COUNTY OF EAGLE, STATE OF COLORADO
RESOLUTION NO. 2023 - 044
RESOLUTION ADOPTING A 2nd SUPPLEMENTARY BUDGET AND
APPROPRIATION OF UNANTICIPATED REVENUES FOR FISCAL YEAR 2023,AND
AUTHORIZING THE TRANSFER OF BUDGETED AND APPROPRIATED MONIES
BETWEEN VARIOUS SPENDING AGENCIES
WHEREAS, the County from time to time receives certain unanticipated revenues that
were not anticipated at the time of the adoption of the 2023 budget and/or such revenues were
not assured at the time of the adoption of the 2023 budget and therefore were not appropriated;
and
WHEREAS, the County has determined that there is an availability of unappropriated
fund balances to adequately cover certain new appropriations; and
WHEREAS, in view of the needs of the various offices, departments, boards,
commissions, and other spending agencies, it is also necessary to transfer certain previously
budgeted and appropriated monies or to authorize the expenditure of such unanticipated or
unassured revenues or unappropriated fund balances; and
WHEREAS, the Board has the authority to expend such unanticipated or unassured
revenues by enacting a supplementary budget and appropriation, and to transfer budgeted and
appropriated revenues from one county fund to another county fund, pursuant to C.R.S. 29-1-109
and C.R.S. 29-1-111; and
WHEREAS, Eagle County's Finance Department has determined that such budget
appropriations are in compliance with the provisions of the Colorado Constitution, Article X,
Section 20, also known as "Amendment One: The Taxpayer's Bill of Rights"; and
WHEREAS, notice of this proposed supplementary budget has been published in a
newspaper having general circulation within the territorial limits of the County of Eagle, State of
Colorado, as required by the terms of C.R.S. 29-1-106.
NOW, THEREFORE, BE IT RESOLVED BY THE BOARD OF COUNTY
COMMISSIONERS OF THE COUNTY OF EAGLE, STATE OF COLORADO:
THAT, the Board hereby authorizes a supplementary budget and appropriation of
unanticipated revenues,unassured funds, transfers, and utilization of fund balance as described in
Exhibit A attached hereto and incorporated herein by this reference.

THAT, the Treasurer of the County of Eagle is hereby requested and directed to take all
action necessary to effectuate the intent of this Resolution.
THAT, the Eagle County Budget Officer is hereby requested and directed to immediately
transmit an original or certified copy of this Resolution to the affected spending agencies and the
officer or employee of the County of Eagle whose duty it is to draw warrants or orders for the
payment of money.
THAT, the Eagle County Budget Officer is hereby further requested and directed to file
an original or certified copy of this Resolution with the Division of Local Governments in the
Department of Local Affairs.
THAT, this resolution is necessary for the public health, safety and welfare of the citizens
of Eagle County, Colorado.

936 Chambers(Chambers Annex) New Request We are acquiring this property to use for several Eagle County
departments and offices that have identified uses for the property,
including storage and shop space,auxiliary workstations and
associated uses.We believe purchasing this property will be more cost
effective than building new.We will utilize$350,000 that had been
budgeted to make improvements to a building at the fairgrounds for a
facilities shop.This property will serve that and additional needs.
Air Traffic Control Tower HVAC Upgrade New Request During the 2023 budget process the Airport was awarded federal BIL
money for upgrades at our air traffic control tower.The project came
in significantly higher than the amount we were awarded and grant
funding was cancelled.The project still needs to move forward so we
have removed scope to get the price to a more affordable place.The
Airport will be funding this 100%.This request is removing the
revenue from the budget and adding the additional expense to
complete the project.
Backup Automated Weather Observation New Request Recently the Airport has been having issues with the automated
Station weather observation station(AWOS)which is a very important piece of
equipment that allows commercial planes to land. Recent outages
have caused flights to cancel. Having a backup will allow commercial
planes to arrive at EGE even if the tower is closed and our primary
systems is not working.
Board of Assessment Appeals Costs New Request Unforeseen expenses due to Board of Assessment Appeals hearings
for tax matters including outside expert witnesses and appraisal
reports.
CASTA Leadership Training New Request Colorado Association of Transit Agencies Leadership training for 2
Dispatchers
CDPHE Tobacco STEPP Program Grant New Request Starting July 1 2023 Public Health will receive an increase in State
Tobacco Education and Prevention Program(STEPP)funds.The
majority of this additional revenue will be used to cover budgeted
wages.
Cherrington Rock Picker New Request Purchase of rock picker for the Fairgrounds arena
Child Maltreatment Prevention Plan New Request To include new funding from Child Maltreatment Prevention Plan
(CMPP)
Colorado Mountain College Edwards operation New Request Two housing buildings will be ready for occupancy at the end of this
set up summer on the Colorado Mountain College Edwards Campus.ECHDA
will be the property manager for one building and an owner/property
manager for the second building.A vehicle and tools will need to be
purchased for the property manager to take care of the 72 new units.
COVID Epidemiology and Laboratory Capacity New Request The ELC 2 grant revenue of$350,000 was budgeted for in 2023 but a
(ELC)2 Grant Expenses contract was not yet in place for spanish translation related to COVID
communications. The negotiation are now finalized and PH
anticipates spending this money in 2023.These expenses will be
reimbursed by the ELC 2 grant.
Crown Mtn Waterline Extension New Request A new waterline for Crown Mountain needs to be installed and the
existing water system will be abandoned.
Debt Book Computer Software New Request Contract with Debt Book to provide software to track all ECG leases
and subscription based information technology/software contracts
to comply with the Governmental Accounting Standards Board
rulings.
DEF Pump&Storage System New Request Purchase of a Diesel Exhaust Fluid(DEF)Pump to minimize staff injury
risk and save up to$6,000.00/year on Diesel Exhaust Fluid.
DIA Surplus Sale-Broom/Plow Machine New Request Denver International Airport will be selling multiple broom/plow
combination machines.EGE is interested in acquiring two. EGE
currently has budget for one but would like to add additional budget
for the second machine. These machines will allow EGE to be much
more efficient with getting our ramp cleaned and opened after a snow
event.
Dotsero Mobile Home Park Broadband New Request Bringing FTTP Broadband services to the Dotsero Mobile Home Park.
E911 Salary Increase New Request Supplemental request for E911 board approved salary increases for
Vail Public Safety Communications Center staff

FTE Deputy Coroner New Request Additional.5 FTE to move part time deputy coroner position to a full
time benefited position
Geothermal Consult New Request Retain the services of a geothermal consultant to design for ECB and
MSC campus.This project was included in the first supplemental but
additional work needs to be completed in this phase.
Google Archived User Licenses New Request For Open Records search purposes,we need to retain access to
terminated employee electronic documents for up to 4 years(our
current email retention period)after an employee terminates. Google
formerly provided us with the ability to retain this information free of
charge,that has now changed. This request is to purchase required
"Google Former Employee"licenses until our next Google renewal
date(appx 10 months).
Grant Writer for Energy Smart Colorado New Request Energy Smart Colorado(ESC)is requesting$33,400 from Eagle County
to write and submit grant applications for current funding
opportunities in the Inflation Reduction Act and Infrastructure
Investment and Jobs Act.Eagle County's funding would supports 3
part time grant writers in 2023 to work directly with ESC's Executive
Director to draft and submit grant applications.Successful grant
awards will support workforce training and increased electrification
rebates for the region.
Jail Camera Upgrade 2nd Phase New Request Completion of Jail Camera upgrades,equipment and supplies.Cost of
this project was included in 2022 Sheriff Detentions budget.Balance
was not carried over into 2023 budget as it should have been.Funds
are now needed to complete camera upgrade project.
Justice Center Jail Door Inspection New Request The doors have electronic monitors to indicate when a door is secure.
Recently the doors are faulty and require regular maintenance.This
request will pay for an outside contract to upgrade and fix the doors.
Lake Creek Village Bus Stop Shelter Design New Request The original budget for the design work for the Lake Creek Village Bus
Stop Shelter design was for$50,000,however,the final quote is
$195,000 to complete the project.
License Plate Recognition(LPR)System New Request The LPR System is a specialized intelligence group of high level
cameras,focusing on license plate numbers.Used by Law
Enforcement to detect Lic.plates for purposes of tracking&
apprehending drug trafficking offenders.It can be used for Amber
Alerts as well.The Eagle County Sheriffs Office has been awarded a
reimbursement grant to cover the cost of this system$56,745.
Office printer New Request Order a new office printer to replace old machine
Old Court House 2nd Floor/Attorney Office New Request Additional funding required to complete the entire scope of the
Remodel remodel
Public Health Emergency Retention Bonus New Request Funding for Staff Retention Bonus Reimbursement from Colorado
Grant Department of Health Care Policy and Financing Policy
Rebranding Project New Request The Airport will begin a rebranding project during 2023. A contractor
has been selected and the contract process is underway. This request
is a preliminary amount for us to get moving with the contractor once
the contract is signed.
River House New Request The River House property is located at 32525 Highway 6 in Edwards.
The uses of the 4 acre property will be planned in 2023 utilizing a
public engagement process.
Security New Request Add security services to Old Court House to meet increasing security
concern at this location,and pay increases for current guards at all
locations.
Snow Fence Install New Request To reduce the risk of sliding snow from the roof at the Grandstand
Arena and Livestock Barn

Terminal Access Points New Request The Airport would like to add additional access points to help with Wifi
connection for various systems throughout the terminal.
Terminal Art Program New Request The Airport would like to start an art program within the terminal. We
are currently in discussions with ArtLifting which is a company that
works with artists impacted by disabilities and housing insecurity.
This would be an initial install of 5 pieces of art from primarily
Colorado artist. ECAT will continue to include this in their annual
budget as they refresh some of the art.
Town of Eagle Bus Shelters New Request Partnering with the Town of Eagle to construct bus stop shelters on
Sylvan Lake Road.
Tuberculosis Additional Funds New Request Additional funds provided to Eagle County to support our ongoing
Tuberculosis(TB)work in the community to assist in covering staff
time.
Vegetation Seasonal Budget New Request Colorado Dept of Agriculture Federal Disaster relief grant funding to
support 2 seasonal employees in vegetation management objectives
Weed Spraying New Request Vegetation Management in coordination with the airport decided to
make a programmatic change and hire a contractor to complete bare
ground spraying at the airport.This allowed for VM to expand services
utilizing specialized staff to educate and treat more acres in the
County.
XEROX Contract/New Copiers New Request Replacement of outdated copiers that are no longer under contract.
Cost of scans,faxes and copies have increased greatly(in excess of
$900.00-$1,000.00 monthly as we are out of contract with our Xerox
supplier).Purchasing new copiers/printers will save the County
approximately more than$1,000.00/monthly and close to$8,000.00
through the end of the year alone.We are looking to sign a 5 year
contact with fixed rates,set up and delivery.
