No automatic sprinkler system should be installed above the disposal field. Operation and maintenance plan The owner must realize an onsite sewage disposal system Is considerably different from public sewer services. The owner must be aware of and assume the responsibility for continued maintenance of the system. We recommend the pumping of the septic tanks at the end of the first year of use to monitor sludge accumulation and at a minimum of every 2 years afterward. There are also daily considerations, such as not putting plastic or other nonbiodegradable material down the sewage disposal system. Also, water use must be carefully monitored so toilets are not allowed to run when seals malfunction. To illustrate the point, it should be noted a running toilet will consume in excess of 1000 gallons per day if allowed to run. As the system is designed for only 900 GPD. Excessive loading (such as from running toilets) will flood and irrevocably harm the system, and stress the onsite well We also caution you against installation of a water softener. The high levels of salt from the backwash of a water softener is detrimental to all onsite sewage disposal systems and a separate drywell should be constructed for the backwash waste if a water softener is installed. Box 179 Eagle, CO 81631 RE: State Bridge Septic System Dear Mr. Memy, INTR.IODUCTIQN As discussed with you and Vicki of the State Bridge Lodge, the septic system at the State Bridge Lodge does not appear to be functioning properly. Based upon discussions with Ron Reinert (who constructed the original septic system), VI&L you, and review of the County file far tlae septic system, the system operates as follows: Sewer services from the cabins, bathhouse, and restaurant gravity drain to a holding tank where effluent is pumped by means of a 100 gpm, 2 HP pump to two (2) 1250 gallon septic tanks which are currently plumbed in parallel. A 3x3xl6" = 100 gallon +/-. grease trap is connected to a sink in the kitchen. It is not clear if the dishwasher is connected to the grease trap. .(A plumber is to be on site this week, and is to verify plumbing.) The septic tanks drain by gravity to two, 4' diameter "dry well" tanks that'are approximately 8' deep. Apparently a third drywell exists at the site, but only the bottom 4' of the third dryweU would be functional if plumbed to the other two dryweils. The drywells have hales or gaps in the sidewalls to allow effluent to discharge thraaigh the. warps of the tank, to approximately 1' to 2' width or cinders of gravels which is located outside of the drywell. .Apparently, the drytiwells, do not percolate effluent adequately: the ,drywells°' frequently have effluent ponding to near the top of the drywell, and sometimes are pumped out. The percolation rate of the soil was determined to be 20 mitt/in when the system was installed, by others. It is not clear when the grease trap was connected to the systems whether the grease trap it trig enough, or if the ,grease trap is connected to the dishwasher. Per the map provided by Eagle County, it appears that the sewage pump, and the dry wells are located within the railroad right-of-way. Vicki believes that the State Bridge Lodge existed prior to the railroad so that permission or an agreement exists with the railroad. Percolation tests were performed, and the dry wells, grease trap, sewage pump station and septic tanks were reviewed. Grease was not obviously visible in the drywells, and the mode of failure was not clearly evident. Test holes dug near the dry wells indicated that the soil was saturated around the dry wells. The dry wells had effluent in them to a level of 1.5 to 3' below the ground surface (full). Apparently the dry wells failed because of inadequate capacity. Although the sewage pump turned on and pumped effluent while we were present, the pump ran for only 10 to 15 seconds and pumped about 1 foot of depth of effluent out of the holding tank. It does not appear that the float switches or pump controls are working properly. The grease trap is located directly below the sink in the kitchens. Insufficient information regarding kitchen use makes it difficult to determine if the grease trap is adequately sized. Summary report. Calculations, and additional observations and recommendations are provided in the 1. If the septic tank is re -piped to operated in series, and a baffle is knocked out of one tank, the septic tanks have the capacity to handle 2000 gpd. 2. The sewage pump should be maintained to provide a longer run time for the pump, and to provide dosing for the absorption trenches. 3. The capacity of the grease trap should not be exceeded. Ron Heinen contacted Don Fessler, of the Eagle County Road and Bridge Department, who_ indicated that if the Health Department approved the septic system along the road shoulder., it was OK with him. 5. A culvert should be installed under/across the county road to allow surface runoff to be directed away from the absorption trenches. 6. Some sort of barricade should be provided to keep vehicles form parking and driving on the absorption trenches. The details of the barricade should be coordinated with Eagle County. 7. Soil Profile The soil profile hole should be completed before installation of the septic system, when a backhoe is available at the site. Sewage Ejector Pump The sewage pump and controls should be maintained and inspected prior to operating the repaired septic system, to verify proper performance. Currently, it appears that the float switches turn the pump off prematurely. If the pump does not run long enough, proper dosing of the absorption trenches will not occur. Absorption Trenches The absorption trenches are proposed to be located in the shoulder of the "trough", county road, in the same area as the existing drywells. The existing drywells and the proposed trenches appear to be located within both the railroad and Eagle County Road right-of-way. Permission should be obtained from appropriate entities to install the septic system as proposed. Currently, the roadside shoulder area is used for parking. Vehicles should not be 4 permitted over the trenches. A means to keep traffic off of the shoulder and trenches should be coordinated with Eagle County. A large drainage basin to the west of the site drains along the highway right-of-way, and county road right-of-way to the east, to the north side of the county road. A culvert needs to be installed to allow surface water to drain south towards the Colorado River. Jim worked on the system when Vicky owned SBL, he did a lot of midnight trouble shooting above and beyond and Vicky never paid the last $400 she owed him. 3. He believes the lift station has only one pump, a leach field along the road and did not remember the capacity of the holding tank. 4. A & A septic out of Kremmling has done the pump out for the last 5 years. 5. Ron Heinen is familiar with the system, has done design/repair work on it for Vicky. Ray Merry of Eagle County is also familiar with Vicky's design and problems with the system. 6. We need to contact Janet at Eagle County to get the records and/or drawings for all repair and work done on the system (328-8755). Janet was contacted Wednesday AM and will dig up the requested records. Mr. Ray Merry was coincidentally contacted at this time and has set up a meeting for Tuesday or Wednesday the week of December 16. He explained that the current system is at it's full capacity and is non -conforming and that we should meet to discuss options. 7. Called A & A Friday AM, asked for Ron Heinen, Ed returned call (390-1427). 2. Ed had done the maintenance on the SBL system for the last several years. He did not clean the system this last summer because he was not called. He figured since the Parks were selling SBL they didn't want to spend the money. 3. He thinks there are two 1250 tanks. He confirmed that there is one pump in the lift station and that there are dry -wells along the road. These dry -wells occasionally get grease in them which is bad for the system. The pump at the lift station has a quick disconnect which is good. 4. There has been an ongoing problem with roots growing in the pipes that lead to the bathhouse. Ed has cleaned these roots out in the last few years and he recommends a product called "Root -Ex" 5. Ed rated the system as OK when augmented with 10 to 15 porta-potties for events. 6. Ed recommended pumping the system out next spring after things get going, and not now (late fall). I. Clogging of the, absorption surface of the wet wells from grease. 2. Overloading of the wet wells, (or exceeding the capacity of the system). P OPOSED SEPTIC SYSTEM IMPROVEMENTS Until the reason for failure of the dry wells can be determined, it is not possible to provide recommendations to correct the septic. system. -The following steps are recommended to begin the process, of repairing the system. 1. Determine the adequacy of the existing grease traps, and, up grade the grease trap if required. Determine if the dishwasher and sink drain to the grease trap. The grease traps should be cleaned. out an a regular basis. Make any improvements to the grease trap, and make improvements, to remove grease from the system before nuking improvements to the septic tanks and dry wells.. 2. Provide an exploratory hole around the outside of the dry wells to see if the mode of failure can be determined. Determine/verify the soil type and percolation rate near the wet welts; check capacity. 3. Re -plumb the septic tanks to work in series, instead of in pare Knock out the balflle in the lust septic tank. 4. Determine the capacity of the septic system and wet wells, and use the capacity to determine what the allowable. use of the Lodge, cabins and residence would be in terms of the allowable capacity of the septic system. S. Provide low flush toilets and water conserving fixtures of a permanent nature. Also,. check the system for leaks, leaky fixtures, etc. It is possible that grey water effluent from the sinks and dishwasher could be routed to a separate septic tank and purnoed to a separate -absorptions area. .A buried drip system used to water landscape areas is possible. Additional study is required if a separate absorption system is used for disposal of grey water. Determine how the valve on the sewer line above/upstream of the dry welt works. If 2(100') long infiltrator absorption trenches are constructed instead of improving the existing drywells, the capacity of the septic system is increased to 894 gpd average flow, which converts to the effluent generated from the two bedroom owner residence, and 6 to 7 of the one bedroom cabins. Use of the restaurant/bar will could be directed to a holding tank, or ports potties could be provided for all of the restaurant/bar patrons. One ports pottie per 50 patrons is recommended. The holding tank can be designed based upon the frequency of pumping them out. The grease trap, septic system plumbing, etc., should be provided as previously noted in this report.
