In addition to avoiding installations during unfavorable site conditions,please be advised of our annual time frame for ISDS installations,unless otherwise specifically approved by this department.Permits issued on or before November 15 must be installed prior to December 1.Spring field activities typically resume around mid March. Avoiding the winter months promotes better site evaluations,designs and installations resulting in the best private wastewater system for our customers.If unfavorable conditions prevail between the installation and the final inspection (such as snow)special precautions must be taken to protect the drain field area from the elements. Please keep this office informed regarding the progress of your installation so we can provide responsive customer service when scheduling your final inspection.The Temporary Occupancy Permit (TCO)associated with the building permit cannot be issued without the septic system being finally inspected.Systems designed by a registered professional engineer must be inspected and certified by the design engineer as well as Eagle County Environmental Health. Box 179 500 Broadway Eagle, Colorado 81631 Re: Letter of Compliance with WQMMP Frost Creek PUD Lot 53; BP - 17516 Dear Mr. Merry: This letter is written to provide "certification from the project engineer that Frost Creek PUD remains in compliance with the Water Quality Management and Mitigation Plan (WQMMP)" prior to the issuance of the above building permit. MONITORING FREQUENCY Project Phase: Construction Phase, second year • Surface Water Monitoring: 2 Wet Weather Events Annually and 2 Dry Weather Events Annually. • Groundwater and Wetland Monitoring: 2 Events Annually — conducted between June and September. • Bioassessment: 1 Event Every 2 Years • Clubhouse Wastewater Treatment Facility: Testing to conform to CDPHE Requirements. • Mitigation Measure Monitoring: Daily during construction, 3 (minimum) visual observations per year thereafter, and after storm events as needed. 1 STATUS REPORT Surface Water Monitoring: The first Surface Water, Dry Weather water quality sampling occurred on April 26, 2006, by Wright Water Engineers, Inc. (WWE) (Chad Taylor, Project Manager, 303-480-1700), during peak snow runoff of the project site. The water samples were analyzed by ACZ Laboratories, Inc. (Tony Antalek, ACZ Project Manager, 1-800-334-5493, Steamboat Springs, CO). Laboratory results analyzed TSS, TDS, Total Phosphorous, and Total Nitrogen at the four (4) sampling locations — SWBC1, SWBC2, SWFCl, and SWFC2. Please see attached May 8, 2006 analytical report by ACZ Laboratories and June 16, 2006 Status Report and interpretations of laboratory results by Wright Water Engineers. The next Surface Water Monitoring will take place between July 15 and October 31 to correspond to baseflow conditions. The two Wet Weather Events sampling will occur within 48 hours of a storm event. • Groundwater and Wetland Monitoring: Per the WQMMP, the Groundwater Grab Samples will be collected and submitted during the next round of sampling, between June and September. • Bioassessment: The Bioassessment was completed in 2005 and will be conducted again in 2007. • Clubhouse Wastewater Treatment Facility: The CDPHE Water Quality Control Commission has approved the site application per the "Site Location and Design Approval Regulations for Domestic Wastewater Treatment Works" on June 2, 2006 (Ron Falco, P.E., Engineering Section Manager, 303-692-2000). • Mitigation Measure Monitoring: The Frost Creek "Stream Enhancement Relocation Plan" submitted to the Army Corps of Engineers under our approved 404 permit is currently under construction and is aggressively mitigating erosion into Frost Creek, but is inherently exposed. Once Frost Creek is relocated to it's approved location, the historic creek channel will be filled in and revegetated. The creek relocation will have drop structures to reduce water velocities and potential erosion, and specific vegetation to promote wetlands and a riparian corridor that does not currently exist. This work may be contributing to the TSS in Frost Creek in the short term. On Saturday, June 17, 2006, Colorado Department of Public Health and Environment specialist Bill Carlson - in compliance with the Storm Water Management Plan Permit #030000 - inspected the project. He inspected key erosion and sediment control BMP's 2 for the project and resulted in few comments and overall high marks. Those recommendations have already been implemented. To date, the WQMMP continues to be maintained through daily site monitoring by Adam's Rib, and biweekly inspections by WWE. Please feel free to call to discuss any items. incerely, f i t Vern,L. CLEANER, AND/OR PRIMER CAPABLE OF IMPARTING COLOR7. THE PROPER SOLVENT CEMENT8. A NATURAL BRISTLE BRUSH APPROXIMATELY HALF THE DIAMTER OFTHE CASING BEING JOINED OR ASPECIALLY DESIGNED APPLICATOR WHICH MAY BE INCLUDED IN THE SOLVENT CEMENT CONTAINER.PREPARATION OF THE PIPE SURFACES AND THE ACTUAL CEMENTING PROCESS SHOULD BE ACCOMPLISHEDAS LISTED BELOW (AWWA 1981). BECAUSE SOLVENTS ARE HIGHLY FLAMMABLE AND THEIR VAPORS MAYPRESENT A HEALTH HAZARD IN ENCLOSED AREAS, SOLVENT CEMENTS SHOLD BE USED WITH CARE; AVOIDCONTACT WITH EYES AND SKIN AND LONG-TERM BREATHING OF VAPORS.STEP 1: CUT CASING USING A FINE-TOOTHED SAW AND A MITRE BOX TO AVOID ROUGH OR UNEVEN CUTS.STEP 2: SMOOTH THE CUT END WITH A KNIFE, FILE, OR SANDPAPER. REMOVE ALL BURRS AND CUTTINGS.STEP 3: CLEAN THE CONTACT SURFACES OF THE PIPE END AND SOCKET WITH A CLEAN, DRY COTTON CLOTHOR PAPER TOWEL. GREASE MUST BE REMOVED WITH A CLEANER RECOMMENDED BY THE SOLVENT CEMENTMANUFACTURER. ROUGHENING THE CONTACT SURFACES WITH ABRASIVE PAPER AIDS IN THE DEVELOPMENTOF A BETTER BOND.STEP 4: CHECK THE FIT OF THE SECTIONS TO BE CEMENTED. A GOOD "DRY FIT" SHOULD SHOW THE SPIGOTEND ENTERING THE SOCKET TO ABOUT ONE-HALF TO TWO -THIRDS OF ITS DEPTH. SOME MANUFACTURERSSUPPLY CASING WITH MARKS TO DESIGNATE PROPER FIT. INCORRECTLY DIMENSIONED PIPE, BELL, ORCOUPLING SHALL NOT BE USED.STEP 5: IF THE CASING IS MADE OF PVC, APPLY A PRIMER TO THE INSIDE SURFACES OF THE SOCKET. THEPRMER MAY REQUIRE MORE TIME TO SOFTEN THE BELLED END CASING SOCKETS THAN IS NECESSARY TOPREPARE THE SOCKETS OF A MOLDED COUPLING.STEP 6: PRIMER SHALL BE APPLIED TO THE OUTSIDE OF THE PVC CASING (SPIGOT) END TO PREPARE IT FORJOINING. ALL SURFACES TO BE CEMENTED SHALL BE COATED WITH THEPRIMER.STEP 7: APPLY A THIN COAT OF SOLVENT CEMENT TO THE INTERIOR SURFACE OF THE SOCKET. THE USE OFTOO MUCH SOLVENT COULD WEAKEN THE CASING WALL.STEP 8: APPLY A UNIFORM COAT OF SOLVENT CEMENT TO THE OUTSIDE SURFACE OF THE SPIGOT END OFTHE CASING.STEP 9: INSERT THE SPIGOT END OF THE CASING SECTION FORCEFULLY INTO THE SOCKET TO THE ENTIREDEPTH OF THE SOCKET WHILE BOTH THE INSIDE SOCKET SURFACE AND OUTSIDE SURFACE OF THE CASINGARE COMPLETELY COATED WITH WET CEMENT.STEP 10: TWIST CASING 1/8 TO 1/4 TURN THEN HOLD THE SOCKET AND CASING SECTIONS TOGETHER FOR ATLEAST 15 TO 20 SECONDS OR UNTIL AN INITIAL SET TAKES PLACE.STEP 11: WIPE THE EXCESS CEMENT FROM THE SOCKET. A PROPERLY CEMENTED JOINT SHOULD SHOW ABEAD OF SOLVENT CEMENT AROUND THE ENTIRE CIRCUMFERENCE OF THE CASING WHERE IT MEETS THESOCKET.STEP 12: TO INSURE A STRONG BOND, A JOINT SHOULD REMAIN UNDISTURBED UNTIL AN INITIAL SET ISREACHED (TABLE 1).TABLE 1.
