MERRY, REHS Manager June 1, 2018 Project No. C1373 Brennan and Elissa Buckley elissbuckley@gmail.com Onsite Wastewater Treatment System (OWTS) Installation Observations 116 Fawn Drive Eagle County, Colorado Permit Number OWTS-4-18-18959 Brennan and Elissa, ALL SERVICE septic, LLC observed the installation of the onsite wastewater treatment system (OW TS) on May 9 & 30, 2018 for the subject property. Tonka Excavation installed the system. The existing septic tank was pumped, crushed, and remaining void filled with onsite materials. The existing STA was abandoned in place. The existing cast iron pipe was examined and found to be in a condition that did not warrant replacement at this time (see photo below). Replacing this section of sewer line would require dismantling the deck. The installation included a 1500-gallon, two-compartment concrete Valley Precast septic tank with an Orenco® ProPak and PF5005 pump in the second compartment. Floats were set to dose approximately 80 gallons, allowing for approximately 6 gallons of drain back after each pump cycle. The control panel for the pumping system is located on the south side of the residence to the right of the sliding glass door. RB Electric wired the pump and Valley Precast performed start-up of the pumping system. Effluent is pressure dosed through a 1.5-inch diameter pump line from the septic tank to the STA. The STA consists of a chamber bed with four rows of 15 ‘Quick 4’ Standard Plus Infiltrator® chambers for a total of 60 chambers and 720 square feet of infiltrative area. Effluent is pressure dosed to a 1.5-inch diameter level manifold and 1.5-inch diameter laterals, which were hung with zip ties from the underside of the chambers. Laterals have 5/32-inch diameter orifices facing up, with the exception of the first and last holes facing down for drainage. Orenco® Orifice Shields were placed on the downward facing orifices. The orifices were placed 3-feet on center. Each lateral ends in a 90 degree ell facing up with a ball valve for flushing. Valves were placed in a valve box, accessible from grade. Inspection ports were placed at each corner of the chamber bed. Ports were cut to grade and covered with a valve box for access. The OWTS was generally installed according to specifications. This observation is not a guarantee of workmanship and/or parts and materials. ALL SERVICE septic, LLC should be notified if changes are made to the OW TS in the future. Any additional OWTS construction must be according to the county regulations. LIMITS: Observations are limited to components that are visible at the time of the inspection. The installer must have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The quality of the installation is dependent of the expertise of the installer, soil type, and weather conditions. Please call with questions. The property is located outside of Basalt, in an area where OWTSs are necessary. Legal Description: Lot 22, Red Table Acres Parcel ID: 2391-272-01-016 SITE CONDITIONS A 4-bedroom, single-family residence presently exists and is utilizing an existing OWTS. The existing OWTS consists of a 1000-gallon concrete septic tank followed by an approximate 700 square foot pipe and gravel soil treatment area (STA). The existing OWTS is documented by Eagle County Department of Environmental Health Permit No. 198. There is documentation of a conversation in 2006 regarding the addition of a bedroom necessitating enlargement of the OWTS. It appears a bedroom was added by a previous owner, but the OWTS was not modified. The STA is experiencing problems and causing the septic tank to over-fill. We are proposing to replace the existing system with the following design. The property slopes moderately to the west. The area of the proposed STA is relatively flat and positioned in a clearing between clusters of scrub oak. The proposed STA must be at least 20-feet from the residence and at least 10-feet from the property line. The residence is served by a community water system. We have enclosed information from the Homeowner’s Association identifying the main water line running down Fawn Drive. The water line enters the property farther to the north than the proposed septic tank location and therefore will not encroach on the minimum 10-foot setback. Table 1 describes the minimum required setback of OWTS components to physical features on the property compared to approximate, proposed setback distances. A visual and tactile soil analysis was completed by Carla Ostberg at the time of excavation.1 The materials encountered in the Test Pit #1 consisted of dark brown clayey topsoil underlain by tan caliche with basalt boulders to a maximum depth explored of 5.0-feet. The mini-excavator encountered digging refusal due to large boulders. No bedrock or groundwater was encountered. The materials encountered in the Test Pit #2 consisted of dark brown clayey topsoil underlain by tan caliche with basalt boulders to a maximum depth explored of 6.5-feet. The mini-excavator encountered digging refusal due to large boulders. No bedrock or groundwater was encountered. A tactile analysis of the soil was taken from 3-feet below grade in Test Pit #2. The soil formed a ball and a ribbon less than 1-inch in length before breaking. The texture of the soil was both gritty and smooth. STA sizing is based on Soil Type 2 with moderate structure grade. A long term acceptance rate (LTAR) of 0.6 gallons per square foot will be used to design the OWTS, in accordance with Table 10-1 Soil Type 2 presented in the Eagle County On-Site Wastewater Treatment System Regulations, adopted May 13, 2014. The existing septic tank and STA will be abandoned in place. The septic tank must be collapsed and remaining void filled with gravel, sand, or compacted soil. Design Calculations: Average Design Flow = 75 GPD x 2 people/ bedroom x 4 Bedrooms = 600 GPD LTAR = 0.6 GPD/SF 600 GPD / 0.6 GPD/SF x 1.0 (pressure dosed bed) x 0.7 (chambers) = 700 SF The new OWTS design is based on 4-bedrooms. An average daily wastewater flow of 600 GPD will be used. The installation must include a 1500-gallon, two-compartment concrete septic tank with an Orenco® ProPak and PF5005 pump in the second compartment. The septic tank must be set at an elevation that allows a minimum 2% fall from the house sewer line and a minimum 1% for drain back of the pump line from STA to the septic tank. Floats must be set to dose approximately 80 gallons per pump cycle, allowing for approximately 6 gallons of drain back after each pump cycle. The control panel for the pumping system must be located within line of sight of the septic tank. We recommend contracting with Valley Precast out of Buena Vista for start-up of the pumping system. Effluent will be pressure dosed through a 1.5-inch diameter pump line from the septic tank to the STA. The pump line must have a minimum 1% grade for proper drain back into the pump chamber of the septic tank after each pump cycle. The STA will consist of a chamber bed with four rows of 15 ‘Quick 4’ Standard Plus Infiltrator® chambers for a total of 60 chambers and 720 square feet of infiltrative area.2 Effluent will be pressure dosed to a 1.5-inch diameter level manifold and 1.5-inch diameter laterals, which must be hung with zip ties from the underside of the chambers. The component manufacturers are typical of applications used by contractors and engineers in this area. Alternatives may be considered or recommended by contacting our office. Construction must be according to Eagle County On-Site Wastewater Treatment System Regulations, the OWTS Permit provided by Eagle County Environmental Health Department, and this design. REVEGETATION REQUIREMENTS An adequate layer of good quality topsoil capable of supporting revegetation shall be placed over the entire disturbed area of the OWTS installation. A mixture of native grass seed that has good soil stabilizing characteristics (but without taproots), provides a maximum transpiration rate, and competes well with successional species. No trees or shrubs, or any vegetation requiring regular irritation shall be placed over the area. Until vegetation is reestablished, erosion and sediment control measures shall be implemented and maintained on site. The owner of the OWTS shall be responsible for maintaining proper vegetation cover. 2 ARC 36 chambers may be used instead of Infiltrator® products. These chambers are slightly larger and if used should include 4 rows of 12 ARC 36 chambers. Page 5 OPERATION INFORMATION AND MAINTENANCE The property owner shall be responsible for the operation and maintenance of each OWTS servicing the property. The property owner is responsible for maintaining service contracts for manufactured units, alternating STAs, and any other components needing maintenance. Geo-fabrics or plastics should not be used over the STA. No heavy equipment, machinery, or materials should be placed on the backfilled STA. Livestock should not graze on the STA. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS. For example, a running toilet or leaky faucet can discharge hundreds of gallons of water a day and harm a STA. If an effluent filter or screen has been installed in the OWTS, we recommend this filter or screen be cleaned annually, or as needed. If the OWTS consists of a pressurized pump system, we recommend the laterals be flushed annually, or as needed. The homeowner should pump the septic tank every two years, or as needed gauged by measurement of solids in the tank. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS. Mechanical room drains should not discharge into the OWTS. The OWTS is engineered for domestic waste only. ADDITIONAL CONSTRUCTION NOTES If design includes a pump, weep holes must be installed to allow pump lines to drain to minimize risk of freezing. The pump shall have an audible and visual alarm notification in the event of excessively high water conditions and shall be connected to a control breaker separate from the high water alarm breaker and from any other control system circuits. The pump system shall have a switch so the pump can be manually operated. Excavation equipment must not drive in excavation of the STA due to the potential to compact soil. Extensions should be placed on all septic tank components to allow access to them from existing grade. Backfill over the STA must be uniform and granular with no material greater than minus 3-inch. INSTALLATION OBSERVATIONS ALL SERVICE septic, LLC must view the OWTS during construction. The OWTS observation should be performed before backfill, after placement of OWTS components. Septic tanks, distribution devices, pumps, dosing siphons, and other plumbing, as applicable, must also be observed. ALL SERVICE septic, LLC should be notified 48 hours in advance to observe the installation. LIMITS: The design is based on information submitted. If soil conditions encountered are different from conditions described in report, ALL SERVICE septic, LLC should be notified. All OWTS construction must be according to the county regulations. Requirements not specified in this report must follow applicable county regulations. The contractor should have documented and demonstrated knowledge of the requirements and regulations of the county in which they are working. The graphs in this section show optimal pump operation ranges with a solid line. Flow flow rates outside of these ranges are shown with a dashed line. To exercise its warranty rights, Holder must notify Infiltrator in writing at its Corporate Headquarters in Old Saybrook, Connecticut within fifteen (15) days of the alleged defect. Infiltrator will supply replacement Units for Units determined by Infiltrator to be covered by this Limited Warranty.
