Gentlemen:
A site visit was performed July 2, 1999 to ascertain the constructed improvements for the two
cabins at the Barbato Residence.
The following additions were made to the design by the contractor:
• Dual direction clean -outs have been installed in the 4" pipe at ±100' intervals, from the
upper cabin to the new septic tank;
• The "Power -Sewer" lift station was installed within a 48" manhole section (rather than
direct -bury).
The required improvements have been constructed in substantial conformance to the plans
dated November 19, 1998.

I have reviewed your September 17, 1998 letter in which you outline an idea to accommodate
private waste water treatment at the Barbato property, 0290 Reudi Creek Road. Staff has
documented evidence of high ground water which prevents a conventional septic system from
being installed at the locations investigated.
It may be feasible to handle waste water in the method described by you, however, since your
idea includes multiple connections and presence of mechanical devices, a Registered .
Professional Engineer is required to submit the detailed design for permitting. I understand your
frustration in having to go this route but believe that an engineer will be able to design a system
for your client which is both reliable and protective of ground water. Eagle County shares your
client's desire to have only safe and sanitary sy tems on their property and remain confident that
an engineer can provide the solution.
Please be advised that once an engineer's design is submitted, reviewed and permitted, it is the
responsibility of the engineer to certify it's proper installation. This certification must be
received by this office in order for your septic system(s) to obtain our final approval which is
necessary to allow occupancy of any structure under construction.

RE: Septic Applications - Cabins at 0290 Reudi Creek Road
Dear Ray:
As you know, we have applied for two ISDS permits on a
35+ acre parcel of land that we recently designed and
constructed a 1500 (-) sq. ft. guest home on. These cabins,
one below and one above the guest house, are each 320 sp. ft.
and contain a 3/4 bath and no kitchen which is in conformance
with regulations of Eagle Planning and Zoning. In other
words, neither cabin can ever be utilized as dwellings no
matter who owns the property.
After several attemps at finding suitable septic sites
at both cabins and visits by your technicians, the outcome is
that we must put in "engineered" systems such as the
"Wisconsin Mound" or various other mechanically aerated
approaches. Since I am somewhat familiar with most of these
methods and what they entail in terms of cost, appearance,
and other factors such as odor, I would like to suggest
another approach which I believe will be compatible with your
requirements as well as the owners' desires.
The guest house which we completed this past winter had
a separate ISDS permit and that system was installed last
year. It has a 1500 gallon tank and a sizeable leach area
that can be expanded. Lying in a large meadow that is
approximately midway between the cabins with the septic
system closer to the lower, it would seem appropriate to
propose the following:
A. At the upper cabin, an underground tank would be
installed to outlet effluent to gravity feed around the guest
house to the top of the leach area and a distribution box.
B. At the lower cabin, an underground tank would also
be installed with an alarm -monitored ejector pump, properly
float controlled, to pump effluent up the the distribution
box mentioned above.
Of course, these two systems would be designed,
installed and inspected according to the criteria and
objectives of your department. The present installed system
for the guest house accommodates two full baths and a kitchen
and under our proposal would add two 3/4 baths. If the
leaching area is deemed necessary for expansion, there is
substantial area to achieve that.
In closing, I would like to explain the desires of the
owners and my own objectives. Dr. Barbato is President of
the Loyola University Medical Center in Chicago and is
obviously a very busy individual. However, he does have a

quite extended family and many friends that he desires to
entertain in Colorado a few times a year. Ultimately Dr. and
Mrs. Barbato may build a larger home at a large meadow on.the
same property that overlooks the reservoir and valley below.
Knowing their attitudes, I can safely state that they want
only safe and sanitary systems on their property, which I'm
sure will someday pass on to the kids. My own objectives are
not dissimilar except that I have the obligation of trying to
accomplish their goals without incurring obscene costs, as
well as fulfilling the requirements of your and other
departments involved. I also am guided by the knowledge that
I live downstream from Reudi!
I hope that you will favorably consider my proposal and
if acceptable will prepare and submit plans and
specifications for your approval. Please feel free to call
