown on the attached sketch. The first trench had nine infiltrators, the second had ten, the third and fourth had eleven each, the fifth had nine, the sixth had seven the seventh had two and the eighth trench had five infiltrators. The infiltrators were connected with serial distzibution. in the first trench a perforated pipe was slrspended from the top of the infiltrators. In the first and last infiltrator of each trench, inspection ports Nvere installed. Horizontal distance from center to center of the trenches, was 9 feet or utore. The depth of the trenches was no more -than 36 inches. If you have any ques49.0 . _please do not hesitate to call. Sincerely, LISP Engineering, I aN v -Luiza Petrovska PE President CO.- MT. John Conley, At the request of Jack Baskin , on July l and 17, 2003, we visited the construction site on Lot 2, Red Mountain Ranch, 21950 U.S. Highway 6, Eagle County, Colorado. The purpose of our site visits was to provide recommendations for the installation of the septic tank. During the excavation of the hole for the septic tare, they encountered ground water. Since the septio tank cannot sit in ground water, according to the regulations by the Eagle County Environmental Health Department, and there is no economical solution, for relocating the septic tank (the plumbing for the house is completed), we recommend the following: Overexcavate the hole for the septic tank by two feet on all sides, including under the bottom of the tank. On one of the corners instal1 a sump with a pump. Backfl<ll the excavation with a minimum of two feet of gravel (clean crush rock). Place the septic tank over the gravel. The septic tank was on the site and is from Front Range Precast Concrete. Their tanks have been tested and conform to the AS TM C 913 standard specification for precast water and wastewater structures. The pipe connecting to the septic tank must also have watertight connections. Xf you have any questions, please do not hesitate to call. Box 2837 Edwards, CO 81632 RE: Groundwater encounter at tank excavation Lot 2, Red Mountain Ranch Filing #4 21950 U.S. Hwy 6 Eagle County, CO Project No. 20238- Permit # 2185-02 Dear Luiza: It was noted by this department through your letter that you performed a consultative site visit on July 1 and July 17 to provide recommendations to the installer on septic tank installation. These site visits were to develop recommendations regarding septic tank placement since groundwater was encountered in the excavation. In your July 22, 2003 letter to the homeowners you noted that Eagle County Individual Septic Disposal System regulations prohibit septic tanks from sitting in groundwater, please note there exists no such requirement. This letter also outlines your plans to mitigate the impact that groundwater presents at this tank location by creating a drain system around the tank from which to pump groundwater to some unspecified location. This department is concerned about this recommendation due to the unknown discharge point and whether a discharge permitting be required from the Water Quality Control Division. In addition, since tanks are required to be water tight, they may be placed in areas where mitigation to overcome the forces of buoyancy from occasional high groundwater. Please certify that the absorption field location is still in an appropriate area maintaining a four foot separation from any evidence of high groundwater. Please be reminded that any changes to the original plan require an amending permit from this department. A response to these concerns will enable this project to move on. Sincerely, Victor D.
