HomeMy WebLinkAboutMinutes 09/12/2023 PUBLIC HEARING September 12, 2023 Present: Matt Scherr Chairman Pro-Tern Jeanne McQueeney Commissioner Jeff Shroll County Manager Kathy Scriver Deputy Clerk to the Board Absent: Kathy Chandler-Henry Chairman This being a scheduled Public Hearing,the following items were presented to the Board of County Commissioners for their consideration: Commissioner Scherr noted that Chairman Chandler-Henry was on some well deserved time away. Constituent Input Chairman Pro-Tern Scherr opened and closed constituent input as there was none. Commissioner Updates Commissioner McQueeney mentioned that the Colorado State University Extension office was accepting applications for the 2023/24 Family Leadership Training Institute. The application deadline was Monday, October 16. Those interested in the program could apply online. Chairman Pro-Tem Scherr mentioned that yesterday was September 1 lth,and he appreciated the memorial service put on by the local first responders to honor and remember the first responders 23 years ago. He hoped that people would remember the sacrifices that first responders made,and that people honor that sacrifice by demanding real opportunities to achieve a prosperous life. County Manager Updates Jeff Schroll recognized Fernando Almanza, Deputy Emergency Manager, for responding to an emergency last week. Mr. Almanza kept the Emergency Operations Center operating during the time I-70 and Hwy 6 were closed due to a fire. Consent Agenda 1. Seventh Amendment to Colorado Mountain College and Anderson Mason Dale Architect Agreement for the Edwards CMC Phase 2 Project Kristin Degenhardt,Project Management 1 09/12/2023 2. Ratification of FAA Airport Improvement Program(AIP)Grant No. 3-08-0020-071-2023 BIL Funds for Taxiway A Rehabilitation Project Josh Miller,Airport Commissioner McQueeney moved to approve the Consent Agenda for September 12, 2023 as presented. Chairman Pro-Tern Scherr seconded the motion. Of the two voting commissioners,the vote was declared unanimous. Business Item(s) 1. Resolution 2023-059 Authorizing Assignment To The Colorado Housing and Finance Authority of a Private Activity Bond Allocation of Eagle County Pursuant to the Colorado Private Activity Bond Ceiling Allocation Act Kim Bell Williams,Housing Executive Summary: The Colorado Private Activity Bond Ceiling Allocation Act allows each county in the state of Colorado to receive a Private Activity Bond Allocation based on population. In 2023, Eagle County was awarded$3,356,558 in Private Activity Bond Allocation. Eagle County shall assign their portion of the bonds to the Colorado Housing and Finance Authority,who will allocate that same portion to any development partners in Eagle County or the surrounding area. Ms. Bell Williams stated that every year the state allocated an amount to Eagle County. This year the amount was $3,356,558. Typically there was a project ready to go,but this year there was not, so they wished to assign the funding to be used by the Colorado Housing and Finance Authority. Commissioner McQueeney moved to approve the Resolution Authorizing Assignment To The Colorado Housing and Finance Authority of a Private Activity Bond Allocation of Eagle County Pursuant to the Colorado Private Activity Bond Ceiling Allocation Act. Commissioner Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and reconvene as the Eagle County Housing and Development Authority. Chairman Pro-Tem Scherr seconded the motion. The vote was unanimous. Eagle County Housing and Development Authority 1.Agreement for Procurement and Installation Services between Riverview Apartments, LP and 70 Services LLC Daniel Murray,Housing 2 09/12/2023 Executive Summary: In May 2023 during a regular unit inspection, it was suspected that a tenant at Riverview Apartments may be using methamphetamines in their unit. Upon discovery, Riverview hired an independent testing company to test the unit,where the report returned high levels of crystal meth smoke on all of the surfaces. This is a very dangerous substance and can cause extreme harm to residents. We have contracted with a professional remediation company to renovate the unit since the tenants are no longer living there. The company utilizes the report and guarantees full removal of any harmful substances. This is a specialized practice and ensures safety for the future residents of the unit. Ms.Bell Williams introduced the team-Johnathan Johnson,Riverview Property Manager and Brenda Camunez,Property Manager. Ms. Camunez explained that the contract before the board was for Riverview Apartments and 70 Services for cleanup of a unit with high levels of contamination. The tenants lease was not renewed and were referred to the homeless service program. This company specialized in methamphetamine mediation. The cost of the services was $26,050. Mr. Johnson stated that the company that was chosen seemed well versed and offered to return as many times as needed. The tenants left behind a cat that has been rehomed and is being well taken care of. Commissioner McQueeney moved to approve the Agreement for Procurement and Installation Services between Riverview Apartments,LP and 70 Services LLC. Chairman Pro-Tem Scherr seconded the motion. Of the two voting commissioners,the vote was unanimous. Commissioner McQueeney moved to adjourn as the Eagle County Housing and Development Authority and reconvene as the Eagle County Board of County Commissioners.
