HomeMy WebLinkAboutMinutes 09/19/2023 PUBLIC HEARING September 19, 2023 Present: Kathy Chandler-Henry Chairman Matt Scherr Commissioner Jeanne McQueeney Commissioner Mike Nugent Chief Strategy Officer Kathy Scriver Deputy Clerk to the Board This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Constituent Input Chairman Chandler-Henry opened and closed public comment, as there was none. Commissioner Updates Commissioner Scherr stated that he had nothing to share. Commissioner McQueeney expressed her gratitude for the folks who came to the Basalt Library last Thursday to meet with her. It was an opportunity for constituents to come and talk about what was on their minds. Chairman Chandler-Henry acknowledged the huge loss in the Eagle County family this week with the loss of Kelley Collier's daughter,Millie. She thanked everyone who had been supporting Kelley in their thoughts, prayers, and actions and encouraged them to continue to do so. County Manager Updates Mike Nugent added his thoughts and prayers. Consent Agenda 1. License Agreement between Eagle County and Habitat for Humanity Vail Valley Jesse Meryhew,Facilities 2. Approval of the Minutes for the Board of County Commissioner Meetings for August 4,August 8,August 21, and August 22,2023 Kathy Scriver, Clerk&Recorder's Office 3.August 2023 Payment Report Julia Bankert,Finance 1 09/19/2023 Mr. Meryhew spoke about the Habitat for Humanity project in Eagle. He believed it was an exciting project for the School District and the county. The module homes for the project would be delivered and stored at the Eagle County Maintenance Service Center;there were 32 units that would be stored there for a couple months. They would eventually be moved one-by-one through the staging process of construction. Commissioner Scherr moved to approve the Consent Agenda for September 19, 2023 as presented. Commissioner McQueeney seconded the motion. The vote was declared unanimous. Business Item(s) 1. Resolution 2023-060 Approval of the 3rd Supplemental Budget 2023 Anna Earl, Finance Executive Summary: Public notice will be completed on September 14th,2023, and the review and request for these additional appropriations will be made in the September 19th,2023 public meeting. Anna Earl,Eagle County Finance Director,presented the request. She reviewed the summary page. The total requested revenues totaled$6,099,346 and the total expenditures across all funds was $13,258,255. Pages two and three of her presentation provided details per fund,project description, and amounts for revenue and expenses. She highlighted the items over$100,000. Chairman Chandler-Henry noted the huge amount of interest the Treasurer was able to gain which was helpful with the high health insurance claims. She asked about the health insurance and wondered if there was money in reserves. Ms. Earl stated that there was money in reserves. Chairman Chandler-Henry wondered about the two Gillig buses. Ms. Earl stated that it was a brand of a hybrid bus. Chairman Chandler-Henry wanted to refer to the Castle Peak funding as an investment rather than a donation. She believed it was really an investment in the community. She believed it was a huge return on investment for the county. McQueeney spoke about the partnership with Cassia for Castle Peak and believed that Cassia had been doing a good job at keeping the program operational. Commissioner Scherr spoke about the initiative for Medicaid funding for jail inmates. He wondered if this option had been explored. Chairman Chandler-Henry spoke about the fund balances and wondered if there were any she was concerned about either being too high or too low. Ms. Earl stated that the only one they were keeping a close eye on that was low was the property and casualty insurance. Commissioner McQueeney moved to approve the 3rd Supplemental Budget 2023. Commissioner Scherr seconded the motion. The vote was unanimous. 2. Resolution 2023-061 Opting in to Proposition 123 Jill Klosterman,Administration 2 09/19/2023 Executive Summary: Eagle County Government would like to opt in to Proposition 123 and commit to increase the supply of affordable housing units within Eagle County along with making projects within unincorporated Eagle County eligible to apply for Proposition 123 funding. Kim Bell-Williams,Eagle County Housing Director,presented the resolutions. Proposition 123 was a statewide housing initiative voters approved in November 2022. Beginning July 1,2023, all communities must 'opt in' and agree to a baseline of affordable units for a three year period and increasing affordable units by 3% per year. Some of the funding details were still to be determined. Tori Franks,Eagle County Resiliency Director, spoke about the collaboration with municipalities and indicated that most of Eagle County had opted in. The 3%annual goal was equivalent to 18 units or 55 units over three years. She believed it was important for all the municipalities to opt-in considering that a lot of the development was not in Eagle County. Ms.Bell-Williams reviewed some of the projects that may qualify for Prop 123 funding such as homeless services, down payment assistance support,West Eagle development,CMC Building 3 in Edwards,Freedom Park Apartments, and future development partnerships. Commissioner McQueeney asked about resident occupied units. Ms. Franks believed that resident occupied units (RO) depended on the price and may or may not fit in. She thought that a majority of Prop 123 dollars would go towards income and price capped units. It was unlikely an RO project would be a fit. Chairman Chandler-Henry wondered if the funds were competitive. Jill Klosterman,Eagle County Chief Financial Officer, stated that she believed the funding would be competitive and would take some ambitious and well written grant applications. Commissioner Scherr moved to approve the resolution opting in to Proposition 123. Commissioner McQueeney seconded the motion. The vote was unanimous. Work Session 1. EGE Rebranding Update 2.
