Implementation plan and schedule including estimated construction time and estimated start-up date. ending on the proposed project, some of the above items may not be applicable to address. such cases, simply indicate on the application form the non applicability of those. -4- WQCD-3 (Revised 8-83) ENGINEERING REPORT ATTACHMENT TO APPLICATION FOR SITE APPROVAL FOR CONSTRUCTION AND/OR EXPANSION OF DOMESTIC WASTEWATER TREATMENT WORKS 1. Service Area The service area for the proposed wastewater treatment facility (ISDS) will consist of an existing multi -family complex located along the north side of the Frying Pan River approximately five miles upstream of the Town of Basalt. The physical mailing address for the proposed facility is 4959 Frying Pan Road, Basalt, Colorado. The facility will be owned and operated by Mr. Phil Sterker, owner of the Frying Pan Resort, whose home address is HC 30, Box 104, Concho, Arizona, 85824. The multi -family complex was originally constructed in the early 1970's and was serviced by an ISDS (the existing system). The facility originally served ten rental units of which eight were two bedroom units, two one -bedroom units and, additionally, the system serviced one three - bedroom manager's unit. In referencing the attached copy of correspondence between the Colorado Department of Health (Mr. Dwain Watson, January 14, 1994) and Mr. Sterker, the facility is now being operated from a restricted use standpoint. In referencing the attached copy of that correspondence, the immediate problem (in December, 1993) has been centered around the distance to the drinking water well on the adjacent property. To bring the system immediately into compliance with State regulations, the correspondence between Mr. Dwain Watson and Mr. Sterker was developed. Since December, 1993, Mr. Sterker has conducted the following measures to facilitate immediate compliance with the CDOH regulations: 1. Restrict population of the apartment building to the present 16 persons (population of the building is now at 15 persons). 2. Installed flow restriction devices on showers and faucets and has installed low - flush water closets. 3. Conducting measuring and monitoring of actual water usage at the well head. 4. Mr. Sterker is now in the process of implementing the design/verification and possible reconstruction program to ensure future compliance with the CDOH regulations. Through the preparation of this Site Application, the design/verification process has now been initiated. Pending favorable weather conditions, percolation and soils testing will be conducted to further facilitate the design/verification process. The overall goal with scheduling would have this submittal of the Site Application prepared by March 15, 1994, design/verification and required plans for necessary expansions and/or relocation of the facility prepared and submitted to the CDOH by April 15, 1994, and, finally, construction (if required) of needed facilities completed by June 30, 1994. The final completion of the project by June 30, 1994, is adjustable depending upon delays that may be encountered during the approval process. The following calculation identifies the calculation in determining the total design flow for the multi -family complex: 1. Population of complex: 16 persons 2. Average daily flow: (16 persons)(75 gpcd) = 1200 gpd 3. Design (peak) daily flow: 1200 gpd (1.50) = 1800 gpd 4. Apply flow reduction of 25%: 1800 gpd (0.25) = 450 gpd 1800 - 450 = 1350 gpd 5. Final design peak daily flow = 1350 gpd 2. Proposed Effluent Limitations The design/verification and modification process of this project will assure that the ISDS will, from a final design and construction standpoint, be a non -discharging ISDS constructed to the standards of CDOH and of Eagle County. 3. Analysis of Existing Facilities The nearest existing WWTF is known to be the Basalt Sanitation District located approximately one-half mile below the Town of Basalt. We have estimated the distance of the Town of Basalt to be approximately five miles towards the west (downstream) of the Seven Castle Resort. Because of the extreme distance to the Town of Basalt from this facility, it has been determined that the most feasible alternative is to construct or assure the existence of a complying on -site ISDS. Because the system will be a non -discharging system, it will not affect the waters of the State of Colorado. 4. Analysis of Treatment Alternatives Because soil information for this site has not been compiled to date, and because the existing system serving the facility has proven to be a non -problematic system, it is proposed that any required expansions or relocation of the ISDS would continue to be provided on site. Population restrictions for the apartment building coincident with physical modifications to the building and/or system are among the alternatives to assure that setback requirements are met and that proper treatment of the effluent in the ISDS can be obtained according to State regulations. 5. Floodplain and Natural Hazard Analysis We have attached a xerox copy of the floodway (flood boundary and floodway map) of Eagle County, Colorado, Panel 416 of 500, which identifies the floodplain location as .it relates to the ■ Seven Castles Resort. The ISDS is currently located, and will remain located, out of the floodplain of the Frying Pan River as well as any of the other areas that would serve as potential expansion and/or relocation sites of the ISDS. 6. Detailed Description of Selected Alternatives Until final soil information has been gathered for the site and a final design/verification has been prepared, the provision of a detailed description of selected alternatives cannot be provided at this point in time. However, the existing system serving the apartment complex is located to the southwest of the existing building by approximately 50 feet. Setback requirements from an existing single-family residence well is in question and, thus, is one of the primary factors initiating the Site Application and the design/verification activities proposed. 7. Legal Arrangements For Control of Site The ISDS, once constructed and/or modified, will remain under the control of the owner of the Seven Castles Resort. 8. Institutional Arrangements There will be no institutional arrangements for the construction and operation of the ISDS. The ISDS will remain under control of the owner of Seven Castles Resort. Annual operation and maintenance costs will be reflected in the rents for the apartment complex. 9. Management Capabilities It is expected that the only maintenance for the system will be to pump the septic tanks on an appropriate time basis and regularly inspect the area around the ISDS. Since the apartment complex is under sole ownership and is managed by one of the tenants in the building, and because no other users will be tied into the system, the management capabilities are kept simple. 10. Financial System The system, if modifications are required, will be privately financed. Because the system will be privately owned, there will be no fees charged for separate wastewater treatment services. 11. You agreed to reduce flow into the septic system so that the flow, and by calculation, the existing distance between the well and the edge of the septic system is in conformance with the horizontal distance table in the State Guidelines for Individual Sewage Disposal Systems. In order to accomplish the above you offered to implement the following measures 1. Restrict the population of the apartment building to the present 16 persons. 2. Install. flow restriction devices on showers and faucets and install low flush water closets. 3. Measure, monitor, and report actual water usage either at the well head or actual wastewater flow into the septic tank to ensure compliance with the flow restrictions from the horizontal distance table in the ISDS Guidelines. 4. These conditions would remain in effect until the engineer's certification of final construction is received in this office. If you agree to the above terms, we suggest the following compliance schedule: A site application for construction would be filed with this office by March 15, 1993. Plans and specifications would be submitted by April 15, 1993. During this period the existing septic tank would be evaluated by your engineer to determine it's watertight integrity and hydraulic capacity for the current and/or future loads. Actual construction would commence upon issuance of a site application and plans and specifications approval. The project would be completed with construction finished and an engineer's certification received in this office by June 30, 1993. The final completion date would be adjusted if delays in the approval process delayed the start of construction. If you agree to these terms please submit a letter within 10 days of reciept to this office stating that fact. If you wish to further discuss this Letter of Understanding, please call at your earliest convenience. You are not bound to accept this agreement. You are required to rectify the situation at your property in a timely manner. Failure to perform this repair, either under this letter of understanding or under other terms, may result in further legal action. E. - MWE - Aspen RE: Repairs to the Seven Castles Property Septic System at 4959 Frying Pan Road DATE: April 4, 2008 This memo is written in regards to the septic system repairs being performed at the Seven Castles Property at 4959 Frying Pan Road. The existing system consists of 1-1,500 gallon double chamber tank and 2 — 2,000 single chambered septic tanks in series, (5,500 gallons total). The disposal field components are 2- —8 foot square, 15 foot deep (-7,000 gallons each) drywells. It is. unknown at this time when the system was installed. The system has been working properly and the owner has had not had problems with the system over the past 7 or 8 years that he has owned the property. This winter, the ground between the two drywells settled and collapsed the 4" PVC between the two units. This caused a back up of the effluent that required the drywells to be pumped as the system does require both drywells to function correctly. We are proposing to replace the pipe between the two drywells and return the flow to the second drywell system. The pipe would connect to the outlet of the first tank and inlet of the second tank using Sch 80 PVC. I am also recommending that the 4" PVC pipe be installed inside an 8" casing pipe to add additional structural integrity and prevent the pipe from being damage again. I am also recommending that the owner install tees, (per ECEH regulations) on all inlet and outlets of the 3 septic tanks and seal the tank lids to each tank to prevent water from seeping into the tanks. The first drywell that is working now has recently been pumped. The three septic tanks should be pumped in the near future as well if they have not been pump within the past 6 months. The exact age and condition of the system is unknown, but the owner does recognize that the system will ,ar future. There is sufficient room on the property to replace the system, with ,H Regulations. The owner replaced the 4" PVC sewer pipe, (inside an 8" casing pipe) between the two drywells and returned the flow to the second drywell system The owner also installed tees, (per ECEH regulations) on all inlet and outlets -of the 3 septic tanks and sealed the tank lids to each tank to prevent water from seeping into the tanks. All tanks were pumped. As per my discussion with Ray and Warwick, we are proceeding with design of a new system that meets the 2008 ECEH Regulations to replace the existing system.
