It has come to our attention, that you have installed an Individual Sewage Disposal System (ISDS) on the above referenced property. This particular ISDS had not been issued to your company for alteration/construction, before construction had begun. Our records indicate that Franz Stone of Aspen Diggers had been issued the permit. Our office had not been notified that a different installer had been chosen for the installation. 4.03.29, Eagle County Land Use Regulations states: "Any person who commits any of the following acts or violates any of the provisions of this Article commits a Class I Petty Offense as defined in Section 18-1-107, C.R.S. 1973 as amended: 1. Constructs, alters, installs, or permits the use of any individual sewage disposal system without first having applied for and received a permit as provided in these Regulations. In addition, a final inspection of the installation was never requested of, or performed by, Eagle County Environmental Health. Therefor, certification of the installation must be provided by a Registered Professional Engineer before the Building Department issues a Certificate of Occupancy for the remodeled portion of the residence. Consider this your only warning. Any further violations will be turned over to the attorney's office for civil and/or criminal proceedings. The upgraded portion of the OWS consisted of one section of 12 Infiltrator - units installed at a depth of 36 inches, and an observation pipe. The building ISDS was originally built in 1998 and it appears that the ISDS was engineered by Ed Church. The architect, Brad Zygle (970) 963-6760, called asking for direction. Since I talked to him, I thought I'd share what we discussed. He said that after the addition, three bedrooms would exist. He also mentioned a room with a closet that may be construed by our building Division as a bedroom and that he would be taking the closet out of that room to avoid that call. I told him that we'd need to check the ISDS file to determine whether any modification would need to occur to the system and if so, it would need to be engineered. I also said that you'd call him after your research, hopefully tomorrow. We explored the subsurface conditions at the site to provide foundation recommendations for the residence. This report includes a description of the subsurface conditions found in our exploratory borings and test pits, a recommended foundation for the residences and geotechnical design and recommended construction criteria for details influenced by the subsoils. Our report was prepared from data developed during our field exploration, laboratory testing, engineering analysis and our experience with similar conditions. A summary of our conclusions is presented below. SUMMARY OF CONCLUSIONS 1. Our borings and test pit penetrated one foot of "topsoil' underlain by stiff to very stiff sandy clays with gravels, cobbles and boulders with some thin sand lenses. Drilling refusal was encountered on cobbles or boulders. 2. No free ground water was found in our borings at the time of drilling. 3. In our opinion the residence can be founded with spread footings bearing on the natural soils. A maximum soil bearing pressure of 2,500 psf is recommended to size footings. 4. Slab -on -grade floors on the natural soils should experience only limited movement if moisture change in the subsoils is minimized. 5. Good surface drainage is very important. Surface drainage should be maintained at all times to reduce the risk of wetting soils below foundations. SITE CONDITIONS The Missouri Heights area is on the west and south facing slopes of the Roaring Fork Valley above El Jebel, Colorado The area consists of single family residences The subject lot is on the top of a mesa. Moderately steep slopes visually estimated at 10 to 20 percent were at the south and western extremes of the property and beyond Escalante Drive. Gently rolling hills were to the north and east. A two story residence with a walkout basement had been built on the lot to the east. Vegetation consisted of cedar and pinon trees, sage and other native grasses and weeds. Basalt boulders were on the ground surface. throughout the site. PROPOSED CONSTRUCTION A single family residence will be constructed at the site. No plans had been formulated at this writing. We understand the home will be a one story tall, wood frame building with no basement. The foundation loads we assumed for our analysis were between 1,000 and 3,000 pounds per linear foot. We should be informed if the actual construction is different than described above. SUBSURFACE CONDITIONS Two (2) exploratory borings and one (1) test pit were drilled and excavated with a 4-inch diameter continuous flight power auger or a backhoe at the locations shown on Fig. 1 to investigate subsurface conditions. Drilling and excavation was directed by our personnel who logged the soils and obtained samples. Summary logs of the soils found in our borings and test pit and results of field penetration resistance tests are shown on Fig. 2 and data from laboratory testing on Fig. 3. Our test holes and test pit penetrated up to two feet of "topsoil" overlying 2 to 11.5 feet of sandy clays with gravels, cobbles and boulders with some thin clayey sand lenses. Drilling refusal was encountered on cobbles or boulders at 6.5 to 12.5 feet. No free ground water was found at the time of drilling. 2 a Laboratory testing to verify field classifications were performed on a sample obtained from the test pit on April 29, 1991 prior to our drilling operations. A liquid limit of 47 percent, plastic index of 5 percent and 31 percent silt and clay size particles (passing the No. 200 Sieve) were determined (Figure 3). RESIDENCE FOUNDATION At footing depths (approximately 3 feet) we found sandy clays with gravels, cobbles and boulders. We recommend founding the residence with footings bearing on the natural soils. We have assumed a light structure that is sufficiently flexible to withstand some differential movement will be built. The recommended maximum soil pressure suggested below should result in total settlements on the order of 1-inch. Maximum differential settlement between interior columns and footings may be one half of the actual total settlement. We further anticipate a maximum 1/2-half inch differential settlement in 15 feet for continuous footings. The risk of excessive differential or localized settlement can be reduced by careful attention to drainage precautions discussed under "Surface Drainage". The residence can be founded with spread footings designed and constructed using the following criteria: 1. Spread footings should bear on natural soils. Loose soils at footing elevations should be removed or compacted prior to placing concrete or structural fill; 2. Footings bearing on the natural gravels can be designed for a maximum soil bearing pressure of 2,500 psf; 3. Foundation walls for continuous footings should be well reinforced top and bottom to span undisclosed soft pockets in the subsoils. We recommend, as a minimum, reinforcement necessary for a simple span of 15 feet or two continuous No. 5 bars in the top and bottom of all foundation walls, 3 a whichever is greater; 4. -Minimum footing sizes are desirable: We suggest a minimum width of 16 inches for continuous footings and 2 feet by 2 feet for isolated column pads. Greater sizes may. be required depending on the structural loads; 5. The soil beneath exterior footings should be protected from freezing. The depth normally assumed for frost protection in the Basalt area is 3 feet. FLOOR SLABS AND EXTERIOR CONCRETE We anticipate the excavation will expose sandy clays with gravels, cobbles and boulders. We believe the natural soils will support slab -on -grade floors with minimum slab movement if moisture content changes increases in the subsoils is minimized. Exterior concrete flatwork is usually placed on grade. floors; We recommend the following design and construction details for slab -on -grade 1. Slabs -on -grade should be placed on the natural soils. Voids created from the removal of boulders and cobbles should be filled with compacted natural soils or concrete; 2. Slabs should be separated from exterior walls and interior bearing members. Vertical movement of the slabs should not be restricted; 3. Plumbing below the slabs should be pressure tested. Trench backfill should be moisture treated and compacted to at least 95 percent of the standard Proctor maximum dry density (ASTM D 698); 4. Frequent control joints should be provided. The American Concrete Institute (ACI) recommends maximum, joint spacing of 15 to 20 feet to control cracking. The above precautions will not prevent movement of the slabs in the event the clays become wet, they tend to reduce potential damage if movement occurs. SURFACE DRAINAGE The performance of foundations and concrete flatwork is influenced by the 4 0 moisture conditions in the subsoils. The risk of wetting foundation soils can be reduced by planned and maintained surface drainage. Wetting or drying of the open foundation excavation should be avoided. The ground surface surrounding the residence should be sloped to drain away from the residence in all directions. We recommend a slope of at least 12 'inches in the first 10 feet. , Backfill of the foundation walls should be moistened and compacted. Roof downspouts and drains should discharge well beyond the limits of all backfill. Splash blocks or downspouts should be provided at all downspout discharge points. The topography and vegetation on this lot lends itself to minimum landscaping and the use of native vegetation in landscaped areas. From a geotechnical viewpoint it is advantageous to landscape with native vegetation because irrigation is not required. We recommend minimum landscaping and landscaping with native flora. LIMITATIONS Our borings were spaced to obtain a reasonably accurate picture of the subsurface. Variations in the subsurface conditions not indicated by our borings is always possible. We should observe the completed excavation to confirm the soils are as anticipated from our borings. Our report was based on conditions disclosed by our exploratory borings, results of laboratory testing, engineering analysis and our experience. Criteria presented reflects the proposed residence as we understand it. We should be advised if the final design differs from our assumptions to permit us to re-evaluate our conclusions. This investigation was conducted in a manner consistent with that level of care and skill ordinarily exercised by the members of the profession currently practicing under 5 similar conditions in the locality of this project.
