COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 87- 6V
RESOLUTION ADOPTING A SUPPLEMENTARY BUDGET AND
APPROPRIATION FOR THE GENERAL FUND, THE TRANSPORTATION FUND,
INSURANCE RESERVE FUND, RETIREMENT FUND, AND THE REVENUE
SHARING FUND FOR FISCAL YEAR 1987, AND AUTHORIZING THE
TRANSFER OF REVENUES BETWEEN VARIOUS COUNTY FUNDS.
WHEREAS, the County has received unanticipated revenue in
the amount of Seventy -nine Thousand Dollars ($79,000) resulting
from fees received for processing and review of the Homestake
II Project application; and
WHEREAS, the County has received unanticipated revenue in
the amount of Ten Thousand dollars ($10,000) from royalties
from the Chambers Gravel Pit; and
WHEREAS, the County has received unanticipated revenue in
the amount of Forty Thousand Three Hundred Fifty dollars
($40,350) resulting from fares collected by the Eagle County
Express System; and
WHEREAS, the County's Insurance Reserve Fund has unantici-
pated revenues in the amount of Ten Thousand dollars
($10,000) resulting from a 1986 year end fund balance in
excess of that previously budgeted; and
WHEREAS, the County's Retirement Fund has unanticipated
revenues in the amount of Five Thousand dollars ($5,000)
resulting from a 1986 year end fund balance in excess of that
previously budgeted; and
WHEREAS, the County's Revenue Sharing Fund has unantici-
pated revenues in the amount of Twenty -five Thousand dollars
($25,000) resulting from a 1986 year end fund balance in
excess of that previously budgeted; and

WHEREAS, the aforementioned revenues were not anticipated
at the time of the adoption of the 1987 budget and /or such
revenues were not assured at the time of the adoption of the
1987 budget and therefore were not appropriated; and
WHEREAS, in view of the needs of the various offices,
departments, boards, commissions, and other spending agencies,
it is necessary to transfer certain previously budgeted and
appropriated moneys; and
WHEREAS, the Board has the authority to expend such
unanticipated or unassured revenues by enacting a supplement-
ary budget and appropriation, and to transfer budgeted and
appropriated revenues from one County fund to another County
fund, pursuant to 29 -1 -111.6 and 29 -1- 111.5, respectively,
C.R.S.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, the Board hereby authorizes a supplementary budget
and appropriation in the total amount of Seventy -five Thousand
dollars ($75,000) to the General Fund (01- 3590 -28) for the
purpose of paying for expenditures incurred by the Community
Development Department during the Homestake II hearings; and
THAT, the Board hereby authorizes a supplementary budget
and appropriation in the total amount of Four Thousand dollars
($4,000) to the General Fund (01- 1200 -10) for the purpose of
paying for overtime hours worked by staff members in the
Attorney's Office related to the Homestake II hearings; and
THAT, the Board hereby authorizes a supplementary budget
and appropriation in the total amount of Ten Thousand dollars
($10,000) to the General Fund (01- 3510 -08) for the purpose of
supplementing the Coronor's budget. The supplement is neces-
sary due to substantially more deaths in the County; and
THAT, the Board hereby authorizes a supplementary budget
and appropriation in the total amount of Forty Thousand Three
Hundred Fifty dollars ($40,350) to the Transportation Fund for
the purpose of operating the Eagle County Express System; and
THAT, the Board hereby authorizes a supplementary budget
and appropriation in the total amount of Ten Thousand Dollars
($10,000) to the Insurance Reserve Fund for the purpose of
covering unanticipated claims, settlements, and attorney's
fees; and
THAT, the Board hereby authorizes a supplementary budget
and appropriation in the total amount of Twenty -five Thousand
dollars ($25,000) to the Revenue Sharing Fund for the purpose
of purchasing two Sheriff's vehicles; and
THAT, the Board hereby authorizes a supplementary budget
and appropriation in the total amount of Eight Thousand Five
Hundred dollars ($8,500) to the Retirement Fund (08 -1460) for
the purpose of covering expenditures caused by increased
enrollment; and
THAT, the Board hereby authorizes a supplementary budget
and appropriation in the total amount of Twenty -two Thousand
dollars ($22,000) to the Transportation Fund for the purpose
of paying operating expenses of the Eagle County Express
System; and
THAT, the Board hereby authorizes a transfer in the total
amount of Fifteen Thousand dollars ($15,000) from the Contin-
gent Fund to the Airport Fund for the purpose of funding a
shortfall in revenue receipts; and
THAT, the Board hereby authorizes a transfer in the total
amount of Three Hundred Forty -two Thousand Eighty -four dollars
($342,084) from the Road and Bridge Construction Fund, Brush
Creek Road Account, to the Motor Pool - Heavy Equipment Fund
for the purpose of capital acquisitions in Motor Pool - Heavy
Equipment Department; and
THAT, the Board hereby authorizes a transfer in the total
amount of Three Thousand Five Hundred dollars ($3,500) from
the Capital Improvements Fund, new Administration building
account, to the Retirement Fund (08 -1460) for the purpose of
covering expenditures caused by increased enrollment; and
THAT, the Board hereby authorizes a transfer in the total
amount of Twenty -two Thousand dollars ($22,000) from the
Capital Improvements Fund, New Administration Building Ac-
count, to the Transportation Fund for the purpose of paying
operating expenses of the Eagle County Express System; and
THAT, the Board hereby authorizes a transfer in the total
amount of Sixty -nine Thousand Four Hundred Four dollars
($69,404) from the General Fund land sale proceeds account, to
the Capital Expenditures Fund for the purpose of paying for
construction on the Senior Center; and
THAT, the Treasurer of the County of Eagle is hereby
requested and directed to take all action necessary to effect-
uate the intent of this Resolution; and

THAT, pursuant to §§ 29 -1 -11.5 and 29- 1- 111.6, C.R.S.,
this resolution, as proposed, has been published in full one
time in a newspaper having general circulation within the
territorial limits of the County of Eagle, State of Colorado;
and
THAT, the Eagle County Administrator is hereby requested
and directed to immediately transmit an original or certified
copy of this Resolution to the affected spending agencies and
the officer or employee of the County of Eagle whose duty it
is to draw warrants or orders for the payment of money; and
THAT, the Eagle County Administrator is hereby further
requested and directed to file an original or certified copy
of this Resolution with the Division of Local Governments in
the Department of Local Affairs; and
THAT, this Resolution is necessary for the public health,
safety and welfare of the County of Eagle, State of Colorado.
MOVED, READ AND ADOPTED by the Board of County Commis-
sioners of the County of Eagle, State of Colorado, at its
