BOX 179 EAGLE, COLORADO 81631 FAX: (303) 328-7185 The Environmental Health Division would like to notify you to make a formal request to extend your Individual Sewage Disposal System(ISDS) Permit #1398-94 into the 1995 construction year. The Environmental Health Division discontinued percolation tests on November 15, 1994 and final inspections on December 2, 1994 due to climatic conditions. ISDS permits are active for 120 days after the date of issue if no Building Permit has been issued for the same property. If a Building Permit has been issued for the same property the ISDS will expire at the same time as the building permit. If you still plan to apply for a Building Permit this year or in the early months of 1995 you will need to have a percolation test conducted before your Building Permit will be released. You will have to contact a Registered Professional Engineering(RPE) firm to conduct your percolation test. If you have had your permit issued and have not had your final inspection completed, but plan on constructing the system in the next few weeks, please give our office a call and we will evaluate your permit on a case by case situation. The proposed carwash will be a single story structure with slab -on -grade floor. The building will include both a male and female public restroom and an employee restroom, each with one toilet and one sink. Restroom fixtures are water conserving, low flush type. A three tank water reclamation system with dirt and grease trap will be constructed below the carwash facility. It is expected to recycle approximately 80% of the waste water from the car wash. The remaining 20% will be handled by the leach field infiltration septic system. Based upon last years use, 130 cars per day were washed. Assuming some growth, it is expected that up to 180 cars per day could be washed, with 4 to 6 gallons of water discharged into the septic system per car. 4 to 6 gallons per day was estimated by Wickham Gustafson, Architects who designed the car wash. The facility is used to wash rental cars returned after use, and fill gas tanks. Persons returning rental cars normally drop their luggage and passengers at the terminal, therefore only one person per car might be expected to use the public restrooms and only 35% of those persons historically use the restroom. Ten employees will work each day for six hours and 35% of the 180 customers are expected to use the public toilets. Septic Tank Size: { Peak flow = 1989 gpd x 30/24 = 2486 gallons>>``' Use two 1250 gallon septic tanks. SOIL PROFILE HOLE Percolation testing was performed in the proposed site of the leach field area. One profile pit was excavated to a depth of 8 feet revealing approximately 1 foot of topsoil and 6 feet of silty to slightly silty sandy gravel with cobbles, above silty sand to the depth of exploration. Ground water levels do not appear within 8 feet of surface. ABSORBTION AREA The average percolation rate was determined to be 17 to 21 minutes per inch. Use 25 minutes per inch to be conservative. Absorption area = (Q/5) VT = (1989/5) V25 = 1989 square feet 50% reduction to use infiltrator units = (.50) (1989) = 995 square feet Use 3' wide equivalent trench width 995 sf/3' trench width = 332 linear feet of trenches 4 trenches @ 14 units long = 88 linear feet per trench Total area = 4 x 88 x 3 = 1050 square feet Check with applicatiol rate. A = 1989 gpd =' 1657 *)50% reduction = 829 square feet 1.2 gpd/sf . __ __,; HORIZONTAL SETBACKS The domestic water supply is provided by means of a water distribution system at the airport. No springs, water courses, dry gulches, etc. exist close enough to the site to require a setback to the septic systems. Future development of the lease lots should consider setbacks from this system, since lease lots are less than 1 acre in size. Install infiltrator system per manufacturer's recommendations and Eagle County Health Department requirements. 15. Do not begin any sewer construction prior to notification of Alpine Engineering, Inc., Glenn Palmer 926- 3373. The septic system is also to be inspected by Alpine Engineering, Inc. prior to backfill: contact Alpine Engineering, Inc. for this purpose as well. 16:1 The splitter tee must have equal invert out elevation(s) on all pipes leaving the tee. 17. We recommend that the disposal field be seeded after installation of the subsurface disposal system. A good native grass cover will promote evapotranspiration from the field. We recommend using a seed mix such as a Foothills, Pasture, or Prairie mix, available at local feed and seed stores. These mixes do not require irrigation and develop a growth 10 to 15 inches high. No automatic sprinkle system should be installed above the disposal field. 18. The owner must realize an onsite sewage disposal system is considerably different from public sewer services. The Owner must be aware of and assume the responsibility for continued maintenance of the system. We recommend the pumping of the septic tanks at the end of the first year of use to monitor sludge accumulation and at a minimum of every two years afterward. There are also daily considerations, such as not putting plastic or other nonbiodegradable material down the sewage disposal system. Also, water use must be carefully monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, it should be noted a running toilet will consume in excess of 1000 gallons per day if allowed to run. Excessive loading (such as running toilets) will flood and irrevocably harm the system, and stress the onsite well. 19. We also caution against installation of a water softener. The high levels of soil from the backwash of a water softener is detrimental to all onsite sewage disposal systems and a separate drywell should be constructed for the landscaping or plastic can be installed over the disposal field which will reduce evapotranspiration from the field. .� 20. Provide minimum 10' separation between water and sewer lines, or encase per Colorado Department of Health Regulations. 21. Provide two ties to sewer cleanouts, septic tank, and absorption trench corners, as required by Eagle County for as-builts. Box 1316 Edwards, CO 81632 Dear Mr. Ghent, Our Environmental Health Division has received the enclosed letter from Glenn Palmer, Registered Professional Engineer (RPE), Alpine Engineering Inc., regarding your Individual Sewage Disposal System Permit #1398-94, located at the Eagle County Airport on Cooley Mesa Drive. Mr. Palmer states that for "the absorption trenches to function as designed, the soil above and around the trenches should not become compacted to a point which would adversely affect percolation, evapotranspiration, etc." Mr. Palmer concludes with "minimal or no traffic be allowed over the trenches." Eagle County Land Use Regulations, Chapter IV, Individual Sewage Disposal Systems, 4.03.10 Responsibility for System Design, states..."The Registered Professional Engineer may recommend denial of a permit if the proposed system cannot be made to comply with these Regulations (Chapter IV). The conditional approval shall set forth conditions precedent to the issuance of a permit including effluent testing, cleaning or maintenance schedules, or other special conditions." Specifically addressing your ISDS in accordance to Eagle County Land Use Regulations, Chapter IV, Individual Sewage Disposal Systems, 4.06.12 Surface Activity.... "The surface of the ground over the ISDS or any part thereof, must be restricted to activity or use which will permit the system to function as designed and which will not contribute to compaction of the soil nor to structural loading detrimental to the capability of the component to function as designed." System Layout Seepage pits may be any diameter or depth provided they are structurally sound and can be constructed without seriously damaging the soil. Typi- cally, seepage pits are 6 to 12 ft (1.8 to 3.6 m) in diameter and 10 to 20 ft (3 to 6 m) deep but pits 18 in. (0.5 m) in diameter and 40 ft (12 m) deep have been constructed (22). When more than one pit is required, experience has shown that a separation distance from sidewall to side - wall equal to 3 times the diameter of the largest pit should be main- tained (3). 237 The same guidelines used in locating trenches and beds are used to lo- cate seepage pits. Area should be reserved for additional pits if necessary. 7.2.3.4 Construction Pits may be dug with conventional excavating equipment or with power augers. Particular care must be exercised to ensure that the soils are not too wet before starting construction. used, the pits should be reamed to a larger ldiamepowered than bucket augers are to minimize compaction and smearing of the soil. Power screw augers should only be used in granular soils because smearing of the sidewall is dif- ficult to prevent with such equipment. To maximize wastewater storage, porous walled chambers without bottoms are usually used. Precast concrete seepage chambers may be used or the chambers may be constructed out of clay or concrete brick, block or rings. The rings must have notches in them to provide for seepage. Brick or block are laid without mortar, with staggered open joints. Hollow block may be laid on its side but a 4-in. (10-cm) wall thickness should be maintained. Large -diameter perforated pipe standing on end can be used in small diameter pits. Six to 12 in. clean gravel or 3/4 to 2-1/2 in. (1.8 to 6. crushed c 30 cl of at the bottom of the excavation prior to placement or constructk is ioncof the chamber. This provides a firm foundation for the chamber and prevents bottom soil from being removed if the pit is pumped. The chamber is constructed one to two feet smaller in diameter than the excavation. The annular space left between the wall of the chamber and the excavation is filled with clean gravel or crushed rock to the top of the chamber. Covers of suitable strength to support the soil cover and any antici- pated loads are placed over the chamber and extend at least 12 in. beyond the excavation. Access to the pit for inspection purposes can be provided by a manhole. If a manhole is used, it should be covered with 6 to 12 in. (15 to 30 cm) of soil. An inspection pipe can extend to ground.surface. As you know, State law requires that any domestic wastewater treatment works designed for greater than 2,000 gallons per day be approved by the Division. The existing septic systems at the airport have been previously approved by the County under its !SDS authority. it has come to my attention that changes are occurring at the airport (see enclosed newspaper article). It appears that the airport has experienced and will continue to experience a considerable amount of growth. My understanding is that more commercial flights will be using the airport, and that the County is promoting the airport as a site for private enterprises with light industry. Also, the airport now has a consistent source of potable water supplied by the Town of Gypsum. These factors would lead one to believe that sewage generation will also increase. From my understanding of the septic systems, it appears sewage treatment and disposal will be inadequate, and that the facilities will have to be expanded/upgraded which would likely trigger the State review and approval process. The intent of this letter is to request a response from the County as to what will be done to address the apparent inadequacy of wastewater treatment/disposal. I would appreciate the County's written response to my concerns at your earliest convenience. The general subsoil conditions in the SRE/ARFF building foundation area consisted of 2 to 5 feet of sandy clay, 0 to 8 feet of clayey sand and 11 to 19 feet of clayey gravel overlying 0 to 6 feet of sandy clay. 2. The general subsoil conditions in the parking and access road areas consisted of 9 feet of sandy silt with some gravel. 3. The general subsoil conditions in the septic/ leachfield area consisted of 6 to 7 feet of sandy clay overlying a clayey gravel. 4. The SRE/ARFF building should be founded with spread footings designed for a maximum bearing pressure of 4 ksf. 5. The septic/leachfield were designed using a estimated flow quantity of 1,000 gpm and an absorption rate of 16 minutes per inch. The leachfield will require an area of approximately 1,200 square feet. 6. The parking and access road pavements should be designed using a CBR value of 24 for the subgrade. PURPOSE AND SCOPE OF STUDY This report represents the results of the subsurface study for proposed SRE/ARFF building at the Eagle County Regional Airport, Eagle, Colorado. The subsurface study was conducted for the purpose of determining the existing subsurface conditions and to provide soil parameters for foundation, septic/leachfield and pavement design. The project site is shown on Fig. 1. The study was conducted in accordance with our proposal to Isbill Associates, Inc., dated April 3, 1992. The field exploration program consisting of exploratory borings, profile borings and percolation test holes was conducted to obtain information on the subsurface conditions. Material samples obtained during the field exploration were tested in the laboratory to determine the compressibility or swell characteristics, water soluble sulfate content, moisture -density relationships, California bearing ratio properties, and classification characteristics of the subgrade soils. The results of the field exploration and laboratory testing are presented herein. This report has been prepared to summarize the data obtained during the study. Building foundation and septic/leachfield design recommendations and soil parameters related to pavement structures are included in the report. PROPOSED CONSTRUCTION The proposed SRE/ARFF building will be a two story structure with a concrete slab on grade floor. The building will be sited approximately at Sta. 36+00, equal distance between Cooly Mesa Road and Taxiway A. A gravel road will be constructed from Cooly Mesa Road to the site. The north side of the building will be provided with paved parking and a 30 foot wide paved roadway leading to Taxiway A. We understand the building will house approximately 20 people working in the offices and 10 vehicles. The sanitary waste from the building will be disposed of in a septic tank and leachfield. 2 SITE CONDITIONS The site area is currently within the fenced boundary of the airport and the proposed building location is on a small knoll. The exploratory holes, profile and percolation holes, shown on Fig. 1, were located in the field by the writer by taping from staked boundaries of the building. There was discussion about moving the building south to the existing fence line, so Borings 6 and 7 were added in the field with the approval of Isbill's project personnel and at the direction of the airport manager. SUBSURFACE CONDITION ACROSS THE SITE In general, the subsurface conditions across the site, indicated by Borings 1 through 9, were erratic. The conditions for the building foundation, septic/ leachfield area, and parking and access road areas will be discussed separately. SRE/ARFF Building: In general, the subsurface conditions for the building foundation, as indicated by Borings 1 through 7, consisted of 2 to 5 feet of sandy clay, 0 to 8 feet of clayey sand, and 11 to 19 feet of clayey gravel overlying 0 to 6 feet of sandy clay. The subsurface conditions in the northeast corner of the building foundation area, as indicated by Borings 1 and 4, varied from the rest of the area. Boring 1 encountered 5 feet of sandy clay, 10 feet of sandy silt and 5 feet of sand overlying sandy clay. Boring 4 encountered alternating layers of sandy clay and clayey sand. Neither boring encountered the layer of clayey gravel as encountered in the other borings. 3 Parking Lot and Access Roads: In general, the subsurface conditions in the parking and access road areas, as indicated by Borings 8 and 9, consisted of 9 feet of sandy silt with some gravel. Leachfield Area: The subsurface conditions in the leachfield area as indicated by the two profile borings consisted of 6 to 7 feet of sandy clay overlying a clayey gravel. Six percolation test holes were drilled in the leachfield area to a depth of 4 feet. Graphical logs of the exploratory borings, profile borings and percolation test holes are presented on Fig. 2 and 3, with a legend and notes presented on Fig. 4. The sandy clay is slightly plastic, moist and is in a very stiff condition. The clayey sand ranges in size from medium to fine, is moist and is in a medium dense condition. The clayey gravel ranges in size from medium to fine, is moist and is in a medium dense to very dense condition. Gradation of typical samples of the materials are shown on Figs. 5 through 7. The materials in general, possess a low swell potential as indicated by the test results presented on Figs. 8 and 9. The sandy silt found in Boring 1 showed a small amount of swell potential as shown by Fig. 8. Laboratory test results are summarized in Table I. A combined sample was prepared from bulk samples of Borings 8 and 9. The sample is a sandy, gravelly silt and the gradation is shown on Fig. 7. The moisture -density relationship for the composite sample was determined in accordance with ASTM D698, 4 method C, standard Proctor density. The test results are presented on Fig. 10. A one point California bearing ratio test was conducted for the composite sample in a remolded condition. The test results are presented on Fig. 11. Proctor and CBR test results are summarized in Table II. GROUND WATER No free water was encountered in any of the holes on the site at the time of drilling. WATER SOLUBLE SULFATES The concentration of water soluble sulfates measured in samples of clayey sand and sandy, gravelly silt obtained from exploratory holes range from 0.277% to 0.372%. The concentration of water soluble sulfates represents a severe degree of sulfate attack on concrete exposed to these materials. The degree of attack is based on a range of negligible, positive, severe and very severe as presented in the U.S. Bureau of Reclamation Concrete Manual. Based on this information, we recommend all concrete exposed to the on -site materials contain a sulfate resistant cement with less than 5% tri-calcium aluminate, Type II modified or Type V. Concrete should be a relatively rich mix and should be air entrained. FOUNDATION RECOMMENDATIONS Based on the conditions encountered in the exploratory borings, the subgrade is suitable to support the building 9 foundation. We recommend the building be founded on spread footings placed on undisturbed natural soils and/or properly compacted fill. Design and construction criteria presented below should be observed for a spread footing foundation system. The construction details should be considered when preparing project documents. (1) Footings placed on the undisturbed natural soils and/or compacted fill should be designed for an allowable soil bearing pressure of 4,000 psf. (2) Based on one dimensional consolidation theory, we estimate total settlement for footings designed and constructed, as discussed in this section, will be approximately 1 1/2 inches. Differential settlements across the building are estimated to be approximately 1 inch. (3) The spread footings and footings beneath unheated areas should be provided with adequate soil cover above their bearing elevation for frost protection. Placements of foundations at least 36 inches below the exterior grade is typically used in this area. (4) Areas of loose material encountered in the foundation excavation should be removed and the footing extended to adequate bearing material. As an alternate, the loose material may be removed and replaced with nonexpansive fill material compacted to 100% of the maximum standard Proctor density near the optimum moisture content. The 0 fill should extend down from the edges of the footings at 1 horizontal to 1 vertical projection. (5) Continuous foundation walls should be reinforced top and bottom to span an unsupported length of at least 10 feet. (6) A representative of the soil engineer should observe all footings excavations prior to concrete placement. SEPTIC/LEACHFIELD RECOMMENDATIONS Based on the two profile borings and the six percolation tests conducted in the leachfield area, it would appear that the on -site soils are suitable for a septic/leachfield disposal system. The absorption rate from the percolation tests was an average of 16 minutes per inch, which falls within acceptable range of 5 to 60 minutes per inch. the percolation test results are presented in Appendix B. The average daily flow was estimated, using the charts provided in the Colorado Department 'of Health Guidelines for Individual Sewage Disposal Systems, for a work force of 20 people with an increase to account for the wash down of 10 vehicles. The estimated average daily flow was 1,000 gallons a day. Based on the absorption rate and flow volume of 1,000 gallons per day, it is calculated that the required leachfield area should be approximately 1,200 square feet. Design and construction criteria presented below should be observed for a septic/leachfield disposal system. The construction details should be considered when preparing project documents. (1) The septic tank should have a minimum storage capacity of 1,250 gallons and should conform to the applicable 7 regulations. (2) The septic tank excavation should be level. Backfilling should be accomplished to prevent settlement, and to avoid undue strain on the tank and piping. (3) The required absorption area should be achieved by excavation of four parallel absorption trenches. The dimensions of the trench should be 3 foot wide by 100 feet long by 6 foot deep. The trench bottom should be level. (4) The absorption trenches should be no closer than 25 feet to the dry ditch on the southwest side of the area. The preliminary leachfield layout used for the percolation testing is approximately 45 feet from the ditch. (5) Sewage distribution within the absorption trenches should be by 3 inch diameter perforated plastic pipe. (6) Pipe backfill should consist of clean graded gravel ranging in size from 1/2 inch to 2 1/2 inches. Gravel should extend from at least 2 inches above the pipe to at least 6 inches below the bottom of the pipe. The top of the gravel should be protected from earth backfill by untreated building paper, 2 inch layer of hay, straw or similar pervious material. (7) Trench backfill may be on site soils with the surface material suitable for vegetation, and the surface should be graded to provide drainage away from the leachfield. E PAVEMENT RECOMMENDATIONS The parking area and access road should be designed based on a remolded CBR value of 24 for the on -site soils compacted at 100% standard Proctor density. LIMITATIONS This report has been prepared in accordance with generally accepted soil and foundation engineering practices in this area for use by the client for design purposes. The conclusions and recommendations submitted in this report are based upon the data obtained from exploratory borings drilled at the locations indicated on the exploratory boring plan, and the proposed type of construction. The nature and extent of subsurface variations across the site may not become evident until excavation is performed. If during construction, fill, soil, rock or water conditions appear to be different from those described herein, this office should be advised at once so reevaluation and recommendations may be made.
