Box 95 Burns, CO 80426 RE: Building Permit # 7037 Misc. # 02145 22543 Colorado River Road Dear Carl: Eagle County Building P.O. Box 179 500 Broadway Eagle, Colorado 81631-0179 Enclosed are your issued building permits under the above numbers for the property at 22543 Colorado River Road, also known as Derby Junction. These permits are for the main house and the six cabins. Your building permit extension expires on Thursday, December 19, 1996. Upon receipt of these permits, it will be in your best interest to have inspections of the house and cabins before the building permits expire. We understand that your septic system is awaiting final inspection and can be approved by Alpine Engineering shortly. The house and cabins can be inspected before the septic system is finaled. You may call our Inspection Request Line at 328-8106 to schedule the inspections. If you are unable to call for inspections before the permits expire, please send or bring in a letter requesting another 6 month extension. However, please continue to make the necessary repairs - to the septic system so it can be finaled as soon as possible. Keep in mind that until the ISDS permit and building permits are signed and finaled, it is unlawful to occupy the house or cabins without a T.C.O. or C.O. The sooner these inspections are completed and signed, the quicker we can issue your Certificate of Occupancy. BOX 75 Burns, CO 80426 Prepared by: Alpine Engineering, Inc. P.O. BOX 97 Edwards, CO 81632 (970) 926-3373 SEPTIC SYSTEM APPLICATION INTRODUCTION The Derby Creek Company is a residential/commercial property located in the NW 1/4 of Section 22, T2S, R85W, 6th P.M., in the Colorado River drainage near Burns, Eagle County, Colorado. The existing house on site is currently served by an on -site individual sewage disposal system. This system is old and not permitted with Eagle County. This area is not served by Upper Eagle Valley Consolidated Sanitation District. It is proposed that the existing ISDS serving the Battey Residence on site be properly abandoned and a new system designed and permitted to bring the residence into compliance with Eagle County regulations. PROPOSED USE The Battey Residence is a four (4) bedroom residential single family dwelling. QUANTITY OF SEWAGE (4 Bedrooms)(2 persons/bedroom)(75 gpd)(1.5 peaking factor) = 900 gpd SEPTIC TANK SIZE 900 gpd x 30 hrs/day = 1,125 gallons 24 hrs/day Round to 1,250 gallon capacity tank. SOILS INVESTIGATION On January 11, 1996, a soil profile pit was excavated by backhoe in the proposed area of the absorption system. The following soil profile was observed: from the ground surface to a depth of approximately 3 feet the soil consisted of a dark brown loamy silt with sand and clay, followed by a light brown sandy silt with some cobbles to the extent of the excavation at a depth of 10 feet. Neither groundwater nor evidence of a seasonal high water table was encountered in the profile pit. At the time of observation, soils in the upper soil layer were partially frozen precluding the collection of useful information from a percolation test. Assuming that the infiltrator units will sit within the lower soil layer (grade will have to be lowered 1 to 2 feet to provide for gravity feed), at a depth below the finished ground surface of 2.25 feet, a long term acceptance rate of 0.8 gallons per square foot per day (gpd/sq.ft.) and a percolation rate of 10 minutes per inch (MPI). Application for ISDS Permit 1 Battey Residence TRENCH DESIGN A = Q/5 (T)0.s A = (900 gpd/5) (10 mpi)o.s A = 569 SF Check with loading rate: For the type of soils found on site, the EPA Design Manual: Onsite Wastewater Treatment and Disposal Systems recommends a maximum application rate of 0.8 gallons per square foot per day. 900 apd = 1,125 ft2 0.8 gal/ft2 This area will be used for design. with a 50% reduction for infiltrators = 562 SF Number of Infiltrator Units: 562 SF = 32 Infiltrator Units 18 SF/Infiltrator Length of Trenches: 32 infiltrator units x 6.25 ft./infiltrator unit = 2 trenches at 68.75 ft. long each 3 trenches and 1 trench at 62.5 ft. long APPLICABLE SETBACKS The proposed location of the septic tank and absorption trenches is outside of all applicable setback distances. The trailer located by the house, adjacent to the proposed absorption trench area, will be moved out of this general area prior to construction of the ISDS. Determining the flow rate per hole involves using Table 6.5. Begin by assuming a pressure head of 3 ft at the distribution laterals and a hole diameter of three -sixteenths inch. This gives a flow rate of 0.72 gal per min per hole. The total dosing rate is simply the dosing rate per hole times the number of holes. As an example, assume: length per lateral leg = 25 ft no. of lateral legs = 6 hole diameter = 3116 in. hole spacing = 4 ft pressure head at laterals = 3 ft 1. No. of holes = length per lateral x no. of laterals 25 ft x 6 = 38 holes hole spacing 4 ft 2. Flow rate per hole (from Table 6.5) = 0.72 gpm 3. Total dosing rate = no. of holes x flow rate per hole = 38 x 0.72 gpm = 27 gpm A dosing rate of 27 gal per min is about right. If flow rates more than double the minimum are projected, it may be desirable to reduce the rate somewhat in order to be able to use a smaller pump or smaller diameter pipe. The hole spacing can be increased or the hole diameter decreased. It is usually better to use wider hole spac- ing in order to be spared the plugging that occurs with small holes. Pipe diameters can be selected once the total dosing rate is known. Using Table 6.6, the minimum diameter of the laterals can be deter- mined. For example, using 4-ft spacing of three -sixteenths -inch 1 '&'v(E pe' oo f e 95' ` 93 Lvote.s les x Az or" l tV C;r'facci DERBY CREEK COMPANY C0:17MERCIAL ISDS PROPOSED LAYOUT GENERAL NOTES 1. Box 75 Burns, CO 80426 Prepared by: Alpine Engineering, Inc. P.O. Box 97 Edwards, CO 81632 (970) 926-3373 SEPTIC SYSTEM APPLICATION INTRODUCTION The Derby Creek Company is a residential/commercial property located in the NW 1/4 of Section 22, T2S, R85W, 6th P.M., in the Colorado River drainage near Burns, Eagle County, Colorado. Commercial buildings on the site are currently served by an on -site individual sewage disposal system (ISDS). This system is old and not permitted with Eagle County. This area is not served by Upper Eagle Valley Consolidated Sanitation District. It is proposed that the existing ISDS system be properly abandoned and a new system designed and permitted to bring the commercial operation into compliance with Eagle County regulations. PROPOSED USE The proposed ISDS system will serve 6 commercial cabins to be used by river rafters. Each cabin has one bed room, one bathroom and kitchenette facilities. In addition, a laundry and shower facility will be available to Derby Creek customers, and, at some future time, an existing building on the site may be used as a store. QUANTITY OF SEWAGE Cabins: (6 Bedrooms)(2 persons/bedroom)(75 gpd)(1.5 peaking factor) = 1,350 gpd Laundry facility: (19.5 gpd)(6 persons)(1.5 peaking factor) = 175 gpd Shower facility: (14.7 gal. per shower use)(4 showers/day)(1.5 peaking factor) = 88 gpd Store: (2 employees)(15 gpd/employee)(1.5 peaking factor) = 45 gpd TOTAL 1,658 GPD This estimate is felt to be conservative. SHOWER AND LAUNDRY FACILITIES ARE NOT PUBLIC. USE OF THESE FACILITIES SHOULD BE MONITORED AND NOT ALLOWED TO EXCEED THE DESIGN CAPACITY. "Note that the store is across Eagle County Road 39 from the septic system. Crossing of the road with the sewer line will require a county road cut permit. SEPTIC TANK SIZE 1,658 gpd x 30 hrs/day = 2,072 gallons 24 hrs/day Round to 2,500 gallon total tank capacity. In addition, the last chamber of the second tank in series will be used as a dosing chamber. Therefore, the system will consist of two 1,500 gallon capacity tanks. Application for ISDS Permit 1 Derby Creek Company, Commercial SOILS INVESTIGATION On January 11, 1996, a soil profile pit was excavated by backhoe in the proposed area of the absorption system. The following soil profile was observed: from the ground surface to a depth of approximately 3 feet the soil consisted of a light brown silty sand, followed by river gravels with sand and cobbles to the extent of the excavation at a depth of 9 feet. Groundwater was encountered at a depth of 9 feet. Evidence of a seasonal high water table was not observed. On April 23, 1996, percolation tests were performed at the proposed absorption trench location. Three test holes were hand -dug to a depth of 2.5 feet. Soils encountered were consistant with the profile pit and consisted of a light brown silty sand. Neither groundwater nor evidence of a seasonal high water table were observed. The average percolation rate of the three holes was 5.4 minutes per inch (MPI). Soils having a percolation rate less than 5 MPI are not suitable for the disposal of wastewater. The percolation rate of one of the test holes was less than 5 MPI. On that date, groundwater in the soil profile pit, which was still open, had risen to 5.8 feet below ground surface (a depth from ground surface to groundwater of at least 6.5 feet is required). Alpine also measured relative elevations of the cabins and the absorption area and found that gravity feed to the two furthest cabins to the northeast would not be possible. For these reasons, a mound system has been designed. Infiltrators can be placed at the elevation of the existing ground surface following leveling and scarification to a depth of 3 inches. Soils used to cover infiltrators can be of variable composition, but should be able to support grass growth. TRENCH DESIGN A = Q/5 (T)0.5 A = (1,658 gpd/5) (10 mpi)o.s A = 1,048 SF Check with loading rate: For the type of soils found on site, the EPA Design Manual: Onsite Wastewater Treatment and Disposal Systems recommends a maximum application rate of 0.8 gallons per square foot per day. 1,658 od = 2,073 ft2 0.8 gal/ft2 This area will be used for design. with a 50% reduction for infiltrators = 1,036 SF Application for ISDS Permit 2 Derby Creek Company, Commercial Number of Infiltrator Units: 1.036 SF = 58 Infiltrator Units 18 SF/Infiltrator Length of Trenches: 58 infiltrator units x 6.25 ft./infiltrator unit = 2 trenches at 87.5 ft. long each 4 trenches and two trenches at 93.75 ft. MOUND SYSTEM The area proposed for the absorption lines is relatively flat a will require only minimal grading to provide a level surface on which to place infiltrators. The graded area should have an area to accomodate the square footage of the absorption trenches with an apron of 3-4 feet on all sides (see details). Infiltrators will be placed on the surface of the platform and native or non-native materials will be used to cover them to a depth of 1.0 - 1.5 feet. The mound will be appropriately revegetated. DOSING VOLUME Because the proposed area of the absorption trenches will be topographically higher than the septic tank inverts, pumps will be required to dose the infiltrators. 1.658 gpd = 332 gallons per dose 5 doses per day Size of the dosing chamber is 500 gallons, providing room for pumps and appurtanences. PUMP SYSTEM "' / r6w-cam i, c. (y G U3 -✓G % The second chamber of the second tank in series has a volume of approximately 666 gallons and should be sufficient to house the pumps and provide the dosing volume. A high float switch will trigger duplexing (alternation) of the two pumps and a low float switch will turn the pumps off at the end of the dosing cycle. A float switch placed above the high switch will cause both pumps to start (if one fails the other will pump) and trigger an alarm indicating failure of the pump. The alarm will be wired to a control panel located in one of the cabins or in the Battey Residence to alert the owners of the need for maintenance. The force main will be installed with a high point so that at the end of the pumping Icycle effluent in the line will gravity drain to the infiltrators or back into the dosing chamber (via a small hole in the line, located in the tank just above the pumps). Design of the pumps, electronics and appurtanences will be by others. APPLICABLE SETBACKS The proposed location of the septic tank and absorption trenches is outside of all applicable setback distances. The existing irrigation ditch on site will be re-routed to conform with Application for ISDS Permit 3 Derby Creek Company, Commercial setback requirements. The engineer will confirm setbacks during the inspection. Application for 1SDS Permit 4 Derby Creek Company, Commercial ISDS PERMIT: ' b 2 s— DATE: c\ Icke.
