Install the OWTS exactly as depicted on the Brock Civil, LLC design documents stamped and signed by Vern L.
Brock, PE on December 14, 2018. The system is designed to serve a three bedroom cabin.
The OWTS consists of a 1,250 Valley Precast three chamber tank with an effluent screen placed between the second
and third compartments, and the third compartment equipped with an Orenco PF 3005 HH pump within a biotube
vault which will pressure dose approximately 80 gallons of effluent onto a three foot thick sand mound with one run
of 26 Quick 4 Low Profile chambers placed on top. Distribution through the Infiltrator chambers is vai a 2" diameter
pvc pipe fastened to interior of the chambers with 1/8" drill holes facing up spaced every three feet with a 1/" weep
hole at the end facing down with scour protection.
Note: The Contractor must obtain a gradation analysis of the sand no more than one month prior to the installation
date to assure the secondary sand specification is met. The control panel with audible and visual alarm must be
within line of sight of the cabin.
Call Eagle County and the design engineer well in advance of requesting inspections. All inspections necessary to
certify the system must be performed by the design engineer. System certification along with a record drawing and
photos must be submitted to, and approved by, Eagle County Environmental Health prior to the use of the system or
occupancy of the dwelling.
THIS PERIMT EXPIRES BY TIME LIMITATION AND BECOMES NULL AND VOID IF THE WORK AUTHORIZED BY THE PERMIT IS NOT COMMENCED WITHIN 120 DAYS

We are selling our property at 9043 Brush Creek Rd and will not be using the septic permit. Not even sure if it is still valid,

OWTS ADDENDUM TO THE DESIGN DRAWINGS

Dear Environmental Health:
This addendum is provided to supplement the revised design (drawings) stamped
December 18, 2018, and to assist in the review of the drawings and calculations
thereof for the on-site wastewater treatment system (OWTS) serving 9043 Brush
Creek Road, Eagle County, Colorado. References to Regulation 43 (Reg 43) refers to
the requirements of the Colorado Water Quality Control Commission’s Regulation No.
43 - On-site Wastewater Treatment System Regulation, 5 CCR 1002-43, effective May
15, 2018, or as adopted by Eagle County Environmental Health (EH), and all other
Eagle County Land Use Regulations that may apply.
FACILITY
The parcel is a 4.9 Acre parcel split between an upper terrace and a lower field, with
Brush Creek running through the parcel south to north, (see Vicinity Map). The
proposed use is rural residential. No change in zoning is proposed.
The proposed residence is a modular home, 3-bedroom, on the lower field.
Ground water depth at the time of digging profile holes on April 22, 2018, was
approximately 4 ft. Due to the location of Brush Creek to the west, an irrigation/tail
water spring to the east, the on-site wastewater treatment system is best served by a
pressure dosed “Mound System” according to Reg 43.
Other locations of the lot were explored for the soil treatment area (STA), but rejected
due to insufficient setbacks per Regulation 43.7, Table 7. Due to the challenges and
costs to pump up to the upper terrace, requiring a frost proof elevated crossing of
Brush Creek, the owner rejected that location.

The owner dictated the preferred location of the home, conforming to the 75-feet
stream set-back of Brush Creek per the Eagle County Land Use Regulations. With
that, the septic system was designed to the east of the house toward the narrow
corridor of higher ground maximizing the distance between the water features. As
such, it resides in a treed area, but mostly constructible in a straight line for the
chambers. Contractor to clear trees as needed to prevent impact to the OWTS.
ABSORPTION AREA
For consistency in the soil treatment area (STA), 3-foot of specified concrete sand is
utilized for the absorption area for Treatment Level 1 (TL-1). Profile holes dug April 22,
2018, indicate there is not a limiting layer in the soil matrix.
Reductions in the design flows included:
Chamber Reduction = 30% (Factor = .70)
Dosing Reduction = 20% (Factor = .80)
Due to the obtainable specified concrete sand, a Long-Term Acceptance Rate (LTAR)
= 0.8 GAL/Day/sf was utilized (CDPHE, Table 10-1). See attached Figure 4 Treatment
Sand Specifications by Old Castle.
The STA area chosen was evaluated to be the best location away from buildings, land
features, water features and the adjoining lot dwelling to the north.
RESERVE STA
A reserve STA is an area reserved for the condition and likeliness of the failure of the
current designed OWTS. Inherently the STA - leach field is a “progressive failure”
component, and its life span is based on both environmental and human factors
affecting the biological treatment of the effluent. A mound system can be damaged by
high groundwater and flooding. Owner to monitor the adjacent streams and secure the
banks to prevent flooding of the OWTS.
As shown on the site plan SS1, the upper terrace referenced herein is the only viable
dry alternative if the lower field is challenged with flooding, subsurface or surface. The
subject failure of the OWTS would require the existing pump system to be redesigned
and pumped to a new STA as shown on SS1, while crossing Brush Creek. This would
require a pipe bridge, pipe freezing mitigation and other design considerations under a
modification permit with Eagle County Environmental Health.
1,250 GAL 3-COMPARTMENT SEPTIC TANK
The permit is for a 3-bedroom home, with only the tank sized for 4-bedrooms or future
expansion. The septic tank is built by (Valley Precast), Inc., with pumping systems and

controls by them. Some installation required by others. Visible and audible alarms to
be tested prior to being connected to septic flows. Contact Valley Precast at (719)
395-6764 for service and warranty work. Per Reg 43.5.G.3, the proposed final grade
of the tank is subject to the modular foundation design by others, final grading of lot,
and keeping above potential shallow flooding. Pipe invert elevations are equally
subject to the final grading and should be established by a qualified surveyor.
VALLEY PRECAST PUMP AND TANK SETUP
The dosing pump (by ORENCO) was designed to not have between 10-15 % variation
in the orifice flow during dosing. The EH approved design and conditions to be
submitted to Valley Precast for verification of pump and pipe specifications prior to
order. Any substitutions to be approved by the engineer.
Pump dosing calculations were based on inhabitants and projected effluent. Orifice
size was determined by ORENCO pump software as verified by Valley Precast, Inc.
Dosing cycles are preset by Valley Precast based on the calculations. It is possible
that the owner may need to adjust dosing cycles in the future. Control panel meets
Reg 43.9.I.7. per Valley Precast.
INSTALLATION
All work required to be by a licensed septic installer in Eagle County and experienced
with mound and dosing systems. Owner advised to obtain contractor references.
The house to septic tank connection to be fitted with schedule 40 (not SDR 35) pipe
extensions, and one (1) “Fernco/Shear Guard” coupler near tank entrance to prevent
breakage of pipe due to tank or soil movement. Tank baffles to be installed per Reg #
43, or by manufacturer (inlet tee above liquid surface 5 inches min, min 8 inches below
liquid surface. Outlet tee shall extend 14 inches below the outlet invert and includes a
bio filter (effluent screen) before the pump chamber. No over excavation allowed for
septic tank or chambers. Install septic tank level on 6 inches of ¾” screen rock over
140 N filter fabric. All pipe to be Schedule 40 solvent-weld joints (gasketed push-on
fittings not recommended due to the tree roots). Connections between the tank
and risers shall be sealed and watertight.
Backfill and compact the pipe trench, septic tank and risers to manufacturer
specifications. Use CDOT Class 6 Road base or ¾-inch screen rock for “shedding” all
pipe to prevent settlement. Install 2-inch rigid insulation above pipe at all areas of
motorized traffic or potential frost if pipe depth is less than 4 ft., including the dosing
“drain-back” line to septic tank. Grade to surroundings, allowing for settling. Risers
to be to grade with tamperproof lids.

SPECIAL GRADING and EARTH WORK
Without the home installed or a foundation design with a grading plan, additional
grading of the lot and “mound system” will be required to divert all surface water away
from the STA and home. Grading shown on SS1 is approximate and subject to field
conditions. Additional fill may be required. Notify engineer prior to trench
construction to verify the spec sand base elevation is observed above
groundwater. Use only soil free of gravel or boulders as needed for trench
embankment and grading. Use Reg #43 specified concrete sand for the treatment
zone, minimum 3 ft width X 3 ft. depth trenches.
REQUIRED MAINTENANCE
Maintenance annually or as needed includes, but not limited to:
1)Cleansing of the septic tank bio-filter: annually or AS NEEDED.
2)Pumping of septic tank (2-3 years per Regulations).
3) Back flushing the dosing line in the chambers using the hose connection at the
end of dosing line. Maximum pressure for cleaning per pipe specifications.
Flush to only clean orifices; Do not saturate the soil treatment area. Remember
to shut off the back-flush valve after cleaning.
4)Prevent all disturbance to the surface treatment area, including vehicles,
humans and animals, and no non-natural watering. Fencing advised.
SEPTIC TANK DIMENSIONS TO FACILITIES
Separation to facilities is critical and the licensed installer is required to meet all
minimum distances between components of the On-Site Wastewater Treatment
System according to Table 7-1, Section 43.7 of Reg 43. Survey by others
recommended.
CONSTRUCTION DEVIATIONS CONFLICTING TO DESIGN OR THE
REGULATIONS
Notify the engineer of any deviations in the in-situ conditions or limitations to construct
the OWTS in accordance with the design drawings, this addendum, or Reg #43 prior to
commencement of the work.
All work to conform to the manufacturers recommendations, including but not limited
to: pipe installation, Valley Precast components, Infiltrator Chambers, inspection ports,
electrical and all controls. This OWTS design is not responsible for the
construction means and methods of all others performing the work, including
their responsibility to meet any and all federal, state and local codes and

regulations, including health and safety requirements for all others.
ENGINEERING INSPECTION REQUIRED
The engineer shall be notified of all work, 48 hours in advance, to allow observation of
the work meeting the design drawings prior to backfill. Pictures are not a substitute to
engineering inspection – regardless of conditions or hardship(s). No substitutions or
changes allowed without prior engineer approval.
RECORD DRAWINGS REQUIRED
OWTS contractor and electrical contractor to provide engineer record drawings of all
work, including bearings and 3-point ties to benchmark or other facilities. PLS survey
may be required if record drawing does not accurately reflect the as-built condition.
Provide record drawings to engineer a maximum of 30 days following completion to
allow for final certification process and submittals to Environmental Health.

According to Ray and others, the sand specified in any higher treatment system, including your mound system, is not available locally, although it has been
available in the past; If not local, it would have to be trucked in at a great cost. Ray would like for me to redesign the en re leach field, including calcula ons,
for the lower spec (local) sand. That is what other engineering firms are doing due to the condi ons we are faced with.
Does that make sense? It is not so much new regula ons, but availability of the Basel sand base.
My current posi on is to ascertain the sources of sand and the specifica on. And if not available, redesign as needed.
I will get the informa on I need and get back to you with your op ons and costs to discuss.

I was able to confirm with Kelly Miller, our staff surveyor, that your parcel (#2195-011-00-004) was not legally subdivided and is therefore not a legal lot of record.
The County has a subdivision exemption plat process available to legalize your property; the end result will be a final plat creating a legal lot. Please be aware we
cannot issue any permits until the lot is has been platted. As I mentioned yesterday, we can review all of your permits concurrently with the exemption plat so that
your project is not delayed any more than absolutely necessary. I understand this is very unexpected information and our team is going to help you through the
exemption process and make it as smooth as we possibly can.
A handful of the neighboring properties have been legalized through the subdivision exemption plat process but there are still some that are not yet legal lots of
record. I encourage you to reach out to these neighbors and encourage them to join you in the exemption plat process.
I have CC'd Kris Valdez, one of our Planners, who can help answer any questions you may about the subdivision exemption plat process. Ray and I are also
available to answer any questions or provide guidance although Kris will be a more expert resource.

Surface of Soil Treatment Area (STA) shall be based on LTAR and not the percolation rate.
Soil Treatment Area = Design Flow (gals/day)/LTAR gal/day/SF.
Long Term Acceptance Rate (LTAR) is calculated as follows:
·According to Table 10-1, the LTAR is estimated to be 0.8 Gal/day/SF. (for 3 ft. deep unlined sand filter)
·Design Flow = 450 GPD/ 0.8 G/day/sf x (0.7) (Table 10-3) (Chambers)= 394 GPD
·For pressure dose (Table 10-2) (0.8); 394 x 0.8 = 315 GPD
·Using Standard Quick 4 Infiltrators; 315 SF/12 sf per Infiltrator = 26 Infiltrators.
·Trenches shall be (1) run of (26) Infiltrators, TOTAL (26).
·Valley Precast 1,250 gallon tank with low flow dosing pump and chamber
·Chamber Product to be Infiltrator Systems, Inc. “Quick 4” Low Profile Chambers.
SEPTIC TANK: For a maximum 4 bedroom residential structure, Minimum Tank Capacity is 1,250 gallons in the first 2 chambers,
and meets a minimum of 48 hours of retention. Proposed Valley Precast Tank: Inlet side 843 gallons, Middle 420 gallons, and Outlet
421 gallons. Water tightness per Section 9, ASTM C 1227-12.
INSTALLATION
Install all components to the required setbacks required by regulations. No over excavation allowed for septic tank or trenches.
CHAMBER TRENCH CONSTRUCTION: Dig trench at north end of chambers 1 ft to bottom of sand; trench to be level to south
end (~7338). Fill in 3 ft of spec sand in 2 lifts. Import pit run for sides of basel area to north. Install chambers onto sand trench 3 ft X
104 ft level. in (1) run of (26) chambers. Backfill the chambers and all voids with native Sandy Loam (no cobbles) or spec sand to top
of chambers. Import may be required for proper backfill - as noted for north end. Grade mound top (~7343) with 3:1 side slopes to
existing grade. Install 2" pvc dosing pipe to crown of chambers with zip ties - typical. Drill 1
8" diameter holes at 12 O'clock at 3' on
center and 1/4" weep hole at end of chamber run with splash plate.
TOP SOIL CONSTRUCTION: Back fill over chambers with 12 inches of high organic top soil and reseed to native vegetation. Do
not compact top soil! Mound topsoil for positive runoff, 1 ft.-18 inches.
SEPTIC TANK & PIPE CONSTRUCTION: Install septic tank level with 6" sand gravel bedding. Install the delivery pipe from
the residence to the septic tank minimum 2% slope, Schedule 40 PVC (ASTM D 2665) or SDR 35. Septic tank to have risers brought
to final grade and shall have a secure locking mechanism. Glued fittings for both pipe types due to tree roots.
ALARM: A visual and audible alarm shall be incorporated into the controls and electrical connections. Alarm to be in an open
area or area easily visible.
PUMP DESIGN: Given max orifice differential flow of 10%; Orenco PF 3005 HH, High Head Pump, 12 GPM, 1
2 HP, 115/230V, 60
Hz.
DOSING: Orenco Pump dose 4 times a day at 80 gal.
NOTES:
1.The building sewer line from the house to the septic tank shall have a slope of ¼ inch per foot (2%). Bends in the building sewer
shall be limited to 45 degrees.
2.Use topsoil for vegetative cover.
3.Assemble and install the Infiltrator Chambers in the trenches according to the manufacturer's recommendations.
4.Vehicle traffic, animal concentrated loads and irrigation over the system is prohibited. Fencing advised.
5.The Septic System Installation shall be inspected by the Design Engineer prior to backfill.
6.All installations shall meet the rules and regulations of the Eagle County Environmental Health Department.
7.Electrical requirements of alarm to be determined by Electrical Contractor prior to construction.
8.The Bio effluent screen shall be installed in the outlet tee of the second chamber with both tees visible from the access portals.
Screen shall be maintained annually or as needed.
9.Pump septic tank every 2-3 years minimum to prevent deterioration of concrete.
10.Installer must be licensed installer in Eagle County; see permit.

* CONDITIONS:
1. All .installation must comply with all requirements of the County Individual Sewage Disposal Regulations,
adopted pursuant to authority granted in 25-10-104, CRS 1973 amended 25-1-614, CRS 1973
2. This permit is valid only for connection to structures which have fully complied with County Zoning and
building requirements. Connection to or use with any dwelling or structures not approved by the building
and Zoning office shall automatically be a violation of a requirement of the permit and cause for both
legal action and revocation of the permit.
3. Section III, 3.24 requires any person who constructs, alters, or installs an individual sewage disposal
system in a manner which involves a knowing and material variation from the terms or specifications con-
tained in the application of permit commits a Class I, Petty Offense ($500.00 fine - 6 months in jail or

attached sheet.) The individual sewage disposal system will be constructed and installed in accordance with the
regulations governing individual sewage systems within Eagle County, and shall comply with House Bill 1553 CRS
66-14, 1973. Payment shall be made to the Eagle County Treasurer. Permit, upon approval of this application, may be
obtained at the Eagle County sanitarian's office.
Appointment for final inspection must be made prior to construction by contacting the inspecting sanitarian. [Phone
328-7718 between 8:30 and 9:00 AM.] Refer to permit number. No approval will be given on any system without final
inspection.
