MERRY, REHS Director I performed a final inspection of the above referenced individual sewage disposal system on August 14, 2003 and there are some concerns that need to be discussed. First of all, some of the components that were actually installed are different than those depicted in the design that Eagle County Environmental Health approved. Specifically, the design called for a 1250 gallon electric lift station, and instead a 1000 gallon concrete tank and separate dosing chamber was actually installed. Therefore, even though the mound is adequate to treat effluent from a four bedroom home; the 1000 gallon septic tank can only accommodate a three bedroom home. In order to accommodate a four bedroom home, the 1000 gallon tank must, either be replace with a 1250 gallon, two compartment tank, or a single compartment, 750 gallon tank could be placed in front of the 1000 gallon tank. This would provide adequate retention time to properly settle out solid material from the effluent. Also, I do not have the specific information on the dosing chamber volume, and levels at which the floats should be set to provide the 225 gallon dose specified on your design. Another deviation from the design is the configuration of the effluent line from the dosing chamber to the mound. Your design showed a straight, sloped pipe running from the dosing chamber to. the mound, which would enable the effluent in that pipe to drain back into the dosing chamber when the pump shuts off. There is a concern that effluent left in the pipe may freeze if there were no activity in the dwelling for a while, such as when the household is on vacation. Box 179 Eagle, CO 81631 Re: McQuillen ISDS Permit #2238--02 Dear Ms. Fawcett: Per your site inspection of the referenced septic system, I have attached this letter, final pictures and "As -Built" drawing to serve as confirmation that constructed improvements meet your regulations. Design changes are as follows: 1) Septic Tank: The ISDS contractor - Hobbs Excavating, Inc. - installed a 1,000 Gal. 2-Compartment septic tank with a 4-ft. diameter, 500-gallon, manhole on-line that serves as the lift station pump chamber (Vacuum tested stamp on manhole). As discussed, this provides for a 3-bedroom home. Hobbs has subsequently replaced the 1,000 gal. tank with a 1,250 gal. tank per my original design for a 4-bedroom residence. The pump chamber has a capacity of 94 gal per ft. of fluid depth. Due to low flows, the pump has been set to cycle at approx. 1.3 ft. or 120 gal. All internal piping meets the application, although SDR 21 IPS 200 psi "Pressure Pipe" was installed in place of Schedule 80. A galvanized pipe union was installed for easy replacement, with a chain as designed. The septic tank lids are being raised to meet the regulation of a maximum of 8 inches of cover. 2) Absorption Field: The Absorption Area, Basil Sand Area, Site Preparation and Fill Placement meet my design and approval. 3) Distribution Network: The network placement meets the design, with the exception of SDR 21 IPS 200 psi pressure pipe substituted for the Schedule 40. All pipe joints were solvent weld (no gaske o!101111/r//, allowed for pressurized sewers). This change is considered to be more appropi� higher class of pipe. a ar �O c f ° r Q o a. 4e The discharge piping to the absorption field was modified due to topography, frost protection, and pipe stresses. The 2 inch force main was laid at approx. 1 % slope back to the �► chamber, and vertical riser with (2) 90 degree bends and (2) 90 degree "swivel bends" to provide for settlement, frost movement, and pipe movement without breakage. This is considered to be an improvement in design in all aspects, with negligible head loss in the bends. 4) Mound System: Mound covering meets design and regulations. Owner will perform reseeding with native seed mixture and straw mulch as required. 5) Pump Selection: A "Flow Tec" 2 inch discharge, 115 V, 1ph, %2 HP, (9.5 amp) pump was installed. The pump was tested for dosing cycle of 120 gallons and even pressure dispersion in the distribution network. The pump exceeds 60 gpm (per design) and has even application. Per your comments, a 2 inch thick rigid insulation ("Blue Board") was installed to prevent freezing during periods of pump inactivity in the winter. The pump was installed to allow for dosing cycles up to 3 ft. (282 gal.), which exceeds the design of 225 gallons (Q max = 900 gpd for 4 bedroom). It is recommended to maintain the current setting of 120 gallons per cycle until additional load on the system is experienced (additional people in dwelling). 6) Future Construction: It is recommended to the owner to evaluate the piping and all other features of this septic system prior to the existing dwelling be removed, a new residence be constructed or other site improvements. The proposed single-family residence should be founded on conventional spread footings designed for a maximum soil bearing pressure of 4000 psf. SCOPE This report presents the results of a Soils and Foundation Investigation for the proposed single-family residence on Homesite 2, The Colorado River and Eagle Company Rural Homesites, Eagle County, Colorado. The investigation was prepared by means of test pits and laboratory testing of samples obtained from these test pits. This investigation presents a description of surface and subsurface conditions encountered at the site, recommended foundation systems, allowable design pressures, and groundwater conditions as well as design and construction criteria influenced by the subsoils. SITE LOCATION AND DESCRIPTION The site is located at 1819 Brush Creek Road south of Eagle, Colorado. The site is. fairly level with drainage to the south and west. The lot was snow-covered at the time of the investigation. F, SITE INVESTIGATION The field investigation performed on November 14, 1985, consisted of excavating, logging, and sampling two test pits. The locations of the test pits are shown on Drawing No. 1. Summaries of the test pit logs are detailed on Figures No. 1 and 2. A summary of the test results is shown on Fiqure No. 3. The test pits were excavated with a conventional backhoe. Bulk soil samples were taken for laboratory testing. SUBSURFACE AND GROUNDWATER CONDITIONS Refer to the summary of test pits, Figures No. 1 and 2. Subsurface conditions are fairly uniform, with topsoil to a dpeht of two to four feet, underlain by sand, gravel and cobbles. No overlot grading has been done prior to this investi- gation. Free groundwater was encountered in both test pits at a depth of 4 to 5. feet. PROPOSED CONSTRUCTION We understand that the proposed single-family residence will consist of a one-story modular unit, utilizing wood frame type of construction. There will not be abasement area. If the project differs significantly from this understanding, a review should be made after the plans are more complete. . 3 FOUNDATION RECOMMENDATIONS Sand, gravel, and cobbles will be encountered in the exca- vation. The proposed residence should be founded on conven- tional type spread footings designed for a maximum soil bearing pressure of 4000 psf. At this pressure, foundation settlements will be tolerable. It would be advisable to proportion footings so as to minimize differential settlements. Minimum footings widths should meet building code requirements. The bottom of the footing should be placed a minimum of 48 inches below final grade for frost protection. SLAB CONSTRUCTION The upper natural soils will provide adequate support for slab -on -grade construction. If clean, granular soils are imported to be used as select fill no problem with capillary rise of moisture will occur. However, if the select fill contains some clays or fine materials there is always the possibility of capillary rise of moisture. We suggest that the plans and specifications be prepared with a specified minimum of 4 inches of clean, washed gravel immediately under the floor slabs. The purpose of this clean, washed material is to break capillary rise of moisture to avoid problems with bonding of asphalt tiles to floor slabs and other problems associated with minor amounts of moisture. We suggest densifying the surface of fill or natural soils with a vibratory type compactor immediately prior to placement of 4 SLAB CONSTRUCTION - continued floor slabs. Slabs should be constructed in accordance with ACI recommendations to minimize the risk of shrinkage problems. Slabs should be scored into maximum 200 square foot areas to localize and control any cracking. GROUNDWATER AND DRAIN SYSTEM Free water was found in both test pits at depths ranging from 4 to 5 feet. Because of the relatively high groundwater level, no diffi- culty during excavation and construction of the proposed shallow foundations is anticipated. However, since these foundation materials generally tend to soften when exposed to free water, every effort should be made to keep the excavation dry if water is encounetered. A gravity drainage system, sump pumps, or other conventional minor dewatering procedures should be sufficient for this purpose. REINFORCING Foundation walls should be well -reinforced to minimize the effects of differential movements. Refer to foundation designs for reinforcing details. 5 CRAWL SPACE COVER When moist soils are encountered in the excavation, the ground surface in crawl space areas should be covered with an impervious moisture barrier sealed against the footings. This will help to reduce humidity in the crawl space area and will also prevent the moist foundation soils from drying and shrinking, which could possibly cause the structure to settle. BACKFILL AND SURFACE DRAINAGE The potentially consolidating foundation soils encountered in portions of the site should be prevented from being wetted after construction. Generally, this can be accomplished by insuring that the backfill placed around the foundation walls will not settle after completion of construction and that the backfill material is relatively impervious. Water should be added to backfill material to allow proper compaction -- do not puddle. Surface water running toward the structure from upslope areas should be diverted around and away from the building by means of drainage swales or other similar measures. The final grade should have a positive slope away from the foundation walls on all sides. A minimum of 12 inches in the first ten feet is recommended. Downspouts and sill cocks should discharge intoi splash blocks that extend beyond the limits of the backfill. The use of long downspout extension in place of splash blocks is advisable. ;LAWN IRRIGATION Do not install sprinkler systems next to foundation walls, porches or patio slabs. If sprinkler systems are installed, the sprinkler heads should be placed so that the spray from the heads, under full pressure, does not fall within five feet of foundation walls, porches or patio slabs. Lawn irrigation must be controlled. If the future owners desire to plant next to foundation walls, porches or patio slabs, and are willing to assume the risk of structural damage, etc., then it is advisable to plant only flowers and shrubbery (no lawn) of varieties that require very little moisture. These flowers and shrubs should be hand -watered only. MISCELLANEOUS Some of the soils at the site are potentially consolidating and the owners should be cautioned that there is some risk of future damage. The contractor is directed to those items covered under BACKFILL AND SURFACE DRAINAGE and LAWN IRRIGATION. Our experience has shown that damage due to swelling or consolidating soils usually results from saturation of the foundation soils 7 MISCELLANEOUS - continued caused by improper drainage, excessive irrigation, and poorly consolidated backfills. The elimination of the potential sources of excessive water will greatly minimize the risks of construction of this site. This research has indicated that the efficiency and life of the disposal field can be greatly increased by proper design and by pumping effluent to the field one to four times a day in batches through small perforated plastic pipe. A large storage tank for effluent is used to allow the complete household usage for one day to be stored and then pumped in batches to the disposal field. This method permits the use of above ground mound type disposal fields that can be used on marginal tight soil having a percolation rate of 1/2 inch or less per hour. A percolation rate of one inch per hour is the minimum generally accepted in most states at the present time. NOTE —All data given in this brochure is for suggestion only. Complete approval for any septic tank and disposal field construction must be obtained from local county and state health authorities.
