As we discussed, the permit should be conditional based on the outcome of the next percolation test after the soil is reworked to improve the 80 min/inch speed of seepage. The location of this site is quite remote for the heavy construction equipment to be mobilized, so I believe a conditional permit will allow the owner, engineer, and contractor the best opportunity to produce a quality septic system. The condition of the permit should read that, "The percolation of the soil in the reworked area shall be faster than 55 minutes per inch to use the design shown. Adjustments to the design may be made on site by the design engineer as long as the standards of the Colorado Department of Health and Eagle County are met." Please call if you have any questions. Box 179 500 Broadway Eagle, Colorado 81631-0179 On April 13, 1998, Eagle County Environmental Health performed two percolation tests on property located at Parcels F & G of Highland Meadows Ranch, Eagle, Colorado. According to Chapter IV of Eagle County Land Use Regulations, a percolation rate faster than 5 minutes per inch and slower than 60 minutes per inch shall render the location unsuitable for a conventional absorption system. Sites with such unsuitable percolation rates shall necessitate additional soil evaluation and design by a Registered Professional Engineer if an absorption system is to be proposed. Percolation test results from both properties fell within the range of 5 and 60 minutes per inch, indicating the ability to install conventional individual sewage disposal systems. After careful evaluation of soil profile holes, no evidence was found of bedrock or groundwater. Soil types were determined as sandy loam, silty clay loam, and clay loam. Eagle County will need to complete additional calculations to determine system sizing on the above properties. Should the absorption areas be relocated, subsequent soil evaluations may be necessary.
