JVA Inc. (JVA) is the designated engineer to process all OWTS permit applications within Frost Creek. JVA has reviewed the OWTS design and has determined that it is in general conformance with OWTS requirements of the PUD. The most recently reported sampling results from the Water Quality Monitoring and Mitigation Plan (dated July 13th, 2016) did not result in any exceedances of the water quality trigger limits. Water is provided by the Town of Eagle Water Department. There are no existing septic systems on Lot 39. The topography of the property is moderate. Within the proposed leachfield area the topography was moderate, about 10 percent, sloping west to east. The leachfield will be located south from the proposed building site, in the back yard of the proposed residence. One profile hole and three percolation holes were excavated and observed. The Profile Hole had about 8 inches of topsoil over 8 inches of dark brown, blocky clay over reddish brown, sandy gravel with subangular to flat sandstone and shale rocks to about 2.5 feet. From 2.5 to 6.5 feet was reddish-brown, silty, gravelly sand with cobbles and boulder. Some of the boulders had about 2 feet diameter and the mini excavator had difficult time digging them out. There was no ground water or bedrock observed at the time of the excavation. The proposed septic tanks and the treatment components are at least 45 feet away from the house, and at least 35 feet away from the leachfield. The leachfield is at least 83 feet away from the house, and about 67 feet away from the closest property lines. The proposed leachfield site will be located in the back/side slope, on a linear slope, along the contours. The topography of the proposed leachfield site is moderate (about 10 percent slopes) and the trenches will run along the contours. The vegetation of the proposed leachfield site consisted of wild grass and some sage brush. : The natural topography of the site is moderate, sloping west to east. At about the middle of the lot there is an old, abandoned irrigation ditch. Above (west) the old ditch the vegetation is all sage brush, while to the east of it is mostly grass with some sage. Based on the records available, the property seems to have been used as a ranch by an early settler, W.E. Frost from the early 1880's. From 1973 the land had been developed into the residential subdivision Adam’s Rib Ranch with a golf course. Most recently, in March of 2015 the property had been repurchased and renamed to Frost Creek Ranch. The use remains as a residential subdivision with a golf course. One profile hole and three percolation holes were excavated. Percolation test was run in the three percolation holes the following day. The leachfield is at least 83 feet away from the house and about 67 feet away from the property lines. : No well. No cut bank. The trenches for proposed infiltrator chambers will be cut to the same bottom elevation and the depth will vary from about one foot to three feet below the existing grade, with at least four feet of suitable soil below the trenches. Some large boulders can be encountered and will need to be removed from the trenches. The voids can be filled with the onsite gravelly soil. None known Large boulders (about 2-foot diameter) were encountered at about 6.5 feet in the profile hole that were difficult to remove. Larger excavator will not have an issue with those boulders. The engineer of record for this system is Luiza Petrovska with LKP Engineering Inc. The final approval letter and record drawings from Luiza are provided as an attachment. As part of the final approval process JVA ensured that start-up was completed by the manufacturer’s representative (Jerry at Valley Precast) and that a communication line was connected to the control panel. The system is connected and can be monitored remotely as required in the PUD. Moving forward, JVA will be working with Frost Creek on the management of this more advanced remote monitoring technology. Please proceed with the closeout process for this OWTS permit.
