Enclosed is your ISDS Alteration Permit #2275A-03, and a copy of the engineer's design for this
system. The permit is valid for 120 days or for the duration of your current building permit for this
property. The enclosed copy of the permit must be posted at the installation site. Any changes in
plans or specifications invalidate the permit unless otherwise approved. Please note any
special requirements that may have been added to the design by this Department.
Systems that are designed by a Registered Professional Engineer must be certified by the
engineer indicating that the system was installed as specified. Eagle County Environmental
Health must also view the installation prior to back filling. Please call well in advance for
your final inspection. Your TCO will not be issued until our office receives this certification
from the engineer and views the installation.
Please note that our ISDS Permit specifications are typically minimum requirements only and
should be brought to the property owner's attention in case they may wish to install a system
capable of handling larger wastewater flows.
This permit does not indicate conformance with any other Eagle County requirements.

Dear Victor:
The following letter is to confirm the engineer's inspection of the revised septic system of the
Stasinos Residence at 55 Walter Road. The design included a 1000-gallon fiberglass septic tank
without baffles and a 1000-gallon concrete septic tank and 132 Eljen absorption units. The trench
configuration has been moved south approximately 16 feet. The six absorption trenches each have
22 Eljen units. The existing 1,000 gallon concrete tank cracked, so the tank was pumped out and
replaced. New piping from the houses and clean outs have been installed. Blue board and berming
have been installed near the proposed house where the piping is shallow.
High Country Engineering Inc. (HCE) has performed five site inspections to observe the
construction of the new ISDS. The field inspections have been documented, and High Country
Engineering will provide photo documentation for the certification. Field measurements have been
taken and the drawing has been updated. With the above noted changes, the system has been
completed with the intent of the original design.

Subject: Subsoil ,study for Foundation Design and Percolation Test, Proposed
Additiou to Existing Residence, Lot 2, Dreager Subdivision, 55 Walter
Road, Eagle County, Colorado.
Dear Mr. Friel.
As requested, Hepworth-Pawlak Geotechnical, Inc. performed a subsoil study and
Percolation test for foundation and septic disposal designs at the subject site. The study
was conducted in accordance with our agreement for geotechnical eng eying services
to you dated March 20, 2003. The data obtained and our recommendations based on
the proposed construction and -subsurface conditions encountered are presented in this .
report.
Proposed Construction: The proposed addition will be a one and two story wood
frame structure located on the site as shown on Figure 1. Ground floors are proposed
to be slab -on -grade. Cat depths are expected to be about 4 feet. Foundation loadings
for this type of construction are assumed to be relatively light and typical of the
proposed type of construction. The septic disposal systern is proposed to be enlarged to
the west for the addition.
If building conditions or foundation loadings are significantly different from those
described above, we should be notified to re-evaluate the recommendations presented in
this report,
Site Conditions; The site is O�cupied by an existing single story wood frame structure.
Ground floor is a combination of slab -on -grade and structural over a crawlspace. The
,ground surface on the site is relatively fiat with a slight slope down to the north. There
is about 2 feet of elevation difference across the site. The lot is vegetated with lawn and
scattered landscape trees.
Subsurface Conditions., The subsurface conditions at the site were evaluated by
excavating one exploratory pits in the building area and one profile pit in the septic
disposal area at the approximate locations shown on Figure 1. The logs of the pits are
presented on Figure 2. The subsoils encountered., below about 1 to 11/3 feet of topsoil,
consist of 1 to 21h feet of sandy clayey gravel with scattered cobbles overlying
relatively dense, slightly silty sandy gravel with cobbles and small boulders to the pit
depths of 6 and S feet. Results of a gradation, analysis performed on a sample of the
gravels (taus 5 inch fraction) obtained from the site are presented on Figure 3. No

free water was observed in the pits at the time of excavation and the soils were slightly
moist to very moist.
FarrndatJOU Re mtnendations: Considering the subsoil conditions encountered in the
exploratory pits and the nature of the proposed construction, we recommend spread
footings placed on the undisturbed natural gravels designed for an allowable soil bearing
pressure of 3,000 psf for support of the proposed addition. Pootings should be a
minimum width of 16 inches for continuous walls and 2 feet for columns. Loose and
disturbed soils encountered- at the foundation bearing level within the excavation should
be removed and the footing bearing level extended down to the undisturbed natural
gravels. Exterior footings should be provided with adequate cover above their bearing
elevations for frost protection, placement of footings at Ieast 36 inches below the
exterior grade is typically used in this area. Continuous fou ladation walls should be
reinforced top and bottom to span local anomalies such as by assuming an unsupported
length of at least 10 feet. Foundation wails acting as retaining structures (if any) should
be designed to resist a lateral earth pressure based on, an equivalent fluid uWt weight of
at least 45 pcf for the on site soil, excluding vegetation, topsoil or oversized rock, as
backfiIi.
Floor Slabs: The natural on -site soils, exclusive of topsoil, are suitable to support
lightly loaded slab -on -grade construction. To reduce the effects of some differential
movement, floor slabs should be separated from all bearing walls and columns with
expansion faints which allow unrestrained vertical movement. F3oQr slab control joints
should be used to reduce damage due to shrinkage crackling. The requirements for joint
spacing and slab reinforcement should be established by the designer based on
experience and the intended slab use. A minimum 4 inch layer of free -draining gravel
should be placed beneath slabs--on-grade. M material should consist of pus 2 inch
aggregate with less than 50 % passing the No. 4 sieve and less than. Z % passing the No.
200 sieve.
All fill materials for support of floor slabs should be compacted to at least 95 % of
maximum standard Proctor density at a moisture content near optimum. Required fill
can consist of the orz-site sails devoid of vegetation, topsoil and oversized rock.
Surface Drainage: The following drainage precautions should be observed during
constnrctian aud maintained at all times after the additioxt has been completed-
1) Inundation of the foundation excavations and undersiab areas should be
avoided, during construction.

Percolation Testing: percolation tests were conducted on March 28, April 1 and 4,
2003 to evaluate the feasibility of an infiltration septic disposal system at the site. O=
profile pit and three percolation holes were dug at the locations shown On Figure 1.
The test holes (nominal 12 inch diameter by 12 inch deep) were hand dug at the bottom
of shallow backhoe pits and were soaked with, water one day prior to testing. The soils
exposed in the percolation hales are similar to those exposed in the Profile pit shown on
Figure 2 and consist of about 1 y2 feet of topsoil and I facet of sandy clayey gravel with
scattered cobbles overlying slightly silty sandy gravel with cobbles and small boulders
to the pit depth of 8 feet. The transition from the clayey gravel to the slightly silty
gravel is gradual. Two sets of additional tests were performed at the request of the
client due to the previous test results. The subsequent tests were done at the same
location in deepened pits. The percolation test results are presented in Table 1. The
tests performed in the upper sandy clayey gravel soils at 2 to 4 feet deep showed slow
to no percolation test rates (P-1 to P-b), The underlying gravel alluvium at S to b feet
deep showed percolation test results between 10 and 15 minutes per inch (F-7 to P-9)
with an average of about 12 minutes per inch. Based on the subsurface conditions
encountered and the percolation test results, the underlying gravel alluvium should be
suitable for a conventional iaf ltrativn septic disposal system.

geotechnical engineering principles and practices in this area at this time. We make no

in this report are based upon, the data obtained from the exploratory pits excavated at the
locations indicated on Figure 1, the proposed type of construction and our experience in

I'm providing this letter as a follow up to the site visit our Department conducted on March 14,
2003. It is our understanding that you requested the site visit to gain information about what
changes to the private wastewater system may be required to accommodate either an accessory
dwelling unit or an addition to the number of bedrooms in the existing residential structure on the
above referenced property. You were advised that a percolation test would not provide good
information at this time of year but that we could observe and evaluate the subsurface geologic
horizons via an open, 8' deep profile hole to obtain a general idea about the type of septic system
which would best serve the property.
Our records indicate that the aforementioned, 2 acre property was first developed in the late
1970's. Unfortunately, there is very limited information about what may have been installed for
the Individual Sewage Disposal System (ISDS) at that time. We do however, see that a repair
permit was issued in the spring of 1995 and appears to have been done to accommodate an
immediate problem as a detailed subsurface investigation was not conducted at that time. This
means that inasmuch as the existing system may be functioning properly now, it would not be
advised to perpetuate the use of this marginal system. Instead, a new, pressure dosed system
aimed at protecting the groundwater would most likely serve the property the best.
The subsurface conditions observed on March 14, 2003 are typical to what we see on other sites
in that general area, which is a shallow (4"-8") layer of organic topsoil on top of a layer of fairly
stiff clay (2'-4') which sits on top of alluvial aquifer material associated with the Roaring Fork
river. The presence of this geology causes us to re recommend that a Registered Professional
Engineer propose a septic system design which will work in these conditions.

The construction of an accessory dwelling unit on the property would involve a permitting
process administered by the Planning Division of our Community Development Department
(970) 328-8745. One of the approval criteria for accessory dwelling units requires that a site for
the private wastewater system as well as an alternate site must be identified.
If you choose to proceed with an accessory dwelling unit application with our Planning Division,
you would be advised to employ the engineer to identify the two areas required for the ISDS
drain field and not complete a detailed design at this time. This could save time and money in
the event that permission for an accessory dwelling unit is not granted. Furthermore, be aware
that in order to verify that there is adequate water for an accessory dwelling unit through the land
use permitting process, it is normally required that you provide the Planning Division with a
letter from the Department of Natural Resources, Division 5 stating the existing well may be
used for serving an additional dwelling without augmentation. Should augmentation be required,
Division 5 staff can inform you how to obtain additional water. This exercise would not be
necessary if you choose to do a remodel project and not create a stand-alone structure.
I'm enclosing an ISDS application form which you could either submit yourself with the
appropriate $350.00 fee or give to the engineer of your choice to be included in their respective
design packet. Please be advised that Environmental Health is currently at about two weeks with
our turn -around time for permitting septic systems and that State Law prohibits the issuance of
building permits without septic permits first having been issued. This means that you are
encouraged to submit building plans along with the septic plans so that they may be reviewed
concurrently, should you proceed with a remodel project. We look forward to working with you
