No person shall install, renovate, or repair an OWTS in Eagle County (EC) without a valid EC Systems Contractor License. Any person that conducts a business as a systems contractor without having obtained a valid license section commits a Class 1 petty offense as defined in section 18-1.3-503, C.R.S. Please notify the department when an installer is identified, prior to installation of the OWTS. Alteration of the existing OWTS soil treatment area (STA) exactly as depicted in the Mountain Cross Engineering, Inc. dated January 19, 2021 design report and drawings stamped by Christopher F. Hale, PE. The OWTS is designed to serve a two bedroom residence above a barn. The existing soil treatment area (STA), permit #2-18-18541 is to be removed and disposed of per ECPHA Regulation 43.9.C. The STA will be replaced with a new STA NE of the current location, as shown on design, to be outside of the area to be used for vehicle crossing. Note: Prior to beginning installation of the new STA, two 8' test pits must be excavated for the design engineer to confirm soil type and horizontal setback distances. Final inspection must confirm the relocation of the well outside of the required 100ft setback. The system proposes using the existing 1,000 gallon, two compartment septic tank with effluent screen on the outlet tee and an Orenco Model 310 dosing siphon, followed by 500 square feet of new STA arranged in two shallow 55' long by 3' wide trenches, each receiving equal amounts of effluent from a new distribution box equipped with flow equalizers. Contact Eagle County and the design engineer well in advance of scheduling inspections. All inspections necessary to certify the system must be conducted by the design engineer. System certification along with photos and a record drawing must be submitted to, and approved by, Eagle County Environmental Health prior to the use of the system or occupancy of the dwelling. The project proposes to reconstruct an existing OWTS that was built to serve a barn with a two bedroom residence at 1633 Emma Spur Road. This is a gravity system from the barn to a conventional septic tank where a siphon doses to a leach field comprised of infiltration chambers. The barn is currently served by an existing well that will be relocated greater than 100’ from the proposed leach field. The OWTS is not within a 100-year flood plain boundary. The project proposes to keep the existing septic and dosing tanks but relocate the leach field and distribution box to allow vehicle access over the area where the leach field is constructed currently. There are practical constraints that you should be aware of when considering the proper design, construction, and operation of the OWTS. Subsurface The LTAR was determined from tests performed by HP-KUMAR and the results are reported in the Subsoil Study dated February 07, 2018. The LTAR was estimated to be 0.60 gallons per day per square foot based on USDA rating of sandy loam and was used for the OWTS design. No high water table or bedrock was encountered within 8’. The soils will need to be verified at the proposed location prior to construction of the new leach field. Design Calculations The barn contains a bathroom with shower, a utility sink, and a shower area. The water use from the existing fixtures is estimated to be on the order of 100 gallons per day (GPD). In an effort to oversize the OWTS for any potential future use, the design assumes a two bedroom dwelling. Using Eagle County Table 6-1, which associates 4 people to a 2 bedroom household and a flow rate of 75 gallons per person per day, this equates to 300 GPD. The design calculations for sizing of the septic system and the leach field follow: • Emma barn: Square footage is less than 6,000 sq. ft. • Design flow = Assumed 2 bedrooms, per Eagle County Table 6-1 = 300 GPD • USDA soil type = sandy loam, LTAR = 0.60 • Soil treatment area = 300 GPD / 0.60 = 500 sq. ft. • Reduction in soil treatment areas for chamber/trench treatment with dosing Emma Barn January, 2021 Page 2 of 3 Mountain Cross Engineering, Inc. Number of leaching chambers per row is to meet or exceed the 55’ length. • Required septic tank volume, per Eagle County Table 9-1 = 1,000 gallons The existing 1,000-gallon septic tank and the dosing tank will remain in place. The distribution box shall be a precast concrete box with 1 inlet and 7 outlets. Alternatives may be considered by contacting this office. Construction must be in accordance with the specifications of Eagle County Environmental Health, the OWTS permit, and this design. Setbacks The existing septic and dosing tanks are to remain. The leach field setback requirements are: • 100’ FROM WELL • 25’ FROM WATER SUPPLY LINE • 20’ FROM BUILDING • 10’ FROM PROPERTY LINE • 50’ FROM UNLINED DITCH OR POND • 10’ FROM A LINED DITCH OR POND • 25’ FROM TOP OF BANK • 5’ FROM SEPTIC TANK The setback requirements deal primarily with buildings and potential contamination from the and leach field to either culinary water or surface water. The existing well is proposed to be relocated. The well will need to be constructed greater than 100’ from the proposed leach field. These setbacks have been included on the plans for reference. Operation Information and Maintenance The Owner will need to be responsible for the operation and management of the OWTS. Geo- fabrics or plastics should not be used over the absorption area. Topsoil should be placed over the OWTS and planted with native grasses. No large vegetation and/or plants with taproots should be planted over the absorption area nor grasses that require excessive irrigation. No heavy equipment, parking of machinery, or materials should be placed on the absorption area. Livestock should not graze on the absorption area. Plumbing fixtures should be checked to ensure that no additional water is being discharged to OWTS; for example, running toilets or leaky faucets can discharge hundreds of gallons of water a day and harm the absorption area. Garbage disposal use should be minimized, and non-biodegradable materials should not be placed into the OWTS. Grease should not be placed in household drains. Loading from a water softener should not be discharged into the OWTS. No hazardous wastes should be directed into the OWTS.
