This memorandum is to serve as the final inspection and certification notice
to Eagle County that the Individual Septic System for the King Ranch barn and
2 cabins has been installed according to the design by McLaughlin Water
Engineers and Eagle County Regulations. The system is complete and has been
placed into service and is operating at this time.
Attached is an updated asbuilt drawing of the system as it was installed in
the field. Upon reciept of this memorandum, the final permit can be issued
from your office for the system.

RE. King Ranch # 2 SEPTIC SYSTEM DESIGN - Barn, New Cabin, and Existing Cabin
This memorandum is written to give you additional details on the design, materials, and installation of
the Septic System which was designed to serve the proposed new barn and two cabins,(one new and one
existing), which is being constructed on the property next to the Frying Pan River. The memorandum
is separated into three sections; 1 - Septic tank and System design, 2 - Effluent tank design, 3 - Installation
and Materials for the system. The design drawing is also attached for additional reference.
1. Septic Tank and Mound System Design:
The location of the homes and the site conditions determined the required type of system which was to
be designed. The site is located adjacent to the Frying Pan River, on a bench just above the river. The
difficulties encountered deal with the limited area to work with and included the ground water level,
existing water courses, and flat location for the system. These items lead to the design of a system which
would use a standard septic tank and Mounded Infiltrator System, and will require a pumR to lift the
effluent up to a flat area for disposal. � \�CVSR-
The system design was based on the ultimate cons ction of a 1 bedroom residences for each of the cabins
and 1 for the barn, fo 3�tal bedrooms, whic required at a minimum, the installation of a 1,500 gallon
septic tank for the separation of solids an dosing tank. I recommend a 1,500 gallon tank as the main
septic tank, and a 750 gallon tank as e effluent pump/dosing tank. The main septic tank is to be a
double chambered tank and the effluent pumping/dosing tank is a single chambered unit. The two tanks
are to be installed in a series with the septic tank first, followed by the effluent pump tank. The tank
invert piping elevations are to be as shown on the attached design drawing or in the field as directed by
the drawings.
The water level, the dosing system, and the flow anticipated to utilized by the system determine the size
of the Mound Infiltrator System required. Using 100 gallons per person per day and a peak factor of 1.75,
a flow of 1,050 gallons per day requires 813 square feet of septic disposal in the System. Or 45 Infiltrator

The details of the Infiltrator System; installation, elevations, and location are shown on the attached
design drawing and sheets. The overall system size will be 20-feet X 90-feet in three trenches. The
distribution piping is to be SDR 35 sewer piping with a manifold at the trenches to evenly spit the flow.

Effluent Pumping Tank:
The effluent pumping tank is required to pump the effluent from the septic tank to the septic field in the
terrace above the home site. The tank capacity is approximately 750 gallons. The tank was sized in order
to get the required additional septic tank capacity and to cycle the pump operation of the system. The
pumping system is required to pump the effluent up approximately 5-feet of elevation difference and 5-feet
of piping and head losses, for a total of 10-feet of head at 40 gpm. The pump we have chosen for the
system is a submersible, by Hydromatic Pump, Model number SD-25, a bronze pump system, with a
piggyback float system. The pump is a .25 horse power, single phase, 115Volt unit, with a 2-inch
discharge and a built in diaphragm level control system or optional float system to regulate the operation
of the pump based on water levels in the tank. The pump operation and installation is simple, as the
water level in the tan c rises it switches on the pump, which operates until it reaches the bottom of the
pump and shuts the pump off. We recommend the operational float level system for the tank. A double
float system will need to be used, also by Hydromatic, Model 3900. The pump is to set on the floor of
the tank approximately 6-inch above the floor. (Design details for operational water levels in the tank are
to be field determined by the design engineer. The type of pump control depends on the dimensions of
the tank).
At your option a second pump could be purchased as a backup or stand by pump. This would shorten the
system down time and inconveniences which will occur if the pump breaks down or has other problems.
The cost of the second pump is approximately $200.00. It is not required, but is recommended. '4
The effluent tank is also required by the County to be equipped with a high water level alarm system to
alert you when a pump has failed to operate or another problem has risen. The high water level alarm
system is operated by a float, mounted on the tank wall, which is activated when the water level rises to
a chosen point above the normal operating pump level. The float signals a red light and a buzzer, which
should be located in your adjacent mechanical room or garage. The buzzer can be turned off manually
signaling acknowledgment of the problem, but the red light stays on until after the water level drops back
down. This is a required safety feature which assists the owner in the satisfactory operation of system by
letting you know you have a problem before it becomes an emergency situation. The system we have
chosen is a Tank Alert 1. by S.J. Electro. (See design drawing for additional level control details. Please
check to see if the existing alarm can be reused.
2 - 2-inch PVC conduits are required to be run from the adjacent home to the new effluent pumping tank.
One is for power to the pump and the other one for the high water level control system. Please inform the
electrical designer of the barn of these additions.
Installation and Materials:
The septic tanks can be obtained from Copeland concrete products in Rifle, or from the locally in Emma
from Dreager. The tanks should be located as shown on the drawings and installed level. The access ports
are to be sealed water tight and brought up to within 6-inches of final grade. If in the event the tanks are
too high, minor landscaping may be required to bury them. The invert elevations for both tanks are
critical to the operation of the pump and should be followed closely. The blockouts for the inlets and
outlets are also required to sealed water tight to prevent infiltration.
All piping, pump, and alarm system materials can be obtained form Dodson Engineering products in
Glenwood or Grand Junction Pipe in Basalt. The 4-inch piping from the house to the septic tank and to
the pumping tank is SDR 35. All Piping should be installed at a minimum depth of 3.5-feet with clean
outs at all 90-degree bends and in line wyes at connects to main line. The pumping line is to be laid with
the shown slope to permit the line to drain back into the tank after each pumping cycle to prevent
freezing. The laterals are to be installed as shown on the drawing and are need to be installed to within
+ or - .01-feet. (See attached design drawing for bedding details and additional installation notes.)
The septic system installation can be done by any excavation contractor who is familiar with this type of
project. If you have any questions on the design or other items, please feel free to call me at any time.

Thank you for calling the Eagle County Environmental Health Division
this morning regarding the sewage smell complaint we are
investigating at the King Ranch. Enclosed is an Individual Sewage
Disposal System repair permit application. If this application is
completed and returned to us by Wednesday February 19, 1997, we will
waive the application fee. Otherwise, please include the $150 with
your application.
In accordance with the procedure outlined in the Eagle County Land
Use Regulations (ECLUR), Section 4.03.06, "the Environmental Health
Department may issue a repair permit and an emergency use permit to
the owner or occupant of property on which a system is not
functioning properly. ...The permit shall provide for a reasonable
period of time, not to exceed 30 days, as provided by Section 25,
Article 10-106(k), C.R.S. 1973, as amended, within which repairs
shall be made. ...Concurrently with the issuance of a repair permit,
the Environmental Health Department may issue an emergency use
permit authorizing continued use of a malfunctioning system... Such
an emergency use permit may be extended, for good cause shown, in
the event repairs may not be completed in the period stated in the
repair permit through no fault of the owner or occupant."
After discussing the situation with you, coupled with the type of
use, I believe that you will need to contact a Registered
Professional Engineer to determine the extend of the repairs that
are needed. Please keep the Eagle County Environmental Health
Division informed of your progress in resolving your septic
problems.

property. You were notified in previous correspondence that alterations were initiated prematurely by your
company as you had not obtained a 1997 Eagle County Systems Contractors License nor had there been an
ISDS Permit issued for repair of the septic system. The design submitted by Dean Derosier, RPE,
McLaughlin Water Engineers meets minimum regulatory standards but does not consider design features
;r.. recommended by Eagle County to achieve a higher quality wastewater, render more convenient access for
inspection and extend the life of the system. Eagle County is permitting this system merely to document the
existence of a system at this location which meets minimum standards. It is our understanding that a 1,500
gallon septic tank is proposed to be installed down gradient from the cabins. Please conduct this activity
under the auspices of this permit which requires installation prior to December 1, 1997, and be sure it's
proper installation is certified by Mr. Derosier. This will allow us to consider final approval of the system.
Any changes in plans or specifications invalidates the permit unless otherwise approved.
This System is designed by a Registered Professional Engineer and must be certified by the Engineer
that the system was installed as specified. Eagle County does not perform final inspections on engineer
designed systems but does issue final approval of the system upon engineer's certification.

We have discuussed the recent problems with an engineer and believe
the problem to have been caused bV a tenant that has been running his

also drying up.

Installation Cost to complete permit requirements.
As per the letter dated August 21, 1997 it is apparent that Ute City Landworks, Inc. Has
been given the requirement to install a 1500 Gallon Septic Tank at the Ranch.
To date I have not received any design criteria as to the location of this tank from,
McLaughlin Water Engineers, Ltd.
The Permit requires this tank be installed prior to December 1, 1997.
Due to the circumstances of this Summer. I am requesting Payment in full for the Tank
Installation before I move in to do any further work.
Estimated Cost for Tank Installation. $ 3,753.81
This Estimate is based on the following.
1. The Deposit is received no later than October 15, 1997
2. The Bridge can support a truck with a weight of more than 60,000 Lb.
3. A Design showing the exact location of the Tank.

1 am finally getting back to you regarding the septic system replacement for the Ding Ran.ch
subdivision Lot 2, 5 cabins. You had several concerns on the system prior to final approval. I
hope that I can address those here and we can get this project cleaned up and approved.
1. The existing sewer lines from the cabins to the existing tanks were replaced with SDR 35 fl-
inch piping last fall. All the sewer lines coming from the cabins to the new septic field -are. 4-inch
SDR piping. Sri. all the piping is new and meets required codes.

3. A new 1,500 gallon two compartment tank will be installed on the line prior to the new septic

the cabins, allowing better distribution in the field.

Please forward this letter to the appropriate officer, thanks Dean. I have attached the design
drawing, design notes, and percolation tests for your records.
I was contacted by the owner of the King Ranch Cabins to review a failed septic system just prior
to leaving on vacation. Upon arriving on site, raw sewage was running on the ground and
immediate action needed to be taken to stop the flow and the hazard created by the flow. I
performed a percolation test on the site immediately with the help of the owner and a backhoe. I
designed the system to meet Eagle County Codes from the what I could remember on site. I then
left on vacation and told the owner that I would handle the design submittal to the County when I
returned as this situation needed immediate attention.
The owner proceeded with installing the system as soon as he could get the materials and a
contractor on site. Upon my return, I inspected the work installed to date, and found that the
system was installed according to my design and comments by an unapproved contractor in Eagle
County, Ute City Excavation. If you need a licenced contractor, Ute City will need to get
approval or a different contractor will need to be contacted to complete the nearly completed
work. Please let me know which is the best route to take on this item.

In review of your design notes for the King Ranch ISDS the following revisions must be made to
your proposed designs. This is to comply with the State of Colorado's Guidelines On Individual
Sewage Disposal Systems written by the authority of the Colorado Department of Health and the
Water Quality Control Division.
As you know, Eagle county will not permit distribution boxes or a bed design for infiltrator
systems. Those items were installed at the King Ranch in 1997, before the Environmental Health
Division issued the permit, and no inspection was able the be performed before the bed was
backfilled. -
The distribution box must be removed from the design and all of the trenches need to be serially
distributed. The bed configuration will not be permitted for the addition. There will have to be
trenches which maintain a six foot separation. The trenches must be serially connected to the
existing bed.

As per our telephone conversation March 4, 1999, 1 am returning your $60.00 check for the
repair permit at the King Ranch, in cases where repairs are voluntarily initiated, the $150.00 fee
for a repair permit is waived. I have also enclosed a copy of our first correspondence with Mr.
Moreno. Please re -read this letter as it reiterates some important points regarding this septic
failure at the King Ranch.
As we discussed, it is essential that you contact a registered professional engineer to submit a
septic system design to our office as soon as possible. According to Section 4.03.1.0, Chapter IV
of the eeulations, "...no permits shall be issued for the following
systems unless they are designed by a Registered Professional Engineer..,systems which service
commercial, biLsiness, institutions, industry, or multi -family dwellings." Please be advised the
state Water Quality Control Division would need to be involved should your system's design
exceed 2,000 gallons per day.
We look forward to receiving an engineer designed submittal and an accurate site plan so that the
repair permit can be issued to you in a timely fashion. Please call us at (970) 328-8755 should

memurandurn, that is the current design for the final addition to this system. I« addition, the flow
can be easily serial distributed through the trench system per your requirements, and I will make
this change. Intermixing serial distribution between bed systems and trench systems is also not
recommended, buta line wild be run into the bed system at lower corners, 'l will add this in the
final design.

Cabins 1-8 and Main House System Permit Awamw
The addition to the King Ranch Cabins 1-8 and the Main House septic system has
been installed by Don Barnes and placed into service. MWE and GDD have
inspected the installation of all of the systems and find they were installed
according to MWE's design and ECEH requirements. This letter is to serve as
the acceptance letter for MWE and recommendation to Eagle County for final
acceptance of the system. I have attached a set of record drawings for your
information and records. The asbuilts include the Barn system installed in
Oct. of 1997, the original system for cabins 1-5 and #8, and the new addition
for cabins 6 and 7 as well as the main house.
The final system consists of 4,000 gallons of double chamber septic tanks and
3,250 gallons of single chambered tanks, (single chambered tanks are not
included in the design calculations). A 1,250 gallon tank is located on the
Main House as well as for cabins 6 and 7. A 1,500 gallon tank is located on
the main line just prior to the disposal system to serve cabins 1-8 and the
Main House.
The existing septic field consists of 35 infiltrators in a bed system of 7
rows of 5 units in each row. To the East side of the bed system 3 trenches,
14 infiltrators, were added. 1 trench of 4 units and 2 trenches of 5 units.
These 3 trenches were added to the system through serial distribution. On the
West side 4 trenches were added to the bed system through serial distribution,
22 infiltrators. 1 trench of 6 units, 1 trench of 7 units, 1 trench of 6
units, and 1 trench of 3 units. The asbuilt drawing shows the -- installation
location of each trench. Each trench is set 6' from the adjacent trench and
bed system, with serial distribution between the trenches and bed system.
Trench lengths vary to meet site conditions and keep system out from
underneath the roadway. A total of 71 infiltrators have been installed for
the cabins 1-8 and Main House.

The following are my design notes for the Final Addition to the Septic System
at the King Ranch. The system proposed is to treat the eight cabins and the 3
bedroom Main house remodel. Currently the cabins 1 through 5 and # 8 (6
bedrooms), are on the recently (1997) installed system in front of the main
house. Cabins 6 and 7 (2 bedrooms)and the main house is a 2 bedroom unit, are
on a old tank system that are failing. All of the cabins, 1 - 8, are 1
bedroom units. This design will complete the septic system replacement at the
King Ranch, as all of the existing buildings and proposed remodels will be on
new septic systems.
It is proposed in this project to design a system that can handle all of the
existing cabins, (8 bedrooms), and the remodel of the main home,(3 bedrooms),
or 11 bedrooms total. The existing system is 35 infiltrators, (7 rows of 5
units) sized for 6 bedrooms. Thus the new system is to add enough capacity
for 5 additional bedrooms.
The following is a summary of the design.
- 8 cabins = 8 bedrooms plus main home of 3 bedrooms (remodel in future) or 11
total.

The existing tank is a 1,500 gallon tank. There are 2 - 1,000 gallon and 1 -
1,250 gallon single chambered tanks that serve cabins 1-5 and # 8. (Note: the

added to the east side of the existing and 4 rows to be added to the west side
of the existing system. See design drawing for more information.
