Permitted Construction / Details:
Install the new system exactly as depicted in the Water Resource Consultants, LLC design, stamped and signed by
Paul Currier on February 26th, 2021. The new system will be sized to accommodate the maximum daily flows for a
tack shed consisting of one small bathroom, one lavatory sink and one toilet. The system will be able to
accommodate the future addition of a barn with 2 bedrooms.
A soil test pit will be required at the time of excavation to verify the soil type by Eagle County Environmental Health.
This OWTS consists of 1 sewer line coming from the tack shed. An additional cleanout is required somewhere along
the 120' sewer line. This shall be verified at the time of installation. A Valley Precast 1,000 gallon, two-chamber
septic tank with an effluent filter in the outlet tee will be used. A Tuf-Tite 4-Hole Distribution Box will be accessible at
grade. The STA will consist of 3 shallow trenches of 25 Infiltrator brand low profile chambers for a total of 75.
Contact Eagle County Environmental Health and the design engineer well in advance of requesting inspections prior
to backfilling any component of the OWTS. The design engineer is responsible for conducting all inspections
necessary to certify the installation and assure the functionality of the system. System certification, along with
photos and a record drawing is required to be submitted to and approved by Eagle County Environmental Health
prior to the use of the system.
THIS PERIMT EXPIRES BY TIME LIMITATION AND BECOMES NULL AND VOID IF THE WORK AUTHORIZED BY THE PERMIT IS NOT COMMENCED WITHIN 120 DAYS OF
ISSUANCE, OR BEFORE THE EXPIRATION OF AN ASSOCIATED BUILDING PERMIT

As requested, I’m providing additional information for the OWTS design we submitted last fall
for the tack room at the above address. Below are the responses to requested information.
Base Information:
• Brief description of proposed uses.
o This is a small tack shed (~16’x24’) that holds riding gear for a private, family horse
riding facility. It includes one small bathroom. Uses will be day use, intermittent,
spring through fall, with small groups, typically 1-5 riders. The bathroom facilities
include one lavatory sink, and one toilet. There is no shower.
Soil/Site Information:
• Location of soil profile test pit and percolation tests. As requested, I’ve added the
location of the percolation tests and soil profile on the drawings. The perc tests were
performed on undisturbed soil. The soil profile picture (below) shows this area quite
well (much greater than two 8’ deep trenches). The area adjacent area to the soil
treatment area was a borrow area for clayey materials for use in rehabilitating an
earthen dam. Note the size of equipment to gain a feel for how deep the soil profile is.
(max. excavation depth was in excess of 18’-20’ feet deep). The white silty-clay
material is the C horizon soil the absorption field (soil treatment area) will be on.

o Date of soil and perc testing: Oct. 23, 2020. Note: the borrow area shown in
the previous photo was exposed in 2018.
o Equipment used: Percolation test pits were excavated with an excavator to 3
feet below ground surface. 8” diameter by 12” deep holes were dug by hand
in the bottom of the test pits, then continuously soaked for >48 hours before
percolation tests were run. The ground was not frozen at any time during the
tests.
o Setback distances: they are included on the drawings. See the notes (under
compliance). The closest setback is 230 feet (to JPO Reservoir #1).
o Soil Description: The onsite materials at the location of the proposed
absorption field are as follows:
O horizon (organic): none
A horizon: 0”-1”
B horizon: 6”-30”
C horizon: > 20 feet (20’+ was the depth we took the borrow area
down to).
Limiting layer: from a hydrologic/hydraulic perspective, the limiting
layer is >> 20 feet deep. We never hit it when we had the borrow area
open.
A graphic of the soils has been added to the drawings.
o Based on knowing the above geotechnical site conditions, it was our
professional judgment that it was prudent to run percolation tests to have an
actual percolation rate to base sizing of the absorption field (soil treatment
field) rather than basing it on the NRCS mineral soil definitions.
o Percolation tests were performed 36” below anticipated final surface grade of
the OSWT system. This was in native silty-clay material (white layer in the
photo, the C horizon).
General Plan Requirements:
• Elevations of components are included on the drawing.
• A cross-section of the absorption field was added, aka soil treatment area.
• Inspection ports are noted.
• Cleanouts are noted.
• Pipe bedding is noted (sand to 2” above pipe, 1-1/2” to 2” below).
Septic Tank:
• Inlet invert elevations are shown.
• Proposed final grades over the tank are shown.
• The effluent filter is a Tuf-Tite EF4 or equal.
• All components are watertight.
• Surface grade is graded to avoid ponding of surface runoff
• Installation instructions reference Eagle County OWTS regulations. Site specific
details are called out on drawings to guide the contractor.
