Permitted Construction / Details:
Install the OWTS exactly as depicted in the Roaring Fork Engineering design, stamped, signed, and dated
September 4, 2019 by Richard B. Goulding, PE. The system is designed to serve a seven bedroom main residence
and a three bedroom barn ADU.
The system consists of two, 2,000 gallon, two compartment septic tanks in series, equipped with and Orenco
PF3005 High Head effluent pump in the last compartment of the second tank. Set floats to deliver 157 gallons of
effluent approximately 265 feet to an Orenco (model V6403A) Automatic Distribution Valve (ADV), set level at the
high point of the system, to allow for drain back to prevent freezing, and made accessible at grade. The ADV will
alternate doses to three shallow beds, each equipped with four rows of 20 Quick4 Plus Infiltrator chambers, for a
total of 240 chambers equivalent to 4,000 square feet of soil treatment area (prior to reduction for using chamber
media). Be sure to scarify the bottom of the bed prior to placement of chambers. Install inspection ports in each
corner of each bed.
NOTE: The exact tank manufacturer and model have not been specified; both septic tanks must meet the design,
size, and materials in the engineered design and be on the current CDPHE WQCD approved tank list.
Contact Eagle County Environmental Health and the design engineer well in advance of requesting inspections prior
to backfilling any component of the OWTS. The design engineer is responsible for conducting all inspections
necessary to certify the installation and assure functionality of the system. System certification, along with photos
and a record drawing is required to be submitted to, and approved by, Eagle County Environmental Health prior to
the use of the system or occupancy of the dwelling.
THIS PERIMT EXPIRES BY TIME LIMITATION AND BECOMES NULL AND VOID IF THE WORK AUTHORIZED BY THE PERMIT IS NOT COMMENCED WITHIN 120 DAYS OF
ISSUANCE, OR BEFORE THE EXPIRATION OF AN ASSOCIATED BUILDING PERMIT

needs can be accessed through the Environmental Health Department’s septic system resource page.
Be aware that changes in the use of your property or alterations of your building may require commensurate changes to, or
relocation of, your septic system. Landscape features, trees with taproots, irrigation systems, and parking areas above the
soil treatment area can cause a premature system failure. It is equally important that you notice and immediately repair
dripping faucets and hissing toilets as this will certainly cause the system to fail. If you have any questions regarding this

The Onsite Wastewater Treatment System (OWTS) at Lot 3 Spring Park Ranch 5694 Upper Cattle Creek
Rd. Eagle County, CO was constructed and installed throughout the summer and fall of 2020, in
accordance with the engineered design that was submitted to and approved by the Eagle County
Environmental Health Department. The equipment installation was done by Valley Precast and a final
inspection was conducted by Tyler Stevens, P.E., of Roaring Fork Engineering on November 13, 2020. The
lids of the septic tanks were removed and the sanitary tees and dosing pumps were observed and
inspected. All proposed pumps, valves, fittings, filters and equipment for the system were present. Each
row of chambers was confirmed to have inspection ports and blow off risers. Below are some photos
taken during construction and during the site visit. The soils were consistence with the initial test pits so
no adjustments were made to the calculations.
During the final inspection the pumps were cycled and the blowoff valve at the end of the field was
opened to ensure flows adequately pressurized the field.

Hi Adam,
I am reviewing the OWTS design submitted for 5694 Upper Cattle Creek Rd. The submission is incomplete, most
noticeably it is missing the design drawing, and the soils tests that you conducted, as explained in your report.
Second, your calculation based on Table 9-1 for tank sizing is incorrect. Further, if using the table 6-1 in the regulations to
calculate daily flow (as stated in your report, "as required by Eagle County OWTS Regulations") then your calculations
are incorrect, and with correct daily flow rate, the 8 foot rule in table 10-1 need not apply. While an engineer may oversize
a system based on their discretion, the reason for doing so should be explained in the report and not put as a requirement
("as required by Eagle County"); for example when calculation the daily flow rate, the first 3 bedrooms are considered to
be at 2 people per bedroom, whereas the next seven bedrooms may be considered for only one per bedrooms.
I attached a plan review checklist and the regulations to help you make corrections and ensure that all required parts of
the design packet are included.
Let me know if you have questions, the design review will be returned to the end of the review queue after the full
submission is received, and may take up to two weeks for review once received.
