of the following Resolution:
BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 87 -__L3
WHEREAS, the County is authorized to develop, maintain,
and operate mass transportation systems either individually or
jointly with any government or political subdivision, pursuant
to the authority granted by Title II of Article 30, Colorado
Revised Statutes, as amended; and
WHEREAS, the County desires to operate a people service
transportation system in order to provide access to recrea-
tional facilities for visitors and to provide access to
employment centers for County residents pursuant to Title 1.1
of Article 40 of the Colorado Revised Statutes, as amended;
and
WHEREAS, the County is a body corporate and politic, and
as such is empowered to make all contracts and do all other
acts in relation to the property and concerns of the County
necessary to the exercise of its corporate or administrative
powers, pursuant to Title II of Article 30, Section 101(d),
Colorado Revised Statutes, as amended;
NOW, THEREFORE, be it resolved by the Board of County
Commissioners, County of Eagle, State of Colorado:
THAT, the Board does hereby create an advisory body to
the Board to be known as the Eagle County Transit Commission.
The Commission shall advise the Board on matters relating to
the operation and management of the Eagle Valley Transit
System. The Commission may also recommend the entry into
certain contracts by the Board, but the Commission, having no
power to contract, will itself not enter into any contract.
THAT, the Commission shall have the authority and the
responsibility to administer all contracts entered into by the
County relating to the operation and funding of the system;
THAT, the Commission shall review and make recommend-
ations on all claims made against the County that are related
to the system;
THAT, the Commission, at least once per month, meet and
review the operation of the system including specifically, but
not exclusively;
(i) Performance of monthly critiques of the service
being provided;
(ii) Administering the scheduling of buses;
(iii) Approving of uniforms and reviewing any personnel
matters that affect the quality of service;
(iv) Review and approval of vehicle maintenance records;
(v) Review of monthly ridership statistics;
(vi) Approving payment of all invoices presented.
THAT, the Board does determine that the Commission shall
consist of three regular voting members. The term of member-
ship for all seats shall be through November 1, 1988.
THAT, the Commission is authorized to adopt such by -laws
and /or procedures as it deems expedient to carry out its
responsibilities. Any policies, by -laws or procedures shall
be approved by the Board before becoming effective.
THAT, the Commission will be available to answer ques-
tions regarding the system on request of the Board.
MOVED, READ AND ADOPTED by the Board of County Commis-
sioners of the County of Eagle, State of Colorado, at its
regular meeting held the _, day of November, 1987.
