BOARD OF COUNTY COMMISSIONERS
COUNTY OF EAGLE,STATE OF COLORADO
RESOLUTION NO.2023 061
RESOLUTION OPTING IN TO PROPOSITION 123
WHEREAS,over 35%of all households in Eagle County are cost burdened and pay more than 30%of their
income towards housing,making it difficult for those households to pay for other necessities,like food,utilities,
transportation,and health care;and
WHEREAS,Eagle County desires to increase the supply of housing that is affordable to those who live and
work in Eagle County;and
WHEREAS,an Eagle County Housing Needs Assessment Update was completed in 2018,which indicated
that 7,970 affordable housing units will be needed to keep up with the demand for affordable housing units in Eagle
County by the year 2030;and
WHEREAS,several hundred million dollars for affordable housing is or will become available due to the
enactment of Proposition 123 by Colorado's voters in 2022.This funding will be overseen by the Department of
Local Affairs and the Governor's Office of Economic Development and International Trade,and may be granted or
loaned to organizations that increase affordable housing units in their communities;and
WHEREAS,Local Government Affordable Housing Commitments must be filed with the Division of
Housing to receive funding made available by Proposition 123.Municipalities make commitments on behalf of the
entirety of their jurisdiction,while counties are responsible only for unincorporated areas.Entities will be ineligible
for Proposition 123 funding if their project is located in,or program operates within,a municipality or unincorporated
area of a county that has not filed,or is out of compliance with,their commitment--even if the entity is otherwise
eligible;and
WHEREAS,to receive funding from Proposition 123 funds,Eagle County must calculate a baseline
number of affordable housing units—which,by using the tool created by the Department of Local Affairs equates to
611 units.Additionally,a commitment to increase that number by 3%each year for the next 3 years,which equates to
18 units per year or a total of 55 units.
NOW,THEREFORE,BE IT RESOLVED BY THE BOARD OF COUNTY COMMISSIONERS OF THE
COUNTY OF EAGLE,STATE OF COLORADO:
THAT,Eagle County is opting in to Proposition 123 funds by committing to increase affordable housing units
within unincorporated Eagle County by 18 units for each of the next 3 years;and
THAT,the Board hereby finds,determines and declares that this Resolution is necessary for the health,
safety and welfare of the citizens of Eagle County.
