Savalox Subject: Lee Rollins Calvin Date: May 19, 1997 ISDS #1689-97 was issued to Lee Rollins Calvin, at 6099 Brush Creek Rd. in Eagle, Colorado on April 28, 1997. The septic system was originally sized by Eagle County Environmental Health Division for a 3 bedroom single family residence with components including a 1,000 gallon septic tank and an absorption area of 844 square feet via 27 infiltrators calculated according to a long-term acceptance rate (LTAR) of 0.8 gallons per day/square foot. Additionally, the Calvin residence also holds ISDS Permit #0067, dated December 29, 1975, indicating a 1,000 gallon septic tank and 800 square feet of absorption area (see file for specific site plans, locations, etc.). During a phone conversation with Bill Calvin on May 9, 1997, he requested downsizing the new septic system to fit a 2 bedroom home. Evidently, the 1,000 gallon tank had been installed, however, Bill requested 24 infiltrators instead of the 27 infiltrators originally permitted. Based on the 0.8 LTAR, this is an adequate area, especially considering this residence has two separate septic systems to accommodate its two bedrooms. Mr. Calvin was informed that Eagle County Environmental Health Division would require an official letter of request from him indicating the total number of bedrooms in his home which we have not yet received. A final inspection was conducted on May 12, 1997, at which time, a 1,000 gallon septic tank had been installed as well as 24 infiltrators with an absorption area of 744 square feet. The inspection was not completed since only a foundation had been laid. ISDS Permit #1689-97 will require an additional final inspection to confirm connections between the building sewer and the tank, setback of the tank from the house, installation of a `T' in the inlet of the septic tank and sealed gasket around the inlet pipe. Furthermore, Building Permit #11035 has been flagged indicating the conditions of ISDS Permit #1689-97 as well as the property's non-commercial land use status. Memo To: Lisa Graves, Building Div. Merry, REHS Date: 12/27/99�'� Subject: 13P-11035 After reviewing the ISDS permit file associated with aforementioned building permit for Lee Rollins, the Environmental Health Division will not be able to officially approve the septic system serving the residence. However, I think it is reasonable to issue occupancy permission for the residence. It is important to note that the property and septic system is not approved for any commercial use. Environmental Health maintains the authority to require the system be repaired in the event of failure. Unfortunately, the only missing inspection was the building sewer from the residence to the septic tank along with the necessary clean out as well as the inlet "t" properly installed inside the septic tank. There is an approved leach field and a 1000 gallon septic tank installed to serve the two bedroom residence but we never received a letter from the applicant verifying the number of bedrooms. As you are aware, a final inspection on your property was attempted on May 12, 1997. Previous to my visit, we discussed the alteration of your absorption area to accommodate a two bedroom instead of the originally permitted three bedroom home. This change was allowed since you indicated to us that you do not have any more than two bedrooms in the entire structure including the addition. Eagle County Environmental Health requires that you submit a letter specifying the total number of bedrooms in your residence. At the time of inspection, the number of infiltrators and area of absorption installed were noted. However, your foundation was lacking a building sewer and its connection between the tank and the house as well as a `T' connection in the inlet of the septic tank. Until Eagle County receives your letter indicating total number of bedrooms in your residence, as well as performs another final septic inspection, your Certificate of Occupancy will be withheld. Additionally, your building permit has been flagged to indicate these necessities prior to the issuance of a C.O. and your non-commercial status has also been highlighted. Gentlemen: Our office was contacted by Mr. Ted Reynolds, a licensed sewer system installer, on or about December 29, 1975. A repair permit was issued requiring a 1,000 gallon septic tank and 800 square feet of leach field. Existing County Regulations reguire septic tanks and seepage beds to be located at least 25 feet from water supply lines and 10 feet from property lines. On February 2, 1976, 1 inspected the property at the request of Town Manager, Bob Sanders, and would make the following points: 1) The system had been completed and covered over without having received a final inspection. 2) It appeared,from the ground disturbance,that excav- ation had occured approximately 40 feet from the water main. 3) The owner, Boy Mosher, was at the property site and pointed out the location of the new septic tank and leach field. This was approximately 40 feet from the main water line. 4) Due to the failure to contact this office for a fina`,1 inspection prior to covering the system, I suggest the town request a noterized letter from the owner'statig the system has been installed in compliance with the!, County Regulations; along with a map showing the precise location of the components of the system.
