This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Chairmang Chandler-Henry noted that Commissioner Scherr was not in attendance today because he was in a
training session.
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Commissioner Updates
Commissioner McQueeney expressed her appreciation to the people who had reached out. She was in a
bike accident and recovery had been slow. The work at the county continued to go on, and she continued to check
emails.
Chairman Chandler-Henry stated that she recently attended a conference in Austin,Texas where it was 105
degrees. It made her realize the connection between climate change, global warming, and our housing situation.
She spoke to people who purchased property in Colorado to escape the summer heat in Texas. She also mentioned
that this was County Fair and Rodeo week. The livestock auction was on Saturday, and the rodeo started tonight.
County Manager Updates
Jill Klosterman,Eagle County Chief Financial Officer,reminded folks about the Fair and Rodeo and that
there were lots of volunteer positions still available for county employees.

Commissioner McQueeney moved to approve the Consent Agenda for July 25,2023 as presented.
Chairman Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was
unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of County Commissioners and
reconvene as the Eagle Board of Equalization.

Eagle County Board of Equalization
1. Resolution 2023-045 Regarding Petitions to the Eagle County Board of Equalization
Executive Summary: This County Board of Equalization(CBOE)resolution is for the Board to consider and
approve the CBOE hearing officers recommendations.
Rhea Silverkorn, Eagle County Executive Coordinator, also had the pleasure of managing the
administration team for the County Board of Equalization. She stated that this was the second round of property

tax appeals. This was the first of three resolutions. There were still hearings going on. The appeals deadline was
the 17th of July, and statutorily all the hearings needed to be approved by the commissioners by August 5th. So
far there had been 1,576 properties that had been appealed. In the first level,the Assessor's Office had 7,020
appeals. It was a huge year, so she took a moment to thank everyone for pitching in and helping. So far today
there were 384 appeals approved, and out of that, 30%received a change to their property value,48%received a
denial, 16%were stipulated, and 5% agreed to an administrative denial.
Commissioner McQueeney moved to approve the Resolution Regarding Petitions to the Eagle County
Board of Equalization.
Chairman Chandler-Henry seconded the motion. Of the two voting commissioners,the vote was
unanimous.
Commissioner McQueeney moved to adjourn as the Eagle County Board of Equalization and reconvene
as the Eagle Board of County Commissioners.

Recognition
1. Eagle County Department of Human Services Recognized as Distinguished Performers by the State
Department of Human Services
Executive Summary: Colorado Department of Human Services will be onsite to recognize Eagle County
Department of Human Services as Distinguished Performers for 2022.
