Be sure to add a clean out between the house and tank, within 5ft of the house if conditions all. Securely bed pipe in native soils free of rock and large sharp un crushed gravel. The permit was issued to repair and replace the cast iron sewer line in poor condition, original permit IS-450 to the existing fiberglass tank serving the duplex at the above property. Recommend installing an effluent filter with extension handle in the outlet tee if the existing tank outlet allows for it. Cast iron pipe was replaced from the cleanouts to the tank and the two sewer pipes connect with a "wye" 10 ft from the tank inlet. All pipe adequately bedded. A video inspection of the pipe from unit #A to the septic tank was also completed on this date. The property is listed under parcel #1941-352-02-022 (Unit #A) and parcel #1941-352-02-023 (Unit #B) to account for the existing duplex dwelling which has a shared septic system. The Eagle County Assessor shows the lot sizes as 0.730-acres for unit #A and 0.740-acres for unit #B, respectively. Records were obtained from Eagle County Environmental Health Department documenting the installation of the septic system in 1980 under permit #450 . The septic system was sized and approved for a total of six-bedrooms or three per unit and verified the installation of one 1,500-gallon septic tank with 1,200 square feet of leach field area. The septic tank is located on the west side of the duplex and is made of fiberglass. Both inlet and outlet baffles are in place as required, and we verified the partition wall between the compartments is also present and functional. The liquid levels in the tank were normal, and the tank was pumped out within the last few weeks by another company. The septic tank is in good condition, with the exception, of a crack in the top near the second opening. The crack extends downward about a foot but stops above the normal liquid level and in no way affects the functionality of the tank. Access to the septic tank openings is difficult as the tank is about four feet below grade and the original riser accommodations were made of wood which is badly deteriorated. No outside clean-outs were observed from either unit. We accessed the pipe from the crawl space in unit #A and used a camera to inspect the line to the septic tank. Near the foundation wall the pipe transitions to cast iron and there is a low spot that is holding water beginning at the foundation and extending about ten feet. At forty feet from the access point the pipe condition begins to deteriorate with small roots growing into the pipe as it nears the tank. We also pushed the camera through a clog in the pipe at sixty-two feet which is just before the pipe from unit #B connects to the same line. The pipe runs along the north side of unit #B and is under the deck on that side of the duplex. The leach field is west of the septic tank and several feet lower. Due to the age of the field, there are no inspection ports, but the entire perimeter was walked and observed with no visible indications of surfacing or failure. The area is free of shrubs and brush with good grass cover which helps with the evapotranspiration of liquid in the field. From our observations, both the septic tank and leach field are functioning normally. Upon completion of the inspection, we believe the following is the most efficient method of repair: Replace the line coming from unit #A starting at the foundation wall in order to correct the low spot and remove the compromised pipe. This would include replacing the short section of pipe from unit #B that connects with the line before the septic tank. Install plastic riser rings over each opening after removing the dirt and debris that is present on top of the tank and using construction adhesive or something similar, to repair the crack. The plastic material could be cut to the form of the tank and properly sealed in order to keep dirt and debris from entering the tank. It will be necessary to obtain a permit from Environmental Health for this repair, but it will not be necessary to hire an engineer.
