Gentlemen:
As requested, Chen -Nora =, Inc. observed the excavation at the subject site on April 20, 1993
to evaluate the $oils exposed for foundation support. The findings of our work and
recommendations for the foundation design are presented in this report. The work was done in
accordance with our agreemont for geowhnical engineering sezvices to you, dated April 14,
1993.
The proposed construction is a two story wood log home over a partial full basement and crawl
space.
.At the time of our visit to the site, the foundation excavation had been cut in two levels from
1 to 8 feet below the adjacent ground surface. The soils exposed in the bottom of the excavation
consisted of silty sand and silty sandy gravel. Itesults of swell -consolidation testing performed
on ' a sample of the silty and takers from the Site are shown on Fig. 1. No free water was
observed in the excavation and the subsoils were very moist.
Considering the conditions exposed M' the excavation and the nature of the proposed
construction, spread footings placed on the undisturbed natural soil designed for an allowable
soil bearing premure of 1000 psf should be adequate for support of the proposed itsidenoe.
Footings should be a minimum width of 16 inches for continuous walls and 2 feet for columns.
Loose and disturbed soils owuntered at the foundation bearing level within the excavation
should be removed 4.nd the footings extended down to adequate natumal bearing material.
Exterior footings should be provided with adequate soil cover above their bearing elevations for
frost protection. Continuous foundation walls should be reinforced top and bottorn to span local
anomalies such as by assuming an unsupported length of at least 12 feet. Foundation walls
aefing as retaining structures should be designed to resist a lateral earth pressure based on an
equivalent fluid urtxt weight of 45 pcf. A perimeter foundation drain should be provided to
prevent temporary buildup of hydrostatic pxeasum behind the wails and prevent wetting of the
lower level. Structural fill placed within floor slab areas can consist of the on -site soils

compacted to at lwjt 95 % • of standard Proctor density at a moisture content near optimum.
Backfill placed, around the struct ve should be compacted and the surface gmde+d to prevent
ponding within at least 10 feet of the building.
The recommendations submitted in this letter are based oil our observation of the soils exposed
within the foundation excavation and do not include subsurface exploration to evaluate the
subsurface conditions within the loaded depth cif foundation influence. As outlined in our
ag=ment for servioes, this study is based on the assumption that soils beneath the footings have
equal or beer support than those exposed. The risk of foundation movement may be greater
than indicated in this report because of possible variations in the subsurface conditions, In order
to reveal the nature and extent of variations in the subsurface conditions below the excavation,
drilling would be required. it is possible the data obtained by subsurface exploration could
change the reaoinrnendations c ont ncd in this letter.

We received a phone call today from A&A Septic Service. They were pumping a septic at 21350 Hwy 6, Lot 13,
Canyon Woods Subdivision, Red Mountain Ranch. He wanted to know if there was more than 1 septic tank at the
property. There is a garage at the property which is quite a distance from the main house. The garage
apparently has an upstairs apartment to it w/a bathroom. A&A thought there would probably be another septic
because of the distance to the licensed system. I find no other information that would indicated a line to the
existing system was installed or, in the alternative, that an additional system to serve the garage was installed,
etc.

Thank you, Andrew.
I spoke with Whitney yesterday and will be expecting to see him tomorrow morning.
As we discussed, Eagle County would not be able to "post -approve" the illegal installation
but may be able to make observations during a site visit and couple that with information
the current owner will hopefully obtain from Mr. Pierce and Mr. Bossow which may enable us
to at least determine if what has been installed can remain. Of utmost importance would
be that proper setbacks are maintained between critical features, such as streams, wells,
water lines and ground water.
I understand from Whitney that he has spoken to Mr. Pierce and he recalls having added a
tank to serve the garage and connecting the effluent line to the existing system which he
thinks may have been enlarged after the final inspection of the septic system serving the
house.
Ideally, every component of the septic systems would be uncovered and surveyed while tanks
would have all compartments open and pumped as to reveal such information as type of
materials, capacities, locations, etc.
If a prospective buyer could benefit from having an evaluation from my office regarding
our findings, it would be what we call a loan inspection service and a $200 check made
payable to Eagle County Treasurer would allow us to schedule a site visit. We always have
the reassurance that if a failure occurs, it will require immediate repair to today's
standards.

Ray, as we've been discussing Whitney & Vicki Ward are requesting that you schedule a loan
inspection for the septic system located at 21350 Highway 6. As far as the Wards know the
approved septic system has been permitted (#1217-93). In the course of ownership changes
for the property it has come to the Wards' attention that the carriage house had an
addition to the septic system that was not permitted. The Wards would like you/ your
department to approve of this addition or comment on the fact that there are no gross
violations to Eagle County's requirements.
The Wards recognize that the cost for this service is $200.00 and will deliver a check to
you by Friday September 2, 2005. Thanks for your assistance in this matter.

Crosby, I'm sending this email as requested to summarize our discussion regarding the private
wastewater system alternatives on the property you wish to purchase. As we both understand,
the original home built in 1993 included Individual Sewage Disposal System (ISDS) permit
#1217-93 to serve the three bedroom home that exists today. Since the installation of the
permitted ISDS on the lot, it is my understanding another ISDS or at least septic tank has been
installed without a County permit to serve the apartment above the garage. It is also my
understanding that you are aware that the tank you observed is inside the 50' set back
distance from a nearby water well and you desire permission to relocate that tank or a new
tank to a site that meets county ISDS setback standards. You were advised to make
application to accomplish this and made aware that alterations to the existing system may be
necessary if you wish to tie the apartment into the existing drain field, causing a capacity
increase above the three bedroom capacity for which ISDS #1217-93 was designed.
