SUB -AREA MASTER PLAN FOR EAGLE COUNTY AIRPORT INFLUENCE AREA
WHEREAS, the Planning Commission of the County of Eagle,
State of Colorado ( "Planning Commission ") , did on April 1,
1981, pursuant to Resolution No. 81 -15, duly adopt the Eagle
County Master Plan for the physical development of the unincor-
porated territory of the County of Eagle, State of Colorado;
and
WHEREAS, the Planning Commission did on December 1, 1982,
pursuant to Resolution No. 82 -113, amend the Eagle County
Master Plan to incorporate therein a sub -area master plan for
the E1 Jebel and Missouri Heights area; and
WHEREAS, the Planning Commission did on May 16, 1984,
pursuant to Resolution No. 84 -22, amend the Eagle County
master Plan as more fully set forth in Exhibit "A" attached to
the aforesaid Resolution; and
WHEREAS, the Planning Commission did on August 7, 1985,
pursuant to Resolution No. 85 -63, amend the Eagle County
Master Plan to incorporate therei.n_a sub -area master_ plan_ for
- - the Edwards - Area, - -as more fully - described in - Exhibit - "A" -
attached thereto; and
WHEREAS, the Eagle County Master Plan, as amended,
encourages the Planning Commission to adopt sub -area master
plans for the various management districts described therein;
the purpose of which is to provide a more in -depth analysis of
the physical, economic and social characteristics of the
management district covered, and to serve as a guide and basis
for further detailed recommendations by the Planning Commis-
sion regarding the development of the territory included
within the sub -area master plan; and
WHEREAS, the Planning Commission has developed of a
sub -area master plan for the Airport Influence Area (attached
hereto as Exhibit "A ") which is generally located within an
area bounded by the Town of Eagle Boundary on the east, the
Town of Gypsum Boundary on the west, and by the gypsum hills
on the north and south (as more particularly depicted on
Exhibit "B "), the development of said plan involving numerous
public meetings held in the Planning Commission's regular
meeting place, and the Airport Influence Area, and the review
and consideration of various studies and proposed sub -area
master plans presented to the Planning Commission by represen-
tatives of the Eagle County Department of Community Develop-
ment and interested landowners and residents of the Airport
Influence Area; and
WHEREAS, as a result of such public meetings, studies,
and review of the proposed sub -area master plans, the Planning
Commission has prepared a sub -area master plan of the Airport
Influence Area with the general purpose of guiding and accom-
plishing a coordinated, adjusted, and harmonious development
of the territory covered therein, which in accordance with
present and future needs and resources will best promote the
health, safety, morals, order, convenience, prosperity, or
general welfare of the inhabitants, as well as efficiency and
economy in the process of development, including such distri-
bution of population and of the uses of land for urbanization,
trade, industry, habitation, recreation, agriculture, forest-
ry, and other purposes as will tend to reduce the wastes of
physical, financial or human resources which result from
excessive congestion or excessive scattering of population;
and will tend toward an efficient and economic utilization,
conservation, and production of supply of food and water and
of drainage, sanitary, and other facilities and resources; and
WHEREAS, at its regular public meeting -of- August -6, 1986,
the Eagle County Planning Commission adopted said sub -area
master plan for the Airport Influence Area, and desires to
evidence its adoption at this time.
NOW, THEREFORE, BE IT RESOLVED BY THE PLANNING COMMISSION
OF THE COUNTY OF EAGLE, STATE OF COLORADO:
1. That the adoption on August 6, 1986, of the Sub -Area
Master Plan for the Airport Influence Area as set forth in
Exhibits "A" and "B" attached hereto and incorporated herein
by this reference, be and the same is hereby evidenced by the
signing of this Reoslution as a master plan, guide and
advisory tool for the physical development of the
unincorporated territory of Eagle County which is made a part
of and described therein.
2. That the Eagle County Master Plan adopted April 1,
1981, pursuant to Resolution No. 81 -15, and as amended on
December 1, 1982, May 16, 1984, and August 7, 1985, pursuant

to Resolution Nos. 82 -113, 84 -22 and 85 -63, respectively, be
and is hereby amended to incorporate therein by this reference
Exhibits "A" and "B" attached hereto as if the same were set
forth in full therein.
3. That the Eagle County Master Plan, Resolution No.
81 -15, as amended by Resolution Nos. 82 -113, 84 -22, and 85 -63,
respectively, as herein amended, is hereby readopted.
4. That the Sub -Area Master Plan for the Airport
Influence Area a set forth in Exhibits "A" and "B" shall be
made available for public inspection during reasonable times
in the Eagle County Department of Community Development,
McDonald Building, 550 Broadway, Eagle, Colorado.
5. That if any provision of the Eagle County Master
Plan, as amended, or of this Resolution and the Sub -Area
Master Plan attached hereto, shall be held invalid, its
invalidity shall not affect any other provisions of the
foregoing documents that can be given effect without the
invalid provision, and for this purpose the provisions of the
Eagle County Master Plan, as amended, and of this Resolution
and the Sub -Area Master Plan attached hereto, are hereby
declared to be severable.
6. That pursuant to § 30 -28 -109, C.R.S., an original
copy of the Resolution, together with the Sub -Area Master Plan
attached hereto, shall forthwith be certified and transmitted
to the Board of County Commissioners of the County of Eagle,
State of Colorado.
7. That the Planning Commission hereby determines and
finds that this Resolution and the Sub -Area Master Plan
attached hereto are necessary for the health, safety, and
welfare of the citizens of Eagle County, State of Colorado.
MOVED, READ AND ADOPTED at a regular meeting of the
Planning Commission of the County of Eagle, State of Colorado,
held the day of 1987, nunc pro tunc

AIRPORT SUB -AREA MASTER PLAN
ADOPTED AUGUST 6, 1986
In 1981, Eagle County revised and updated the Master Plan, a
policy plan outlining principles to guide the future development of
the County. The plan specifies that a series of sub -area master
plans be developed to consider particular locations in greater
detail.
In 1985, the County began construction for upgrading the Eagle
County Airport which is located between the towns of Eagle and
Gypsum. Because the land use and zoning of the land surrounding the
airport is a major consideration in the ultimate design of the
airport, it was determined that a sub -area plan was needed to
consider land use and zoning in greater detail.
I. BACKGROUND
Location and Physical Character - Eagle County Airport
is located five miles west of Eagle and two miles east
of Gypsum, Colorado. It is approximately 135 miles west
of Denver in the Eagle River Valley. The elevation of
the airport is 6,539 feet above mean sea level, with
- mountains on all sides of the airport rising to 12,000
feet above mean sea level. The airport itself is
located on a mesa, with drop -offs between sixty and
eighty feet on three sides.
The area is characterized by long, relatively cold
winters and warm but dry summers, with wide seasonal and
daily variation in temperatures. Almost all of the
yearly precipitation falls in the form of snow, with few
thunderstorms and rain showers. The annual
precipitation in the area is between eleven and sixteen
inches of rain, and there are approximately one hundred
days of frost free weather. Winds are generally out of
the west at approximately twelve miles per hour.
The airport itself is currently zoned Planned Unit
Development, which allows for mixed airport - related uses
and public facilities, including runways, apron areas, a
public terminal, fixed based operations, private

hangars, a National Guard unit, the County Road and
Bridge Department, a group home facility, fire control
and maintenance facilities.
The area to the south and east is zoned Resource, which
is essentially an agricultural zoning classification
which allows some houses, at a rate of one dwelling unit
per thirty -five acres. The area directly north and west
of the airport is zoned for industrial uses. There are
a few parcels zoned as Agricultural Residential
southwest of the airport. This classification is also
intended primarily for agricultural uses, but allows one
dwelling unit per ten acres.
The Town of Gypsum's boundary is immediately adjacent to
the airport property on the west of Cooley Mesa Road.
That road surrounds the airport property along the east
and south sides.
II. HISTORY
The Eagle County Airport was originally developed as an
emergency landing strip available to anyone who wanted
to land there. Because of the clear weather available
for approximately 335 days per year, it was an
attractive site.
Eldon Wilson began landing on the airstrip on Cooley
Mesa -in -the early 1940's. In 1952, the Civil Aeronautic
Administration established the strip as an intermediate
landing field. The CAA leased 76 acres from the County
and constructed a 5100 foot by 500 foot turf landing
strip. In 1962, the FAA gave the strip to Eagle
County. The County paved the runway in 1968 and added
lights.
The use of the runway has grown having 330 annual
operations in 1961, 14,500 annual operations in 1974 and
36,000 in 1981. The growth in use of the Airport is
directly attributable to the growth in the County's
recreation economy. It is anticipated that airport
usage by the year 2000 may be 99,000 total operations or
higher.

f III. PUBLIC SERVICES (See Appendix A - Water Supply
Recommendation for Eagle County Airport by Wright Water
Engineers)
A. WATER
It is estimated that the Airport will require up
to 80,000 gallons of water per day at maximum
build -out, and that the surrounding private land
areas could require four times that amount.
However, much smaller amounts are initially
required.
The first facility to be served with water will be
a fixed base operation on the south side of the
airport property. The average daily use is
expected to be less than 3,000 gallons.
1. Phase I
A temporary system will be developed from a
shallow well for non - potable water. A small
reverse osmosis system will be used in
connection with this well.
Potable water for drinking will be in the
form of bottled water.
2. Phase II
A regional water system should be developed
as soon as possible, constructing a 14,000
foot water main from the Town of Gypsum
along Cooley Mesa Road and utilizing water
rights from Spring Creek.
A water storage tank should be constructed
in conjunction with Phase II requirements.
B. SANITATION
Initial sanitary flow requirements are expected to
be less than 2,000 gallons per day.

A septic system and leach field should be
installed with the fixed base operation.

A connection should be made to the Gypsum
Sanitation District at the same time that
the long term central water system is
constructed.
C. ELECTRICITY
Electrical power is provided by Holy Cross
Electric Association.
D. NATURAL GAS
Rocky Mountain Natural Gas Company
E. TELEPHONE
Telephone service is provided by Eagle
Telecommunications, Inc.
IV. SUB -AREA PLAN

uses, expansion of demand for government services
beyond the reasonable capacity of the County to
provide such services.

local needs that will separate uncontrollable
noise sources from residential and other noise
sensitive areas, and encourage compatibility of
development.

Avoid danger to public safety and health or to
property due to aircraft /traffic congestion, air
pollution or water pollution.
5.
Facilitate the orderly growth of areas around the
airr_ort by establishing requirements that must be
met before such development will be permitted.
To
achieve these objectives, the County should:
1.
Encourage compatible development not Sensitive to
noise, such as industrial activities, retail or
wholesale commercial activities, utilities,
agricultural activities, mining, recreational
activities such as golf courses, tennis courts,
riding stables and swimming pools.
2.
Encourage housing to locate at the community
centers of Eagle and Gypsum away from the airport
approach zones.
3.
Encourage clustered, unified uses with broad open
areas and wide setbacks. Encourage the use of
P.U.D.s to achieve this, with emphasis on low
density, clustering, open space, phasing and
screen landscaping.
Encourage separate land
owners to join together to develop P.U.D.s.
4.
Adopt a phasing plan for commercial development in
the planning area. Phase I commercial would be
located adjacent to the Town of Gypsum, clustered
near Highway 6. -- Phase II commercial development
would be confined to a limited area south of
Cooley Mesa Road, and east of the Spring Creek
Road intersection. Phase III would follow as an
enlarged Phase II area south of Cooley Mesa Road.
5.
Control dust by paving Cooly Mesa Road and parking
areas, and by developing a comprehensive
landscaping plan.
6.
Create an airport commercial zone district which
specifies acceptable uses, identifies building
enhancements such as soundproofing, limits heights
and requires detailed landscaping plans and
avigation easements.
7.
Relocate the County Road and Bridge Department and
the Fairgrounds to the airport area.

- 8. Develop a scenic drive with a bike and pedestrian
path system along or on Highway 6.
9. Petition for an additional entrance /exit to I-1-0
in the general area of the airport.
V. COUNTY AIRPORT PHASING SCHEDULE
1986 Plans

1988 + Plans

Construct a terminal on the south side of the
airport.

aviation around the terminal building.

5. Complete the utility development including the
entire sewer and water system, gas and power.
VI. DEVELOPMENT INTENSITY AND AREA PHASING
Development should occur in an orderly, phased manner,
timed to be accommodated by central water and sanitation
systems.
A. 1986 -1989 - Phase I
1. The County Airport, with its related land
uses such as the group home and the National
Guard, should be developed.
2. Commercial activity (Phase I) adjacent to
the eastern boundary of the Town of Gypsum
should be encouraged. The County should
encourage Gypsum to annex this area.
3. Consider relocation of the County Road and
Bridge shop, and fairgrounds.
4. Encourage a public gulf course to be
developed.
5. Planned Unit Developments and Airport zone
district changes may be allowed in areas
outside the airport influence areas.
B. 1990 - 1995 - Phase II
1. A limited amount of airport - related
commercial activity may be allowed south of
Cooley Mesa Road, just south of the County
Airport terminal area.
C. 1995 + Phase II
1. Consider expansion of commercial areas, if
needed.

w? VII. SPECIFIC COMPONENTS
A. Open Space /Landscaping
The Eagle- Gypsum corridor's mountain setting is an
extremely important element in its appeal to
visitors and residents. It is important that all
development in this area be accomplished in a
manner which compliments the aesthetic features of
the existing landscape, as well as conforming to
sound engineering practices.
Because of the many tourists who visit Eagle
County via the Eagle County Airport, and the
interest within the community for promoting a
recreational /resort County, there is strong
community support for attractive, well - maintained
landscapes, especially along entry corridors,
commercial and industrial areas, and community
focal points. As private and public development
proposals are submitted, strong landscape designs
and good quality construction will be required
throughout this sub -area planning area.
Goal
Preserve and enhance the natural features, such
as: hillsides, open meadows, rivers and streams,
floodplains and existing natural vegetation.
Objectives
Protect existing natural vegetation and encourage
new planting to be designed to blend into the
natural landscape. Site new buildings so that
existing vegetation is retained and minimize
disturbance of potentially high erosion areas
during construction.
Minimize disruption of sites through the
implementation of site sensitive construction
practices.
Encourage good landscaping to help other
mitigation measures. It can reduce the width of
open space buffers, and soften the visual conflict
created by safety and security fencing. It can
screen utility boxes, parking areas, loading

areas, trash containers, outdoor storage areas,
blank walls or fences and other areas of low or
poor visual interest.
Design and arrange the elements of the site plan
(i.e., buildings, circulation, open space,
landscaping and parking) to produce an efficient,
functionally organized, and cohesive development
which contributes to the overall aesthetic quality
of the area.
Encourage the use of Xeric (dry land)'landscaping
and natural vegetation to minimize excessive use
Of water.
B. Wildlife
Goal
Protect wildlife in the area.
Objectives
1.
Encourage clustered land uses to allow for animal
movement. Encourage the use of non - palatible
vegetation at the airport, in order to keep
wildlife away from the aircraft areas. Protect
existing wildlife habitat on the brush - covered
hillsides, and encourage enhancement of habitat

minimize disturbance of wildlife.

C. Commercial

1. Encourage initial commercial development adjacent
to the Town of Gypsum.
2. Allow a limited amount of airport - related
commercial uses south of Cooley Mesa Road. Such
uses would include hotels, retail and wholesale

westablishments, transportation facilities and
utilities. Noise sensitive uses or communications
facilities which might interfere with aircraft
communication would not be appropriate.
D. Airport Influence Area
Goal
Establish criteria for development in the airport
influence area surrounding the County Airport which will
prevent interference with the air traffic patterns and
aircraft operations.
Objectives
1.
Encourage building construction which
includes
increased soundproofing.
2.
Encourage lighting plans which minimize
glare or
distraction for airborne aircraft.
3.
Encourage clustered development.
4.
Prevent electronic or industrial uses
which would
interfere with aircraft radios, radar
or guidance
systems.
5.
Cooperate and communicate with the towns
of Eagle
and Gypsum in their land use processes
to
encourage compatible land uses within
the Town's
boundaries.
