This being a scheduled Public Hearing,the following items were presented to the Board of County
Commissioners for their consideration:
Constituent Input
Chairman Chandler-Henry opened and closed constituent input, as there was none.
Commissioner Updates
Commissioner McQueeney spoke about the Colorado Counties,Inc. (CCI)conference in Vail last week and
gave a shout out to Kim Bell Williams and Heath Harmon who both did presentations on the county's mental health
and housing efforts.
Commissioner Scherr stated that this week he would be meeting with the Colorado Communities for
Climate Action, a coalition of 42 local governments across the state advocating for stronger state and federal
climate policy. He was the outgoing president of CCforCA and reported on the work that had been done.
Chairman Chandler-Henry reported on the State of the River meeting that was last week at CMC in
Edwards,it was hosted by the Colorado River District and the Eagle River Water and Sanitation District There
were some great presentations and legislative updates. It was filmed and should be available for viewing soon. She
reminded everyone that snowpack didn't always translate into runoff. For every degree of increase in temperature,
it translated into a 9%drop in runoff.

Jeff Shroll spoke about touring the boat ramps on the Open Space parcels along the Colorado River. He
thanked BLM for their ongoing partnership to combine resources and create safer use on the river. He reminded the
river users to be careful as the river was moving fast.

Commissioner Scherr moved to approve the Consent Agenda for June 6, 2023 as presented.
Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Business Item(s)
1. Resolution 2023-038 Concerning an Appointment to the Basalt Regional Library Board

Executive Summary: This resolution concerns the appointment of Deborah Smith to the Basalt Regional Library
District's Board of Trustees.
Amy Shipley, Executive Director of the Basalt Regional Library introduced Deborah Smith.
Ms. Smith stated that she was excited to serve with Ms. Shipley and the other trustees.
Commissioner McQueeney moved to approve the Resolution Concerning an Appointment to the Basalt
Regional Library Board.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
2. Resolution 2023-039 Proclaiming June as Pride Month in Eagle County

Executive Summary: This resolution is recognizing June as LGBTQ+Pride Month in Eagle County.
Madison Partridge thanked the board for their time, consideration,and support. Pride Month was a time
to come together and honor a movement that had grown stronger,more vibrant, and inclusive each year. It was a
celebration of LGBTQ+people who fought bravely to live openly and authentically. It served as a reminder there
was more work ahead to ensure that everyone enjoyed the full promise of equity, dignity,protection, and freedom.
Commissioner McQueeney moved to approve the Resolution Proclaiming June as Pride Month in Eagle
County.
Commissioner Scherr seconded the motion. The vote was declared unanimous.
3. Ratification of Contract To Buy and Sell Commercial Real Estate for Eagle County to Purchase 936 Chambers

Executive Summary: Ratification of the contract to purchase commercial real estate property at 936 Chambers
Court, B2b,B3, and B4 in Eagle, Colorado. The property will be used for storage and shop space, auxiliary
workstations, and associated uses.
Jesse Meryhew,Facilities Management Director, spoke about the terms of the contract. The property
would be used by the Facilities Department, the Sheriff's Department, Salvation Army trailer storage, and Open
Space storage. The location would save about$12,000 to $14,000 annually in fuel as well as simply providing
better efficiency for the Facilities team as a majority of their work was in Eagle.
Jill Klosterman, Chief Financial Officer, stated that the building was almost directly across from the
Eagle County Sheriff's Office. The building was about 15,000 square feet and was part of a Owners Association.
The annual dues were about$40,000 per year. The zoning was Industrial Use.
Mr. Maryhew stated that the building was a large concrete construction. There were two loading docks
which were very valuable for his team. Given the needs for the space,there was a lot of potential.
Ms. Klosterman stated that the terms were complicated but the county's offer was accepted last Friday
and included a purchase price of$2.6 million dollars. Closing was scheduled for June 30,2023.
Chairman Chandler-Henry asked about the source of fundi#g.for the purchase.
Ms. Klosterman stated that Capital Improvement Project fundsgwould be used to acquire the property and
do the improvements. The ongoing property owners association and'utilities cost would come out of the General
Fund.
Commissioner Scherr moved to approve the Contract To Buy and Sell Commercial Real Estate for Eagle
County to Purchase 936 Chambers Court Units.
• Commissioner McQueeney seconded the motion. The vote was declared unanimous.
Work Session(s) - Eagle County Room
1. Board of Health Meeting

Executive Summary: This is a regularly scheduled Board of Health meeting. Agenda items include 1)public
comment, 2) items of interest by the board members, 3)improvement of water quality with a transfer of title
program for properties on septic systems,4)update on the community health assessment process&public health
improvement plan, 6)reflections from the vision for mental health in Eagle County work session. The full agenda
and executive summaries can be found in the attached Board of Health Packet for June 6,2023.
2. EGE Masterplan Process Update

update on the EGE Airport Master Plan Process.

Eagle Valley Trail Ribbon Cutting - Dotsero
1. Ribbon Cutting: Eagle Valley Trail Dotsero Segment

Executive Summary: There will be a brief ribbon cutting ceremony to celebrate the new section of the Eagle
Valley Trail in Dotsero. The ceremony will be on Tuesday, June 6th at 4:00 p.m.
